The Human Resource Workforce Skills Qualification (HR WSQ) framework is a competency framework developed through a rigorous process
of international research and consultation with HR practitioners, industry associations and economic agencies. It was launched in 2008 by the
HR Manpower, Skills and Training Council (MSTC), and was updated in
late 2010 to incorporate the latest developments in the HR industry.
HR professionals now have greater access to modular competencybased training that leads to the attainment of nationally recognised HR
certifications and qualifications. This helps to facilitate career enhancement for the HR Professionals as well as develop People Managers’ HR
competencies to better engage employees.

Enriched with Hay Group’s 70 years of intellectual property and consulting methodology, our WSQ programmes have been
developed so that you can leverage from our key strengths in Human Resources Consultancy. Allowing you premium access to our tools, research and methodology, our programmes can be delivered in a way that will be contextualised to your
training needs.
2. Why are our programmes slightly more expensive than other providers? Will there be any group discount?
Our fees are slightly higher than some other training providers as we have ingrained the WSQ HR Framework with our
tried-and-tested methods, allowing you to get more mileage out of our programmes. We have combined scientific methods/research and real-life applications used in our consultancy work with our clients into our programmes.
Please also note that our combined modules will appear to be more expensive because we have consolidated two modules into one.

Compensation & Benefits related programmes: Reward has always been the core of Hay Group’s expertise. With the
WSQ framework, we have injected Hay Group’s methodology in the development work and our intellectual property
that has been proven and tested over the years in our experience working with organisations from public to private
sectors, not only in Singapore but around the world.

We have taken two modules and combined them into one for flow through and continuity, instead of being standalone modules. For instance, “Creating a Compensation Framework to Drive a Superior Organisation” provides you with

3. What are the experiences of the trainers?
We are stringent with our choices of trainers who will be running our WSQ programmes. They can either be internal trainers or external trainers who possess a wealth of experience in their respective area coupled with strong knowledge of Hay
Group’s intellectual property and methodology.
4. What are the criteria for funding?
The general funding criteria are listed as follows:
•
Companies are registered or incorporated in Singapore.
•
Supportable cost components (such as Course Fees) are fully sponsored by companies.
•
Trainees are employees who are either Singapore Citizens or Permanent Residents (PR) of Singapore.
•
Trainees have achieved at least 75% attendance and have sat for all examinations if the course leads to certification.

5. What are the conditions to be eligible for the enhanced SME funding?
Interested participants can find out the status of their company profile from SkillsConnect. Through the Skills Development
Fund (SDF), employers can enjoy grants for staff training though the funding rate may differ for various courses. Employers
will need to apply via the SkillsConnect system to obtain training assistance for course fees. Funding for absentee payroll
can also be obtained through the system.
6. Can the Hay Group programmes be shortened?
No, there are mandatory requirements on the number of course hours.
7. Can the courses be conducted in-house?
Yes. We can work with you to customise according to the training needs of your company.
8. What are the minimum requirements to be a participant? (Eg position, age, qualification etc)
The requirements depend on the level of programme that you are signing up for. We are currently offering Level 4 and 5
programmes only. You will need to have a certain level of decision-making/ influence to recommend strategic changes to
your organisation’s HR processes.
In addition, you will need to be able to listen, speak, read and write English at a proficiency level equivalent to the Employability Skills Workforce Skills Qualifications (ES WSQ) Workplace Literacy (WPL) Level 8.
9. Will I get to improve my chances of a pay increase in my organisation after attending the programme?
With better knowledge and understanding of your HR capabilities, you will be in a better position to advise and improve
your organisational and people performance, and hence, leading to better career prospects.

Funding Mechanism
Skills Development Fund (SDF)
Through the Skills Development Fund (SDF), employers can enjoy grants for staff training though the funding rate may
differ for various courses. Employers will need to apply via the SkillsConnect system to obtain training assistance for course
fees. Funding for absentee payroll is also obtainable through the system.

Application for the enhanced training funding will be administered through SkillsConnect. SMEs can submit applications
