QUEEN STREET SEWER REHABILITATION PHASE 2
ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of the Queen Street Sewer Rehabilitation Phase 2 Project will be
received by the City of Kinston, at the office of the Finance Department, Purchasing Division, located in
the Public Services Complex at 2360 Highway 258 South, Kinston, NC 28504, until 2:00 PM local time
on August 4, 2016, at which time the Bids received will be publicly opened and read. The Project
consists of the renewal of approximately 3,452 linear feet of 8-inch to 21-inch sanitary sewer with
cured-in-place pipe, the rehabilitation of approximately 14 manholes, the installation of
approximately 4,435 linear feet of 8-inch to 21-inch sanitary sewer, the installation of approximately
24 new manholes, and the replacement of approximately 130 service laterals.
Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with
additive alternate bid items as indicated in the Bid Form.

Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through
Fridays between the hours of 8:00 AM and 5:00 PM, and may obtain copies of the Bidding Documents
from the Issuing Office as described below.
Bidding Documents may also be examined and obtained online from the City of Kinston website at
www.kinstonpublicservices.com . Bidders must register with the Issuing Office. Bids will be considered
nonresponsive and will not be accepted from bidders who do not register with the Issuing Office.
Bidding Documents may be obtained from the Issuing Office during the hours indicated above. Bidding
Documents are available on compact disc (as portable document format (PDF) files) for a nonrefundable charge of $50.00, including shipping via overnight express service. Alternatively, printed
Bidding Documents may be obtained from the Issuing Office either via in-person pick-up or via mail,
upon Issuing Office’s receipt of payment for the Bidding Documents. The non-refundable cost of printed
Bidding Documents is $200.00 per set, payable to “HIGHFILL INFRASTRUCTURE ENGINEERING, P.C.”,
plus a non-refundable shipping charge. Upon Issuing Office’s receipt of payment, printed Bidding
Documents will be sent via the prospective Bidder’s delivery method of choice; the shipping charge will
depend on the shipping method chosen. The date that the Bidding Documents are transmitted by the
Issuing Office will be considered the prospective Bidder’s date of receipt of the Bidding Documents.
Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor
Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any,
obtained from sources other than the Issuing Office.
A pre-bid conference will be held at 1:00 PM local time on July 14, 2016 at the Public Services Complex
at 2360 Highway 258 South, Kinston, NC 28504. Attendance at the pre-bid conference is highly
encouraged but is not mandatory.

ADVERTISEMENT FOR BIDS
Bid security shall be furnished in accordance with the Instructions to Bidders.
Bidders shall submit proof of qualifications to perform the Work as described in the Instructions
to Bidders.
Bidders shall comply with Clean Water State Revolving Fund (SRF) requirements which are included in
the Bidding Documents. Bidders shall comply with the NC Division of Water Infrastructure’s Minority
and Women Business Enterprises (MBE/WBE) requirements which are included in the Bidding
Documents.
