Heavy confrontations between SLA and LTTE have been reported in the Muhamalai front line areas and sustained shelling during night hours. Increased check points throughout the district have been observed. • Displacement/Returns No return or displacement took place during the period under review. The GA met with the Navy to advocate for the easing of fishing restrictions in the area to support recent returnees to Allaipiddy engagement in livelihoods. • • Sector Developments/Gaps CARE International is conducting a Household Livelihood Security Assessment to inform CARE’s programming and targeting. Through a grant received from CARE, the National Housing Development Authority is constructing a transitional shelter in Valikamam South DS division using local resources and lower quantities of cement to reduce cost. The model shelter is expected to be completed by the end of June. KILINOCHCHI & MULLAITIVU DISTRICTS & Manthai West (located in Mannar district but covered by Kilinochchi district) • • • Situation update The general security situation in Kilinochchi and Mullaitivu districts remains tense with daily confrontations and exchanges of mortar and artillery fire at the southern and northern FDLs. Restrictions on importation of fuel are impacting humanitarian services including trucks needed for water bowsering. Displacement/Returns District Secretariat of Kilinochchi reports that 47 families (149 persons) who displaced from Manthai west were registered as IDPs in Karachchi and Poonakary divisions. On 14 May, upon request from RDHS Mullaitivu, six oxygen cylinders and 10,000 units of Panadol tablets were transported from Kilinochchi. Although, MoD permission has been given to transport first quarter drugs for Mullaitivu last week, certain essential medical supplies, including anesthetics, are running low in the region. On 8 May, UNOPS transported 50 bags of cement through Omanthai to Kilinochchi as part of a community infrastructure programme to complete a WFP funded school kitchen programme. On 15 May, GA-Kilinochchi reported that lorries carrying fertilizer for the ‘Yala’ planting season from Vavuniya would be allowed into the Vanni on Saturdays from 24 May. On Saturday 10 May, 53 empty lorries that had brought in food and other commodities to the districts were allowed through the Omanthai check point into Vavuniya. MANNAR & VAVUNIYA DISTRICTS • • • • • • Situation update The situation across Vavuniya and Mannar District remains volatile, creating tension amongst the general population. Security forces remain on increased alert levels throughout the District and regularly conduct cordon and search operations. Displacement/Returns Small numbers of IDPs continue to arrive in Mannar by sea from LTTE-held areas. All new arrivals are being accommodated at the Kalimoddaipuliyankulam site. During the reporting period, 21 individuals (11 families) arrived from the LTTE-controlled areas to Mannar. The total population at Kalimoddai is now 116 families (259 individuals). Sector Developments/Gaps Food rations were distributed in a number of areas during the month. Reports however, indicate issues with rice quality and insufficient rations. In Kandasamynagar, residents have commenced work on a WFP Food for Work program. In the IDP inhabited villages of Tharanikulam, Sasthirikulamkulam, Puthukulam, Thalikkulum and Iyangaravooru, residents received two months food rations for October and November 2007 during the reporting period. RDHS Vavuniya reports that its is becoming increasingly difficult for health institutions to deliver quality health services with the shortage of personnel, particularly midwifes. The current mid wife ratio in the district is 1:15,000 people while requirement is 1:3,000 people. RDHS Vavuniya reports that a major health concern is the poor mean weight gain of women during pregnancy and low birth weight of newborns. There is also a reported increase in the number of home births due to difficulties in accessing the hospital as a result of the security situation and lack of space to accommodate pregnant mothers in advance. MOH officers are compiling data on the nutrition status. TRINCOMALEE DISTRICT • • • Situation update On Saturday 10 May elections for the Eastern Provincial council took place. The United National Party won 5 seats, the UPFA won 4 seats and the JVP won one seat. On 13 May UN agencies undertook a joint assessment mission to Nalloor GN division, Muttur East. Nalloor is one of the GN divisions in the High Security Zone in Muttur East targeted by the authorities for resettlement of IDPs currently residing in IDP sites in Batticaloa and in Kiliveddy, Trincomalee. With support from ZOA, IDPs from Kiliveddy Transit site started clearing the area in Neenakerney village on the same day. Displacement/Returns On Wednesday, 14 May government authorities arranged and UNHCR facilitated a “Go and See” visit for IDPs in Kiliveddy IDP transit site to Nalloor GN division (Nalloor and Neenakerney villages), Muttur DS division (the Muttur East/ Sampoor High Security Zone). There are only a few agencies in the district providing complementary food to beneficiaries, leaving a considerable gap. On 13 May a joint assessment was undertaken at the Kiliveddy transit for families considering return to Nalloor. The families indicated a willingness to return, despite the isolation and accessibility of the area. Currently only one road by 4x4 vehicle and tractors is accessible to Nalloor. Two alternative roads are currently inaccessible due to ongoing mine clearance work and close proximity to the HSZ. The accessible road is along a sand/ clay base lagoon, making transport of a large number of people and/or construction material difficult. BATTICALOA DISTRICT • Situation update Provincial elections were concluded as scheduled on 10 May. In Batticaloa, the ruling UPFA alliance won the Eastern Provincial Council (EPC) election with 6 seats, the opposition UNP-SLMC alliance won 4 seats and the Tamil Democratic National Alliance won 1 seat. On 12 May only essential movements were allowed, including restrictions along the A14 were restricted. • • Displacement/Returns There are 5,517 families (20,769 individuals) currently displaced in the district residing with host families and Welfare Centres. The GA reports that returns are planned on 22 May to Thihiliveddai and on 23 May to Punanai West in Kiran DS division. • • Sector Developments/Gaps The District WASH Coordination meeting held on 15 May was chaired by ACLG, NWSDB & RDHS Officers with UNICEF providing secretariat support. OCHA presented the W3 WASH matrix & maps for the District & 6 Resettlement Area Divisions. Updates on WASH activities were provided for each DS Division by responsible Local government authorities and NGOs. Coordination of WASH interventions and Dry Season Water Supply planning is on-going. AMPARA DISTRICT • • Situation update At the Eastern Provincial Council elections on 10 May, 67% voter turnout was registered in the district. The UPFA won eight seats, the UNP won six seats and the Tamil Democratic National secured one seat. DMU Ampara reported that about 00 houses were damaged due to a strong storm (mini cyclone) in Kinatumulla and Marangalla areas of Padiyathalawa STF military operations continued in Kanchikudicharu, although no significant incidents have been reported in the area. • Displacement/Returns UNHCR reports that currently 1,376 families (5,115 individuals) remain displaced in the district. • • • Sector Developments/Gaps Due to rice shortages there is a break in the WFP rice pipeline being received from Colombo and hence is not included in the food distribution for IDPs in the district.
