SCOPE OF SUPPLY Design, manufacture, furnish and deliver fully tested, three-phase, oil-immersed, core type, hermetically sealed distribution network power transformers with natural (self) cooling. The transformers shall be installed in indoor transformer stations. 2. STANDARDS 3. 2.1. Unless otherwise stated, hermetically sealed distribution network power transformers shall be designed, manufactured and tested in accordance with the latest published recommendations of the International Standard IEC 60076. 2.2. Standards referred to in this Specification and in Supplements to this Specification are integral parts of this specification unless explicitly stated otherwise. 2.3. The equipment, including all appurtenances and accessories, shall be fabricated, inspected, tested and preserved in compliance with the Standards as specified herein, unless otherwise indicated. 2.4. In the event that no reference to Standard is made herein, all components and parts shall be fabricated, inspected, tested and preserved, so as to ensure their fitness for designed use and purpose. 2.5. The transformers shall fulfill the requirements of SI 5484 Israeli Standard. (Distribution transformers - Requirements for energy efficiency and labeling. In case, during the tender or during contract period the SI 5484 Israeli Standard will be changed, the Bidder or the Contractor will be required to propose their offer or to supply transformers, as applicable, which will meet the requirements of the latest published Israeli Standard regarding energy efficiency and marking. 2.6. If this Specification contains requirements which differ from those of the above mentioned Standards except the SI 5484 Israeli Standard or the latest published Israeli Standard regarding energy efficiency and marking, the requirements of this Specification shall take precedence. DOCUMENTS REQUIRED FOR THE PROPOSAL The Bidder shall submit together with his offer the following documents: 3.1. Completed filled-in questionnaire signed by the Bidder (Manufacturer) (Summary of data) for the proposed transformers. Israel Electric Corporation Ltd. Quality Assurance Manual including Quality Procedures of the factory where transformers are manufactured/assembled and tested. 3.3. Manufacturer Experience data to the Purchaser’s satisfaction as required in Appendix "A" 3.4. Type and special test reports, according to paragraph 7.2 for identical or similar transformers to those proposed in the Bid, including test circuit, instruments used, test sequence and description of method. 3.5. Filled-in and signed type and special tests declaration – Appendix "B". The Bidder shall guarantee to perform (in case of award), at his own expense, type and special tests as required in paragraph 7 and submit to the Purchaser the reports, in English, of these type and special tests before shipment of the ordered transformers. 3.6. Routine tests for identical or similar transformers to those proposed in the Bid, including test circuit, instruments used, test sequence and description of method. 3.7. Filled-in and signed guaranteed losses declaration – Appendix "C". 3.8. General outline drawing with dimensions, materials, coating, weight, etc. 3.9. Installation instructions. 3.10. Maintenance instructions (including frequency, procedure and materials required). 3.11. Manufacturer's requirements for prolonged storage (2-3 years) before installation, taking into account the specific conditions under clause 4.2. 3.12. List of components to be manufactured locally (in Israel) (in case of local production). 3.13. Preliminary inspection and test plan to be performed by the manufacturer. 3.14. ISO 9001 certificate from an Accredited Recognized Certification Body (CB) that is a part of or belongs to an International Certification Network of CB's. 3.15. Know – How agreement to the Purchaser’s satisfaction (in case of Know How transfer). The agreement shall meet the requirements as specified in Appendix "D". 3.16. Required schedule for prototype approval of Hermetically Sealed Distribution Network Power Transformers - Appendix “G”. 3.17. Technical data of high voltage windings as required in clause 4.16 of this Specification. 3.20. Remarks: 3.20.1. All descriptive material shall be in English or Hebrew. 3.20.2. The Israel Electric Corporation (I.E.C.) reserves the right, at its discretion, to allow a Bidder to complete such proposal and to submit such documents at a later date, as prescribed by I.E.C 3.20.3. Only after written approval by the Purchaser, of all the data and the sample submitted with the offer, the offer may be deemed to be technically acceptable and the Bidder may be invited to submit his price Bid. 4. DATA AND TECHNICAL REQUIREMENTS 4.1. Operating Conditions 4.1.1. The rated voltages of the distribution systems are 12.6 kV, 22 kV and 33 kV. 4.1.2. The maximum operating voltages of the above mentioned distribution systems are 13.8 KV, 24 kV and 36 KV. 4.1.3. The system rated frequency is 50 Hertz. 4.1.4. The system type is: 3 phase, 3 wire. The neutral point of the secondary winding of the transformer feeding the distribution system to which the proposed transformers shall be connected is grounded as follows: - for 12.6 kV system, solidly grounded or grounded via a resistor with a factor of earthing of 106% - for 22 kV system, resonant grounded via Peterson Coil and might be occasionally solidly grounded for short periods of time, or solidly grounded or grounded via a grounding transformer - for 33 kV system, solidly grounded or resonant grounded via Peterson coil being occasionally solidly grounded for short periods of time Israel Electric Corporation Ltd. Ground fault conditions when the system is resonant grounded may sustain for several hours. 4.1.5. The maximum three phase symmetrical short-circuit value at substation feeding points of: - 12.6 kV system is 350 MVA. - 22 kV system is 500 MVA. - 33 kV system is 500 MVA 4.2. Service Conditions The service conditions shall be according to clause 4 of IEC Standard 60076-1 and clause 4.3 of IEC Standard 60076-2/1993, with the following additions and modifications: - Severe atmospheric and industrial air pollution, coal dust, salt spray; - Long dry period without any rainfall; - High atmospheric humidity as experienced in coastal areas; - Direct and continuous brilliant solar radiation for long periods; 4.3. - maximum relative humidity : 90%; - average relative humidity : 70%; - maximum ambient temperature : 55°C; - daily average temperature : 35°C. The rated power shall be one of the following: 250, 400, 630 or 1000 kVA 4.4. The rated line to line primary voltage shall be one of the following: 12.6, 22 or 33 kV. 4.5. The rated line to line and line to neutral secondary voltage shall be at no-load 400 and 231 volts accordingly. 4.6. The number of phases shall be 3. 4.7. The rated frequency shall be 50 Hertz 4.8. Power Losses Costs and Liquidated Damages 4.11.1. The following words or combinations of words shall have the meaning appearing next to them: (a) (b) (c) (d) (e) (f) Guaranteed losses - no load losses and load losses (at 75°C) for each proposed transformer type (defined by voltage and power), as declared by the Bidder, at the commercial stage of the tender. Actual losses - no load losses and load losses (at 75°C) measured in each transformer actually supplied to the I.E.C. The original contract period – the period of the contract, entered into between the I.E.C and the contractor, not including any extensions thereof and not including the option period. The option period – the period within which the I.E.C purchases any transformers from the contractor pursuant to and following the exercise of the option, granted to it under the contract. The extension of the original contract period - the period by which the original contract period is extended either pursuant to the I.E.C’s right under the contract, or pursuant to the parties’s mutual consent, as applicable. The extension of the option period - the period by which the option period is extended either pursuant to the I.E.C’s right under the contract, or pursuant to the parties’s mutual consent, as applicable. (h) Draw order - any order issued by the I.E.C for the supply of the transformers pursuant to the contract. (i) Contract - the frame contract or frame order, signed or entered into between the I.E.C and the contractor, at the conclusion of the tender. (j) Second best Bidder - the Bidder, whose price proposal in the tender is second best to that of the contractor (after weighting all relevant techno-economical factors, including preference for locally manufactured goods), as per the I.E.C’s applicable guidelines for techno-economical evaluations of bid proposals. 4.11.2. Bidders are required to submit their guaranteed no-load and load losses (at 75°C) for each proposed transformer type (defined by voltage and power) at the commercial stage of the tender. 4.11.3. In comparing Bidder's proposals, the guaranteed losses will be taken into consideration. The financial value attributable to guaranteed power losses will be evaluated as follows: - US$ 7950 per Kilowatt for no-load losses. - US$ 810 per Kilowatt for load losses. 4.11.4. If it turns out that the actual losses exceed the guaranteed losses, the contractor shall pay to the I.E.C liquidated damages in accordance with the terms and conditions, set forth in the following paragraphs. 4.11.5. If the sum of the actual no-load and load losses of any group of transformers (as defined above) supplied in the original contract period, exceeds the sum of the losses guaranteed by the Contractor by more than 5%, the Contractor will pay liquidated damages according to the rates stipulated in paragraph 4.11.3 above. The above liquidated damages will be paid by the Contractor as to each transformer where the sum of actual losses exceeds the sum of guaranteed losses by more than 5%. In respect of those transformers where the sum of the actual losses is equal or lower than 1.05 times the sum of guaranteed losses, no liquidated damages will be imposed. Marketing Division National Network Unit Edition No.: 4 Issued date: June 2011 Page No. 11 of 85 Specification NTS-104 For Hermetically Sealed Distribution Network Power Transformers The liquidated damages, payable by the Contractor will be calculated according to the following formula (as to for each relevant transformer separately): C=CO(∆POM-1.05∆POG)+CL(∆PLM-1.05∆PLG) where: - C, value of liquidated damages (in US$) - CO, cost of no-load losses (in US$ per Kilowatt). The value of CO shall be taken according to above paragraph 4.11.3, only if (∆POM-1.05∆POG)>0, otherwise CO = 0. - CL, cost of load losses (in US$ per Kilowatt). The value of CL shall be taken according to above paragraph 4.11.3, only if (∆PLM-1.05∆PLG)>0, otherwise CL = 0. - ∆POM, actual no-load losses (in Kilowatts) - ∆POG, guaranteed no-load losses (in Kilowatts) - ∆PLM, actual load losses (in Kilowatts) - ∆PLG, guaranteed load losses (in Kilowatts) 4.11.6. At the conclusion of the original contract period, the I.E.C shall re-evaluate the actual cost to it of each group of the transformers, supplied by the Contractor during said period. In re-evaluating such cost, the I.E.C shall substitute the guaranteed losses of such group by the actual losses. The result of such re-evaluation shall then be compared to the cost of said group of transformers pursuant to the offer of the second best Bidder, based, among others, on the tender price and guaranteed losses, declared by said Bidder. If it turns out, based on such comparison, that the Contractor would not have won the award for said group of transformers, had he declared the actual losses (rather than the guaranteed losses), then the Contractor shall pay to the I.E.C additional liquidated damages, equal to the difference, if any, between the total cost to the I.E.C of the relevant group of transformers under the Contractor ’s offer (calculated on the basis of the actual losses) and the total cost of the same group of transformers under the offer of the second best Bidder, plus ten (10%) percent of the total contract price of such group of transformers, adjusted to the date of the re-evaluation. It is clarified, that the liquidated damages, payable under this paragraph shall be in addition to the liquidated damages, if any, payable under the provision of the previous paragraphs, above. 4.11.7. The provision of the previous paragraphs 4.11.5 and 4.11.6 shall also apply as to each group of transformers, supplied during the option period, the extension of the original contract period and the extension of the option period (as such combination words are defined above), if applicable, subject only to the following modification: anywhere, in the previous paragraph, where the words “original contract period” appear, they shall be substituted Israel Electric Corporation Ltd. If the actual losses of any transformer exceed the guaranteed losses plus tolerances (the tolerances are specified in Standard IEC 60076) or exceed the losses given in Table 1 and Table 2 of Standard SI 5484, the transformer will be rejected and the contractor shall be charged with any applicable liquidated damages for the delay, if any, in the delivery of such transformer. In the event that the quantity of rejected transformers in any given period of six months (beginning on the date of the first supply pursuant to the first draw order and every period of six months thereafter) exceed four (4%) percent of the total number of transformers, supplied during such period, the contractor shall be in a substantial breach of contract, entitling the I.E.C to pursue any legal remedy, available, under the law, for such a breach. 4.12. Temperature Rise The temperature rise of the top layer of the oil shall not exceed 60 degrees Celsius. The temperature rise of the windings (measured from the resistance change) shall not exceed 65 degrees Celsius. 4.13. Additionally the technical specification of the noise level meter shall state that noise level meter meets the requirements of the IEC 61672. All relevant documents shall be presented to the I.E.C before performing noise level tests. Windings • The winding materials shall be: - copper wire (for high voltage (12.6,22,33 kV) windings); - copper foil (for low voltage (0.4 kV) windings). • The 3 (three) High Voltage windings of the transformer shall be identical in order to allow interchangeability. • The High Voltage windings shall be covered with insulation paper. Technical data of the High Voltage windings (dimensions, number of turns, thickness and type of wire, etc..) shall be supplied to Purchaser for purposes of windings repair, in Purchaser's workshops. The data shall be submitted to I.E.C together with the offer, or when submitting documents to I.E.C for prototype approval. 4.17. Core The transformer shall be of the core type and not the shell type. 4.18. Tap Changer Every transformer shall be equipped with an off-load tap changer on the high voltage side permitting adjustment to voltages of: • -5%, 0%, +5% of the rated voltage for 22 and 33 kV transformers • -5%, -2.5%, 0%, +2.5%, +5% of the rated voltage for 12.6 kV transformers • The Bidder may offer additional taps within range of ±5% The tap changer shall be operable manually from outside the transformer when the transformer has no input voltage applied. The tap changer shall be of a type approved by the Israel Electric Corporation. Presently, type ASP (Appareils Scientifiques de Precision - France). The head of the tap-changer on the transformer lid shall be of cast aluminium or steel. 4.19. High Voltage Plug-In Bushings Three plug-in bushings shall be installed on the high voltage side of each transformer. Israel Electric Corporation Ltd. Marketing Division National Network Unit Edition No.: 4 Issued date: June 2011 Page No. 15 of 85 Specification NTS-104 For Hermetically Sealed Distribution Network Power Transformers Distance between centers of the high voltage bushings shall be: 400 ± 5% (mm) The bushings shall be in accordance with Standard DIN 47636 Part 1 type ATL 36-400. These bushings shall allow connection of cables to the transformer (one cable per phase) by means of a "cable connector" ("Tee connector") suitable for nominal current of 400A. The "Tee connectors" shall be supplied by the Israel Electric Corporation (presently ELASTIMOLD) while the Manufacturer shall supply the suitable bushings installed as high voltage connections of the transformer. The bushings shall have an M16 thread. The Bidder shall submit to the Purchaser together with his offer type tests reports of the proposed high voltage plug-in bushings for approval. The type tests shall be performed according to DIN VDE 0278 Part 6 Table 2. The following high voltage plug-in bushings are already approved by I.E.C: - ELASTIMOLD, type M 400 AR-3/J - COMEM, type PPS 36/400 The Bidder who offers the above mentioned approved high voltage bushings does not have to submit type tests reports of these bushings. The plug-in bushings and their base shall be well protected against dust accumulation and water penetration until transformer installation with rigid plastic covers. 4.20. Low Voltage Bushings and Low Voltage Connection Clamps Four bushings shall be installed on the low voltage side and shall comply with Standard EN50386:2002 as follows: - For 250-400 kVA transformers Ir 630 A, Type 3; - For 630 kVA transformers Ir 1250 A, Type 4; - For 1000 kVA transformers Ir 2000 A, Type 5 All exposed metal parts of bushings shall be electrotinned. The minimum tin coat thickness shall be 20 µm. Method of Cooling The cooling method of the transformers shall be: ONAN. 4.22. Grounding Screws A M12 threaded grounding screw shall be welded on the skid, near the drain tap. A second grounding screw shall be welded on the transformer lid at the low voltage side. 4.23. Nameplates The transformer shall be fitted with a nameplate in Hebrew which contains all the items requested by Standard IEC-60076/1 In addition to the above requirements, the nameplate shall contain the actual value of the noise level (A-weighted surface sound pressure) of the transformer measured in dB(A) at a distance of one meter from the transformer. In all other transformers which the noise level (A-weighted surface sound pressure) was not measured the result value from the type test measurement shall be written in the nameplate. The diagram of connections between High Voltage windings, tap changer and High Voltage bushings shall also be marked on the nameplate. See drawings no. 4 and its translation in English, drawing no 5. The energy efficiency of the transformer shall be marked according to the requirements of the Israeli Standard no. SI 5484. I.E.C catalogue number and the number of this specification shall also appear in the nameplate. The nameplate itself shall be made of anodized sheet aluminium. The phase to be connected to each bushing shall be marked next to it in the following manner: A;B;C on the primary voltage side a;b;c;n on the secondary voltage side next to the grounding screw The above marking shall be stamped and red color painted on tin plates which shall be fastened with glue on the transformer lid. The marking next to grounded screws shall not be painted. 4.24.1.2. The Serial number, power (in kVA) and voltage (in kV) of the transformer shall be marked on the transformer lid in white letters, 4 cm high. The format of the markings shall be: first line: AA/YY/XXXXXX/XXXX, where AA - Manufacturer code (will be given by the Purchaser after notification of the award), two (2) letters, YY - year of manufacture, two (2) digits, XXXXXX - series, six (6) digits, XXXX - serial number of the transformer, four (4) digits, second line: PPPP/VVV, where PPPP - rated power of the transformer in kVA, up to four (4) digits, VVV - rated line to line primary voltage of the transformer in KV, up to three (3) digits for example: AA/09/012345/0001 630/22 4.24.1.3. The location of the marking shall be approved by I.E.C during prototype approval. 4.24.1.4. An identification plate with the transformer stamped serial number shall be installed on the transformer core in order to allow identification of the transformer parts taken for repair. Painting The painting of transformer tank, lid and all other steel parts shall be performed in accordance with Manufacturer's Standard procedure and approved by Purchaser. The colour of the top-coat shall be medium grey (RAL 7023 or BS 694). The minimum requirements for approval are the following: a. Cleaning by sandblasting to "near white" SA 2½ according to ISO 8501-1:1988. b. Painting with one coat of anticorrosive primer, zinc-chromate alkyd based; minimum dry film thickness shall be 30 micrometers. c. Painting with one coat of intermediate paint, red iron oxide alkyd based; minimum dry film thickness shall be 30 micrometers. d. Painting with medium grey top-coat alkyd based; minimum dry film thickness 30 micrometers. Remarks: - 4.27. The minimum total dry film thickness of the paint system except for the lid shall be 90 micrometers. With respect to the lid, the first and second coats shall be of double thickness so that the minimum total dry film paint thickness of the lid shall be 150 micrometers. Lifting Lugs Two (2) lifting lugs shall be welded on the transformer lid and shall be of at least 5 cm internal diameter. 4.28. Plates for installation of the protection nets Steel plates 5 mm thick shall be welded on the transformer lid for installing of protection nets (against any accidental touch). The protection nets will be supplied and installed by IEC. The arrangement of the welded steel plates is shown in drawing no. 7 (for transformers 250 ÷630 kVA) and in drawing no. 8 (for 1000kKVA transformers) 4.29. Type of Oil The insulating oil filled in transformer shall meet the requirements stated in Purchaser "Specification For Mineral Insulating Oil Supplied With/Within New Electrical Equipment" no.50 dated 1/7/09 - Appendix "E" of this specification. (Data required in this Specification no. 50 shall be submitted to the Purchaser). The amount of oil in the transformer shall not exceed 1000 litters. Israel Electric Corporation Ltd. Specification NTS-104 For Hermetically Sealed Distribution Network Power Transformers Oil level indicator The transformer shall be equipped with a magnetic oil level indicator, mounted on the transformer lid. The window of the oil level indicator shall be directed towards the low voltage side of the transformer. 4.31. Transformer Filling Opening The transformer shall be equipped with an oil filling opening (2" diameter minimum) covered by a suitable threaded cap. 4.32. Drainage of the Transformer Tank There shall be an opening at the bottom of the transformer tank for removing oil, in the form of a 1" spherical tap, of high quality (emptying tap). The bottom of the transformer tank and the oil drain opening shall be designed so that the drainage of the bottom of the transformer tank is complete. The tap shall be located at the bottom of the transformer tank on the low voltage bushing side. 4.33. Overpressure Relief Device The transformer shall be equipped with an overpressure relief device of a type approved by the Israel Electric Corporation. The overpressure relief device shall be covered with a suitable "cover" to protect persons in the vicinity of the transformer against the spurting of hot oil in the event of an internal fault of the transformer. The cover (window of the cover) shall be directed toward high voltage side of the transformer. The "cover" shall be of a type approved by the Israel Electric Corporation Ltd. 4.34. Thermometer Pocket The transformer shall be equipped at the top with a cylindric pocket (internal depth: 150mm, 3/4" Gas inner threaded diameter) for a thermometer to measure the oil temperature. The transformer shall be supplied with the thermometer pocket filled with oil and capped. The transformer pocket shall be welded on the transformer lid. Transformer base and wheels The base specification for transformers with rated line to line voltage of 12.6kV and 22kV, is given in drawing 10. The base specification for transformers with rated line to line voltage of 33kV is given in drawing 11. Transformers shall be supplied with bases on which wheels can be mounted. The wheels themselves and their mounting shall be in accordance with a special order. 4.36. Tie-Downs The four top corners of the transformer shall be fitted with steel tie-downs for slings (the tie-down slings) to be used during transportation. The steel tie-down shall be half ring of 50mm internal diameter. The cross section of the ring shall be circular of 10mm diameter. Criteria for final comparison of Bidders offers see Appendix "J" 6. PROTOTYPE 6.1. The successful Bidder (henceforth referred to as "the Contractor") shall manufacture one transformer prototype of each ordered type (defined by voltage and power) for Purchaser's approval. The Contractor shall submit to the Purchaser one set of drawings of the prototypes for Purchaser's approval. The drawings shall show the overall outside dimensions, mounting dimensions, and gross weight for the prototype, as well as details of base, cooling fins, tap changer, terminals, primary and secondary bushings, H.V. and L.V. connection schemes, nameplate, warning plates, overpressure relief device and its cover, tank, lid, steel plates for installation of protection nets, oil type. In addition, data of the windings, transformer core and structure shall be shown in a separate drawings. 6.2. The following items shall be approved during the prototype approval: - High Voltage and Low Voltage Bushings - Tap changer - Overpressure relief device - Cover for Overpressure Relief Device - Type of oil - Oil level indicator - Emptying tap - Groundings screws - Nameplate - Painting - Marking - Transformer base - Lifting lugs - Tie-Downs - Thermometer pocket - Warning plates - Wheels - Steel plates for installation of protection nets 6.3. After approval of the above items no changes will be allowed without written approval of the National Network Unit. This approval will be given only in Special cases where severe problems should arise with Subsuppliers of Contractor. In addition to the routine tests which shall be performed in any case on each transformer, the Contractor shall perform the type and special tests on the prototype. The above type and special tests shall be performed only after Purchaser's visual inspection and preliminary approval of the prototype. 6.4. The Contractor shall supply the Purchaser 3 (three) copies, in English, of the reports of the above routine, type and special tests for Purchaser's approval and for Purchaser's final approval of the prototypes. 6.5. After Purchaser's final approval of the prototypes, as soon as possible after tests, but before delivery of the rest of the transformers, the Contractor shall submit to the Purchaser 2 (two) copies of each routine test report. In addition, the routine test reports shall be submitted to IEC on magnetic media, in diskette form. The format of the results shall be done according to Appendix "E". 6.6. The Purchaser is entitled to cancel the order for the supply of transformers if the prototypes are not approved by the Purchaser. 6.7. In any case, the Contractor shall not manufacture the rest of the transformers ordered before receiving the Purchaser's final approval of the prototype. 6.8. Any submitted data, report, drawing or descriptive material not written in English or Hebrew will not be accepted. All dimensions shall be stated in metric units. 6.9. The Contractor shall supply to the Purchaser, if required, and by a particular order at any time during a period of 25 years from last Purchaser's order, spare parts (coils, etc..) for the previously ordered transformers, in the quantities that are needed by the Purchaser for repair of damaged transformers of Contractor's manufacture. The Contractor shall supply to the Purchaser together with the ordered transformers the spare parts in quantities given in the following table: Israel Electric Corporation Ltd. General requirements for tests The tests shall be performed in accordance with the latest published recommendations of the International Standard IEC 60076 and this Specification by and at the expense of the Manufacturer. For High voltage bushings tests please refer to clause 4.18. 7.2. Type and Special Tests 7.2.1. The following type tests and special tests shall be performed on only one transformer prototype of the ordered type (defined by voltage and power): - Lightning impulse test on line terminals. - Temperature rise test - Noise level(on not less than three transformers of each ordered type of transformer: first test at prototype approval stage, second test at 30% of the supply scope and third test at 60% of the supply scope) - Short-circuit test 7.2.2. The sum of the measured no-load and load losses of the transformer, on which type and special tests will be performed, shall be equal or less than the sum of its guaranteed no-load and load losses. 7.2.3. Type and Special Test Reports The type and special test reports shall state according to which standard the tests were performed. The test reports shall specify the conditions of the test and the actual values received during the type tests. It shall state the names and have the signatures of those who performed the type tests, those who approved the type tests reports and those who witnessed the tests. 7.2.4. The type and special test reports shall contain a detailed drawing of the tested equipment, photos of the equipment prior to and after the test. 7.2.5. In successful type test the following words must be written in the test report: "The transformer passed the test successfully according to IEC 600076-X Standard (X – relevant standard)" 7.2.6. The type and special test reports of this Specification shall be submitted to Purchaser. Israel Electric Corporation Ltd. Type and special tests laboratories: 7.3.1. Type and special tests shall be performed in one of the following international laboratories: • F.G.H (Germany) • I.P.H (Germany) • CESI (Italy) • KEMA (Netherlands) • VEIKI-VNL (Hungary) In order to perform the type and special tests in other laboratories a prior written approval by I.E.C National Network Unit is required at the technical stage of the Bid. The Contractor shall perform those type and special tests in well-known authorized laboratories (ISO/IEC 17025 or EN 45011 approved). I.E.C reserves the right to approve laboratories (situated in Israel and without ISO/IEC 17025 or EN 45011 certification) to perform those tests, after successful audit by the I.E.C Electrical R&D Laboratory. 7.3.2. The Contractor shall submit to the I.E.C National Network Unit, forty five (45) days before performing those type and special tests, the names of the laboratories and the programs of those type and special tests for I.E.C approval. 7.3.3. I.E.C reserves the right to participate in those type and special tests. 7.4. Routine Tests 7.4.1. A routine test shall be performed by the Contractor for each ordered transformer 7.4.2. Duly certified routine tests are obligatory. Such tests shall be performed at the Manufacturer’s laboratory. 7.4.3. Each supplied transformer shall be tested in accordance with IEC 60076-1 Standard. 7.4.4. 7.4.5. I.E.C reserves the right to participate in those routine tests. The Contractor shall notify I.E.C two weeks before those tests performance, in order to allow I.E.C staff to participate in those tests. Energy efficiency value shall be stated in the Routine Test Report. Israel Electric Corporation Ltd. In addition, at least one transformer of each series of transformers which were filled with oil in the same day and from the same tank of oil, shall be tested for withstanding oil breakdown voltage only - in accordance with Appendix "E". The results shall be reported to I.E.C Quality Control staff. Routine Test Report • Every transformer shall be tested in accordance with, and shall withstand, the tests specified in the IEC-60076 Standard as "Routine Tests". • The routine test report shall state according to which standard and clause the test was performed. • The Routine Test Report shall contain the transformer rated data, serial number and the results of the tests, the required values and the actual values obtained during the test. • The routine tests reports shall be submitted to Purchaser up to one month prior to delivery of the first batch of the offered transformers. • In addition, the routine test reports shall be submitted to IEC on magnetic media, in diskette form. The format of the results shall be done according to Appendix "G". • Energy efficiency shall be written in the routine Test report. • The results of the No-load losses, Load losses derived from the routine tests shall be send to the Quality Control of the I.E.C and to the National Network Unit by E-mail by Microsoft Excel files as follows: Frame order number, date of supply, transformer serial number, no-load losses, load losses 8. Quality requirements 8.1. Quality Assurance The Quality Assurance requirements are according to the attached documents of the supply and storage division. 8.2. Quality control The quality control measures applied during the production of the transformers shall conform to the requirements specified in Appendix "H". In addition to the requirements of Appendix "H" (Q-APP-02, Rev. 4) the bidder shall submit with his proposal a preliminary Quality Plan and Inspection and test Plan (as defined in clauses 2.3 and 2.7 of Q-APP-02). Representatives of the Israel Electrical Corporation shall be authorized to visit the Manufacturer's plant, witness tests and obtain full details of each phase of the transformer's production. After product approval by the contractor’s personnel, the purchaser quality control representative will inspect a sample according to International Standard ISO 2859 – 1 “sampling procedures for inspection by attributes”. To transfer to the know-how recipient, all the technical documents and drawings, necessary for the manufacturing, fabrication, testing, proper packing, operating and maintaining of the proposed equipment; 2. To adequately instruct and provide technical support to the know how recipient in the field of manufacture/fabrication, design, quality control, testing and repair of the proposed equipment; 3. To conduct an inspection of the manufacturing line of the know-how recipient and to approve its adequacy to manufacture the proposed equipment up to the standards of the know-how provider; 4. To participate in type tests of the proposed equipment (of the know how recipient's manufacture) and to instruct/support the know-how recipient in undertaking corrective act/procedure, if required or approved by the I.E.C; 5. I Preface I.E.C. is required to computerize the results of the routine distribution transformer tests carried out by the manufacturers. This will be facilitated by forwarding the results to I.E.C. in diskette form, in accordance with the following format and conditions. II III Packaging A.
