Inspection of Rail Wheel Plant/Bela (Chhapra)
Plant area:The Plant is designed for a capacity of 1 lac cast wheels per annum. The
Plant and colonies are spread over an area of about 295 acres. 597 staff
are in position, against a sanctioned strength of 1016. CAO mentioned
that the machine commissioning is almost ready, with only a few machines
left.

CAO may now move towards making the wheel as per plan.

The 1500t1' wheel turned out by RWP/Bela was released.

RWP/Bela should regularly organise specialized training for Technicians
and Supervisors at Government or Private Institutes of repute. Specialized
Training even at the level of AWMs and WMs should also be organized.
There should be continuous skill development at all levels.

Safety during work:Industrial safety training should be arranged for staff and supervisors from
reputed institutions.

First Aid boxes have been provided in each section to provide first aid in
case of an accident. However, First Aid boxes should be specialised in
content, anticipating the type of injuries that are likely to take place in a
particular section.

Safety at work place is of paramount importance. For this, proper
housekeeping should be ensured in the Plant. "Working zones" and
"prohibited/dangerous zones" should be clearly marked on the floor. Path
ways for movement of staff and material handling equipment should be
clearly defined and prominently marked. Safety counselling of staff should
be arranged on a regular basis.
Adequate staff facilities must be provided in the Plant. There should be
arrangement for cold and safe drinking water. Safety equipments, as per
safety norms, should be provided to the staff. The discipline of using the
safety equipments should be inculcated among staff right from the
beginning.
For the visitors, a separate room should be earmarked for wearing the
safety shoes, helmets, goggles, etc. before they enter the Plant area.

RWP/Bela has already started supplying wheels to the Zonal Railways.
These wheels should be given to a nominated Workshop only, so that their CAO/RWP
performance can be closely monitored. Necessary nomination should be
issued by the Board.

Stores:The Main Store-1 was inspected. There is a need to utilize the vertical
space more effectively, rather than proliferating the horizontal space of
various Stores.

Material Management Information System (MMIS) should be implemented
on priority at the Depot level, and its access should also be provided to the
Shop floor, so that they know about the actual availability of material in the
Stores.
One AC ward has been provided for keeping resins and other items, which
have limited shelf- life. The area required to be cooled needs review.
Another separation should be provided at entrance of the AC ward, so that
the cooling can be maintained effectively.
Canteen:The Canteen was inspected. Its upkeep was found unsatisfactory and
neglect was evident. Proper arrangement should be made for ensuring
hygiene and cleanliness in the kitchen, as well as in dining area. Area
earmarked for washing of utensils also needs to be improved, as it was
reported that the drainage is not proper. Dining tables and chairs should
be provided in the Dining Hall, earmarked for the officers. The Dining Hall
for the staff should be provided with desert coolers. The Roti maker was
not being used.

Proper parking for cycles/two wheelers should be arranged for staff.

As the production work has not started in full swing, staff should be
gainfully employed for better housekeeping, cleaning of machines,
horticulture, etc.

The officers and staff of RWP/Bela have done a commendable work in
difficult environment. In order to encourage them, a group award of Rs.1
lac was announced.

ORH and Officers' Club:

The Officers' Club has been provided with a large hall. The requirements
of good acoustics need to be addressed.

A large community hall has been nominated as the Badminton Court, but it
is not suitable for it. A separate Badminton Court should be developed
with wooden floor. CAO also requested for a Swimming Pool and a
Squash Court. This was agreed to.

The rooms of the ORH have not been furnished. This should be done.

The outside area of the Officers' Club and ORH should be developed as a
green patch with flower beds and trees all around. A water fountain should
also be planned near the entry.

Officers' Colony:- Two unfinished houses were inspected. There should be
structural provision for window/split ACs in all the rooms. Suggestions of
officers should be taken before finishing the Officers' houses. The height of
the grill on the roof-parapet needs to be increased, so that there is no
accidental fall. Surveillance cameras should be installed inside and outside
the Plant as well as in the Colonies, as security will be a major issue at this
remote location. Accordingly, the ongoing contractual provisions may be
reviewed and modified suitably.

Porta Cabins, planned as temporary accommodation, were inspected.
They should be properly furnished. There should be arrangement for a
Kitchen & Dining Hall; and a Common Room, with facilities for
entertainment. Desert coolers should be provided in all the Porta Cabins.

IV.
ECR's presentation on 12.5.2013 along with GM/ECR
The Access Control System, being provided in RWP/Bela and
CRWP/HRT, should record time of attendance based on biometric
identification and as per Mechanical code. There cannot be two timings
for reporting — one at the Gate and another at the work place.

The work of construction of staff quarters & colony of CRWP/HRT is to be
followed up regularly.

PPP proposal of DLF/Marhaura has to be finalised early. Railway's
commitments regarding provision of land, road connectivity, rail
connectivity & power supply have to be planned & completed. Issue of
disbursement of compensation to land losers should be finalised at the
earliest. I was informed that for power connectivity, a draft MOU has been
sent to Railway Board.

Presentation by ECR and comments thereon:
1.
There has been a decline in train parting cases over ECR in 2012-13 as
compared to that in 2011-12. An analysis of train parting cases should be
done to identify the critical sections and causes to decide the plan of
action. Video graph of critical sections along with track inputs can be
incorporated in simulator training of drivers to improve their train handling
skill which will help bring down train parting on account of poor driving
skills.

Access control system for staff at CRW /Harnaut should be properly
designed so that their attendance is marked after biometric identification.

For the new assets such as CRW/Harnaut, man power planning should be
judiciously formulated for optimum labour productivity.

Areas such as; environment, housekeeping, uniform to staff, canteen,
parking, security and attendance should be looked into with care in the
new workshop at Harnaut, so that proper work culture develops right at the
beginning.

Consumption of water in coach cleaning needs to be scientifically reduced.
Interior cleaning should be generally by wet mopping. Recycling of water
after treatment should be resorted to.

Pest and rodent control treatment in coaches should be supervised and
monitored properly to enhance their effectiveness.

The interior of coaches of trains in which OBHS has been provided must
be litter and garbage free when they reach the terminating stations so that
the litter does not get carried to washing lines where the trains go there for
maintenance.

Suitable method should be found for cleaning of blankets in mechanized
laundry.

Since the coach bodies of LHB coaches are made of stainless steel and
require special tools and devices for cutting to access trapped passengers
when they are involved in accidents. Break down staff should be trained in
handling LHB coaches.

With the decline in the number of accidents it has become imperative that
the break down staff associated with 140t crane operation are given proper
exposure in handling accidents in curves, cuttings and other difficult
terrains so that they are able to discharge their duties efficiently at the time
of accidents.
