A-Z of services: Audit Our LGSS Audit team will provide a highly specialised and professional service to academies including start up audits to provide assurance on new governance arrangements and a review of key financial systems. There are also a wide range of specialist audit services and additional services including risk management, governance, health checks and training. Continuous Professional Development LGSS Organisational & Workforce Development provides training, consultancy and networking opportunities across Northamptonshire, working in partnership with schools and academies to support their teaching and non-teaching staff and governors. Our extensive range of high quality continuous professional development, open programme training courses, Governor training, on-line learning, qualifications and bespoke provision, are delivered by professionally qualified and highly experienced staff on a pay-asyou-use basis so you can select and purchase the support relevant to your needs. A range of Apprenticeship programmes is available to support workforce development. Finance LGSS Schools Finance has a well established reputation for providing professional finance services to schools in Northamptonshire. All services are delivered by fully qualified staff who have an in depth experience of working in an education finance environment. Services can be purchased individually or as an annual package with a choice of a standard or enhanced service. The range of services includes a number of half day visits by one of our highly experienced schools advisors, the provision of training courses and seminars, and support on the SIMS Finance and Personnel Modules. Page 4 Health, Safety and Wellbeing The LGSS Health, Safety and Wellbeing team is made up of professional health and safety advisors with many years experience of advising on health and safety matters affecting public sector organisations. The principles of "sensible risk management" are at the heart of everything we do. Our comprehensive range of business focused policies, guidance and tool kits have been specifically designed to enable academies to identify and to manage the key risks affecting their business. Our online incident reporting system allows schools and academies to report work related incidents in real-time from any internet enabled device for these then to be reviewed by our qualified health and safety professionals. In addition to our day to day services we offer a full range of audit and assurance support, ranging from site inspections, to topic specific audits, through to full organisational audits. HR Advisory and Policy Our qualified HR professionals provide support on all HR matters. You will have access to all school HR policies that have been consulted on with recognised Trade Unions, through our three packages, bronze, silver and gold package; each package provides a different level of service at a price you can afford. Services include a dedicated helpline, assistance from our highly skilled HR specialists and support with casework management. In addition to our core packages, individual services may be purchased separately such as mediation, coaching staffing structure reviews. Insurance and Risk The LGSS Insurance team provides advice, guidance and assistance in secure the right level of insurance cover, based on the individual circumstances. They will also assist with the claims management process and risk management. Legal LGSS Law is well regarded and our team of highly experienced and innovative legal professionals and support staff provide cost effective legal advice and support to a range of public and not-for-profit sector clients. Our legal services are accessible 5 days a week, throughout the year, by direct telephone call to one of up to 100 legal staff who provide legal services to two county councils and a number of other public sector bodies. Our not for profit status means our hourly fee levels are generally much lower than those charged by the private sector, and because we act for schools, academies and other public bodies across two counties our lawyers have a considerable amount of knowledge and expertise in these specialist areas. Page 5 Payroll Our qualified payroll professionals deliver a seamless, customer focused service to schools and academies; this is supported by our dedicated helpdesk as part of our commitment to ensuring that queries are dealt with quickly and efficiently. An end to end payroll service is provided with monthly payroll runs, including the monthly administration of travel and expenses claims, sickness and maternity. All third party payments, such as tax and pensions, are fully administrated, paid and reconciled on the schools or academies behalf. Procurement Our procurement specialists provide simple end-to-end procurement solutions to support partners and customers to become more effective in delivering improved value from their external spend. Property LGSS Property Services are a team of professionally qualified staff offering a full suite of technical and project support services to assist with effective value for money property management. Either by taking out a service agreement or by using our ad hoc services adhoc, our teams will ensure that your Regulatory & Legislative, Property and Project requirements are met and offer you peace of mind. Providing access to a wide range of property services contracts that have been entered into through a robust public sector procurement process to ensure the sustainability and future proofing of your asset. Recruitment and Employee Lifecycle Our HR transactional team provide full recruitment support, including administration of preemployment checks, employment of staff, setting up new starters, issuing contracts and maintenance of HR records. Page 6 Trade Union Facility time arrangements Northamptonshire County Council’s facilities agreement incorporates the operation of funded time to Trade Union Representatives in maintained schools. The arrangement covers all staff within the county’s schools and all recognised trade unions. Contributing towards trade union facility time enables Academies to ensure the provision of adequate representation for trade union consultation and individual employee representation at a local level. Where an Academy does not have a Trade Union Representative based at their school by contributing towards the arrangements will provide access to representatives based at other schools. This is an addition to the core guidance and support that we provide as part of our main provision. By using a range of resources based on good practice, including the Health and Safety Executive's Management Standards we can help you to develop and identify the factors (such as relationships and communication) that support staff wellbeing and effectiveness. We can support the development of an action plan that focuses on the implementation measures that will support a workforce who are 'Healthy, Happy and Productive.' In addition, for a small cost to the Academy we can support a Wellbeing day offering your staff a range of personal health indicators reviews through the use of a variety of non-invasive methods. Each assessment area provides immediate feedback to the on health and wellbeing alongside any associated risk factors for certain lifestyle related conditions for example heart and lung health, body mass index, nutritional review, lifestyle analysis, body fat levels, stress levels and strength. Radiation Protection Advisor Service Any academy using radioactive substances to teach parts of the National Curriculum in Science and/or A-Level Physics is required by law to employ a competent Radiation Protection Advisor. Module C1 Academies subscribing to the CLEAPSS RPA service are required to also have access to a Local Authority Radiation Protection Officer available through LGSS Health and Safety team. When we agree a service package with you, we will ensure that you are made aware of the relevant terms and conditions. Depending on the services you purchase the following terms and conditions may apply: Minimum term Where an annual service is purchased (rather than a pay-as-you-use service) academies must sign up to the service for a full year. If you wish to exit the service before the end of the 12 months you will be invoiced for any costs incurred by the early exit. Notice to exit service Academies are required to give a minimum of 3 months notice, in writing, to exit any service or services. Where less than 3 months notice is given the academy will still be charged for the full 3 months notice period. Set up charges Some services may incur set up charges. If this is applicable to you and the services you wish to purchase, we will let you know before you enter into an agreement with LGSS.
