The Breede Valley Municipalities invites tenders for the following: BV 443: SUPPLY AND DELIVERY OF
MOBILE GENERATORS
Only those Service providers/ Suppliers, who have got fully equipped workshops (with readily available spares)
or have got access to fully equipped workshops, within the jurisdiction of the Western Cape Province are eligible
to participate in this tender. Interested Service providers/ Suppliers can collect bid documents from the Supply
Chain Management Offices, Stofberg House, and 23 Baring Street, Worcester. Documents may be collected
from Friday, 27 May 2016 during office hours Mondays to Fridays 08h00 – 13h00 and 13h30 - 15h00. A nonrefundable fee of R 228-00 (Two Hundred and Twenty Eight Rand) for each set of documents, payable by bank
guaranteed cheque made out in favour of Breede Valley Municipality, is required on collection of the bid
documents. Cash deposits will also be accepted.

Tender offers, in properly sealed envelopes and clearly marked on the outside with the corresponding bid
number and description, must timeously be placed in the tender box at Breede Valley Municipality, Supply Chain
Management Unit, Stofberg House, 23 Baring Street, Worcester, by not later than 11h00 on Friday, 10 June
2016.Telephonic, telegraphic, telex, facsimile, electronic or e-mailed, bids will not be accepted. If the bid is late, it
will not be accepted for consideration.
The Employer does not bind itself to accept the lowest or any tender and reserves the right to accept any tender
or any part thereof, which may result in the acceptance of more than one tender, whichever the case may be.
The Employer shall apply the Municipal Supply Chain Management Policy as adopted in terms of Section 111 of
the Municipal Financial Management Act, 2003 (Act No 56 of 2003) and relevant regulations. All eligible bids
received shall be evaluated in terms of the Employer’s Supply Chain Management Policy and the Preferential
Procurement Framework Act. The 80/20 preference point system shall be applicable. No bids will be considered
from persons in the service of the state.

Each tender must be accompanied by a set of detailed manufacturer's specifications consisting
of a detailed description of the trailer, generator and accessories offered. All tender
specifications must be in the same sequence as the advertised specification for ease of
comparison. These specifications must include size, location, type, and model of all component
parts being furnished. Detailed information must be provided on the materials used to construct
all facets of the trailer, generator and accessories.
Any tenderer who fails to submit detailed construction specifications, or who photo copies and
submits these specifications as their own construction details will be considered nonresponsive and shall render their tender ineligible for award.

SPECIFICATIONS
PS A. 3.1
General
It is the intent of these specifications to clearly describe the furnishing and delivery to the
Municipality, complete trailers with generators as specified. The primary objective of these
specifications is to obtain the most acceptable trailer and generator for service in the
Municipality. These specifications cover specific requirements as to the type of construction
and tests the trailer and generator conform, together with certain details as to finish, material
preferences, equipment and appliances with which the successful tenderer must conform.
Tenderers may submit an offer for their standard equipment, even though such equipment
does not incorporate, in their entirety, all the features specified for the various items. In such
cases tenderers must indicate clearly the variations and details of same.
The design of the trailer and generator must embody the latest approved automotive design
practices. The workmanship must be of the highest quality in respective field. Special
consideration shall be given to service access to areas needing periodic maintenance, ease of
operation, and symmetrical proportions. Construction must be heavy duty and ample safety
factors must be provided to carry loads as specified. The construction method employed will be
in such a manner as to allow ready removal of any component for service or repair.
The trailer must further conform to all SABS Motor Vehicle Safety Standards.
Each tenderer must furnish satisfactory evidence of the manufacturer’s ability to design,
engineer and construct the trailer as specified.
EACH TENDERER MUST SUBSTANTIATE THAT THEY ARE IN A POSITION TO RENDER
PROMPT AND PROPER SERVICE AND TO FURNISH REPLACEMENT PARTS FOR THE
TRAILER OFFERED.
PS A.3.2
Service Requirements
Each tenderer must supply, with their tender, detailed information on the tenderer's ability to
perform routine and emergency service on the trailer after delivery. Detailed information must
be provided on service facilities, personnel, service vehicles, and the type and nature of repair
work the tenderer is able to provide. Tenderers must state the number of kilometres from
the Municipality to the nearest fully staffed repair facility operated by the tenderer. It is
the intent of the Municipality to assure that parts and service are readily available for the
equipment specified. Service capabilities will be one of the criteria for award of this contract.

Materials
The following specifications are considered minimum design and construction standards
against which the trailer and accessories will be evaluated. It is the intent to receive tenders on
a trailer and accessories meeting the detailed specifications in their entirety. Any tenders being
submitted, without ''Full Compliance'' with these specifications shall not be considered.
Equipment not specifically covered by this specification shall be of the best quality currently
used in commercial practice for trailer, generator and accessory fabrication.
The use of dissimilar metals in contact with each other shall be avoided.
Materials that are subject to deterioration when exposed to weather and operational conditions
normally encountered during service shall be protected against such in a manner that will in no
way prevent compliance with the aforementioned requirements. Protective coatings that are
known to chip, crack, or scale with age or extremes of climatic conditions shall not be used.
The use of proven non-metallic material in lieu of suitably protected metal will receive
preference if such is of large dimension, thick walled extrusions to contribute to reduced weight
and lower maintenance cost.

TRAILER AND ACCESSORIES
PS A. 4.1
General
The trailer and generator shall be of the types specified by the tenderer in the schedule of
quantities and comply with the following requirements;

The trailer must comply with the following requirements:

The trailers must be of robust construction with a manufacturers GVM rating, suitable for
carrying fully fueled 200KVA and 50KVA generators respectively as per required mass.
Tow bar height to be ± 600mm, final measurement must be done before commencement
of manufacturing.
All electrical wiring connectors to be automotive double-seal, with wiring in split convoluted
loom.
Clearance, back up, and directional lights shall be LED lens, shock mounted in a
protective housing. The whole unit shall be pop and replaceable. Notwithstanding, the
vehicle shall be equipped with all lights and reflective materials in accordance with the
latest compulsory vehicle standards.
The vehicle must comply with the regulations of the National Road Traffic Act, Act 93 of
1996 as amended. The licensed vehicle, complete with a current COF certificate, is to be
delivered to the Breede Valley Municipality at the Mechanical Workshop.
The tyres must be of South African manufacture. All tyres must be of the same ply rating.
Tyre loads, as well as tyre to rim matching, must comply with the current SABS 1550:
1992 specification. A complete spare wheel, suitably mounted is required.
Tenderers must please specify dispatch period after placing of order clearly in terms of
lead-time, rate of dispatch and completion of contract.

FUNCTIONAL DESIGN OVERVIEW: CONTROL PANEL
The Module to be use for Manual start operations to be use when power failure occurs and do no require an
Automatic Mains Fail controller for standard AMF gensets .; Control panel will control the pre-heating, fuel
solenoid and starting of the generating set either through relays and contacts or via engine ECU if available.
Whilst the generator is running the control panel will monitor vital engine and alternator parameters safely
stopping the generator should a fault condition occur. The Control panel will run the generator on for a predetermined time to allow for any cool down periods required for the generating set. Once this time has elapsed
the control panel will control the stopping of the generator.. The control panel will operate from a DC supply
which is fed from the generator starting battery (12Vdc).
Sound Attenuated Canopy
The upper canopy is constructed from 1.6mm Mild Steel. The modular concept type canopy is must be
chemically treated and epoxy powder coated. Excellent Attenuation levels by the use of a high residential
silencer housed within the firewall of the canopy. Ventilation through the use of appropriate or CNC cut louvers.
The door shall be fitted with as robust Barker Nelson 25 three point locking mechanism.The three point locking
mechanism handle shall be a stainless steel Perano 101-1109 pad. lockable swing handle.
The base is constructed must be from 5mm Mild Steel and will not deform in any way during lifting. Fuel
drainage is accommodated for in a bottom lockable discharge tap. Any oil or coolant spillage within the canopy
must also be drained away by the oil drip tray incorporated as part of the tank lid. An inspection cover for the
tank is also provided for, for maintenance and cleaning. The engine and alternator are coupled via an national
standard housing and flex plates and Mounted on Anti Vibration Mountings with the canopy to ensure zero
external vibration.
The entire unit is easily lifted by means of the four base integrated lifting points.

Except where otherwise specified in the project specifications or in the preamble to the schedule, all
items in the schedule shall be measured and shall cover the operation as specified.

The sum tendered in the schedule of quantities shall cover the Tenderer’s direct and overhead cost
and profit and all other costs of complying with the obligations, liabilities, risks and requirements
associated with such item.

reflective markings and identification emblems.
PS A.5.3.7
SUMS STATED PROVISIONALLY BY ENGINEER
For work to be executed by Breede Valley Municipality or a nominated supplier for which prior
written approval has been granted by the Engineer.

The sum makes provision for full compensation for the supply and delivery of the municipal
markings and identification emblems by a competent person, complete as specified by Breede

ADDITIONAL CONTIONS/ REQUIREMENTS OF THE TENDER
Bidders must indicate an existing workshop/ service centre within the jurisdiction of the Western Cape province,
which shall be contacted for repairs and regular servicing.
PREAMBLE TO THE SECTION OF QUANTITIES
1.
The special conditions of contract (if any) and the specifications (including the project specification) are
to be read in conjunction with the Schedule of Quantities.
2.
The Bidder is at liberty to insert a rate of his own choosing for each item in the Schedule. His attention
is drawn to the fact that the Bidder has the right, under various circumstances, to payment for item /
material / plant / machines / services provided and that the Engineer is obliged to base his assessment
of the rates to be paid for such item / material / plant / machines / services on the rates inserted in the
Schedule by the Bidder.
3.
The “quantity” required as called for in the Schedule of Quantities under the various categories is the
estimated total (annual) requirement per item / machine / service. Payments will be based on the
values computed for actual expenditure item per each individual request.
4.
The prices and rates to be inserted in the Schedule of Quantities are to be the full inclusive prices to the
Breede Valley Municipality for the provision of item / material / plant / machine / service described under
the various categories, value added tax excluded. Such prices shall cover all costs and expenses that
may be required in and for the provision of the item / material / plant / machine / service described, and
shall cover the cost of all general risks, liabilities and obligations set forth or implied in the documents on
which the tender is based.
5.
A price or rate is to be entered against each item in the Schedule of Quantities, whether the quantities
are stated or not. An item against which the bidder has no offer shall be indicated as “NO” (no offer) in
the Rate Column.
6.
The items as called for in the Schedule of Quantities are for products / services most frequently required
by the municipality. These items MUST be priced (unless the “NO” option is followed). The bidder may,
however, include along with his bid a comprehensive price Section of all of the products / services he
can provide. Prices for the relevant items in his price Schedule must correspond with the prices of items
as called for in the Schedule of Quantities. In case of discrepancies, the price provided on the Schedule
of Quantities will apply.
7.
The Bidder must price each item in the Schedule of Quantities in BLACK INK.
8.
All rates shall exclude value added tax (VAT)
