It is designed to build a skilled workforce through European partnerships. Leonardo funds overseas work placements and the development of training materials with the objective of improving the provision of Vocational Education and Training (VET) across Europe. The overall objective of the Lifelong Learning programme is to contribute, through lifelong learning, to the Lisbon goal set for the EU ‘to become an advanced knowledge based society with sustainable economic development, more and better jobs and greater social cohesion’. It aims to support these goals through promoting the exchange of best practice, co-operation and mobility between education and training systems within the EU, while respecting national diversity. The Leonardo programme focuses on raising the quality and relevance of VET. It provides an exciting opportunity for organisations involved in VET to build European partnerships, to exchange best practice, increase the expertise of their staff and to develop the skills of learners. Activities funded through the Leonardo da Vinci programme In 2011 the Leonardo da Vinci programme funded the following types of activity managed by the Leonardo UK National Agency: Preparatory Visits to help organisations interested in participating in the Leonardo Programme to find new partners or discuss and develop an outline of a planned project. Mobility projects to enable learners, trainees and staff to undertake work placements in another European country to gain further training or work experience. Small Scale Co-operation Projects (including Partnerships) that allow UK organisations to work with European counterparts on issues of mutual interest, to share good practice, experience and to discuss common problems. Large Scale Co-operation Projects (including Transfer of Innovation) for the development of innovative practice and the transfer of results to new settings (e.g. target groups, sectors, countries) through working with transnational partners. 3 Leonardo Mobility Purpose of the Leonardo Mobility Action The main purpose of the Leonardo Mobility programme in the UK is to improve the vocational skills of the UK workforce. Organisations can apply for Leonardo Mobility funding for two main activities: A European work placement for learners or a short study visit for staff involved in Vocational Education and Training. Mobility Target Groups The three main target groups eligible to participate in a Leonardo Mobility project are as follows: People in Initial Vocational Training (IVT) Those enrolled on a full-time or part-time course of initial vocational training (usually, up to N/SVQ level 3), including apprentices. You can send IVT trainees to another European country for a work placement to enable them to gain real experience and skills in employment. People in the Labour Market (PLM) Those in employment, people undertaking work-based training, the self-employed and those available for work (including graduates and those who are currently unemployed). You can send people in the labour market to another European country for a work placement to enable them to gain real experience and skills in employment. Vocational Education and Training Professionals (VETPRO) Professionals in vocational education and training who are employed in a business or training environment and whose day to day role includes the design or delivery of training, professional development or careers guidance. Examples include: teachers, trainers, vocational training staff, guidance counsellors, those responsible for training establishments or for training planning, occupational guidance within enterprises and human resource managers in enterprises. Professionals can take part in short placements to learn from European colleagues. A placement will contribute to their personal development and allow them to learn new skills and ways of working, which they can bring back to their job in the UK. 4 Certificate in Mobility The idea of a certificate for mobility projects in the Leonardo da Vinci programme emerged during the preparation of the Lifelong Learning Programme (LLP) which integrated the various education and training initiatives into a single programme. The Certificate in Leonardo Mobility recognises the operational capacity of an organisation to manage high quality projects under Leonardo da Vinci, their long term commitment to continuous improvement of mobility and the strategic approach of the organisation to incorporate transnational mobility in its activities. The Certificate allows organisations with projects of a proven high quality, to have a longer term planning framework for the delivery of their Leonardo mobility projects. The certificate has been issued for a maximum period of 4 years and once awarded, organisations can submit a simplified application for funds in subsequent years (instead of the full application); for the duration of the certificate. The Certificate in Mobility is only awarded to a limited number of experienced organisations to ensure that the Leonardo programme remains open to new applicants. The current Certificate in Mobility holders are: European Training Services Ltd (certificate awarded in 2009) Grampus Heritage and Training Ltd (certificate awarded in 2009) Lancaster and Morecambe College (certificate awarded in 2009) University of Cumbria (certificate awarded in 2009) The Scottish Football Association (certificate awarded in 2010) Craven College (certificate awarded in 2011) ECTARC (certificate awarded in 2011) Stevenson College Edinburgh (certificate awarded in 2011) Bhagavat Educational Trust (certificate awarded in 2011) 5 General Statistics on Leonardo Mobility Funding in 2011 The graph below shows the number of projects funded under the Leonardo Mobility programme in each UK country over the previous four Call years. The distribution of projects across the countries reflects the population distributions across the four UK countries. In 2011 a total of 173 successful applications were granted Leonardo Mobility funding and the total number of funded projects has been the highest of all four Call years. Please note that a number of organisations promote more than one project hence the total amount of indicators on the map being less than the 173 funded projects. 8 The chart below provides an overview of projects supported in 2011 per organisation type. The chart demonstrates a wide representation across sectors, both in the public and private domain. In 2011, ‘Vocational Training Institutes, Centres and Organisations’ account for the majority of Leonardo Mobility projects, followed by Large Enterprises and Small or Medium Sized Enterprises (SME’s). Breakdown of funded projects by organisation type Vocational Training institutes, centres and organisations: 49.7% Large Enterprises: 0.6% SME's: 14.4% Other types of enterprises: 1.2% Not- for profit organisations: 17.9% Public Authorities: 5.2% Non- Governmental Organisations: 2.3% Professional Associations: 3.5% Company Training Department: 0.6% University/ Higher Education Institute: 1.7% Chamber of Commerce: 0.6% Voluntary Organisations: 1.2% Other types of Associations: 1.2% 9 UK National Priorities for 2011 In 2011, the UK the National Priorities for the Leonardo Mobility action are as follows: Applications from organisations that have not previously received Leonardo Mobility funding; Applications which primarily target participants who are facing particular difficulties in the labour market (including those with special needs, older learners, immigrants, groups facing socioeconomic disadvantage, those with few or no formal qualifications, refuges, travellers, those with disabilities and minority ethnic groups); Applications which primarily target participants who are apprentices. Applications that clearly demonstrated how the proposed project addressed one or more of the above National Priorities were entitled to be awarded up to an additional 15 points at the assessment stage. In Apprentices, predominately female who are aged 16-20 years, will be placed with local employers in Turkey which offer the participants enhanced training opportunities in these sectors over a two week period. The participants will be at least halfway through their training and will have the opportunity to explore rural tourism and fusion cookery, with a programme of work placements combined with relevant visits to SMEs, local markets etc. Participants will receive 40 hours of language training before leaving the UK.
