HE. Mr. Dang Huy Dong has been assigned Deputy Minister of Ministry of Planning and
Investment, Vietnam for 6 years. As one of 6 Deputy Ministers, he is currently in charge of the
Enterprise Development Agency, Agency of Business Registration; Department of Cooperation;
and Informatics Center. His task is to manage and lead activities of the Ministry in areas involving
socio-economic information & forecasts, state owned enterprises restructuring, small and mediumsized enterprises development; business registration; and information technology usage in
ministerial works. He also performs some other duties assigned by the Minister.

Hyung-Soo PARK
President
Korea Institute of Public Finance (KIPF), Korea
Mr. Hyung-Soo PARK is currently the President of the Korea Institute of Public Finance (KIPF).
President Park, a leading expert in macroeconomics, monetary economics, and international
economics, joined KIPF in 2001 and held several management roles from the Head of the Center of
Fiscal Analysis to Director of the Research Planning and Coordination Group. During his time at
KIPF, President Park was appointed as the 14th Commissioner of the Statistics Korea, a central
government organization for statistics in 2013. Prior to joining KIPF, he worked at the International
Department and Research Department of the Bank of Korea. He also served as the Board Member
of the Korea Association of Public Finance from 2009 to 2013. In 2009, President Park received an
award from the Minister of Strategy and Finance. He holds a PhD in Economics from the
University of California, Los Angeles.

Lars Erik FREDRIKSSON
Chair, OECD Working Party on State Ownership and Privatisation Practices
Investment Director, Division for SOE, Ministry of Enterprise and
Innovation, Sweden
Mr. Lars Erik Fredriksson is an Investment Director at the Division for State-Owned Enterprises at
the Ministry of Enterprise and Innovation in Sweden since 2004. He specializes in corporate
governance of state owned enterprises (SOEs). He is also the Swedish delegate of the OECD
WPSOPP (Working Party for State Owned Enterprises and Privatization) since 2008, vice-chair
since 2014 and chair since 2015. Lars Erik has extensive experience from SOE ownership including
corporatisation, privatisation, starting new SOEs, setting up ownership policies, setting financial
targets, board recruitment and board work. He is currently a non-executive director in four SOEs
and chair of the board in one private company. He holds a B.Soc.Sc. degree from Uppsala
University.

Bui TAT THANG
President, Vietnam Institute for Development and Strategies (VIDS)
Ministry of Planning and Investment, Viet Nam
Associate Professor, Dr. Bui Tat Thang is serving as President of Vietnam Institute for
Development Strategies (VIDS) under the Ministry of Planning and Investment (MPI). He received
his B.A in Economics from Hanoi University in 1980 and his Ph.D in Economics from the Institute
of Economics, Vietnam in 1993. He had been a visiting research fellow at Zentral Institute fur
Wirtschenshaften in Academie of Sciences, Germany and at the Institute of Economic Research,
Hitotsubashi University, Japan and a visiting professor at University of the Philippines. He had
worked as a Researcher at VIDS from 2004 and became President in 2012. He is also an author and
co-author of more than 30 books and 80 articles in economic review.

Bong-Hwan CHO
Director General of Public Institutions Policy Bureau
Ministry of Strategy and Finance (MOSF), Korea
Mr. Bonghwan Cho, Director General of Public Institutions Policy Bureau at the Ministry of
Strategy and Finance (MOSF), is responsible for overall policy of public institutions. Cho has almost
28 years of distinguished public service record and experience in budgeting, and public private
partnership policy. Prior to his appointment as Director General for Public Institutions Innovation
in 2014, he held Deputy Director General for Public Institutions Innovation in 2013 and was
dispatched to the National Assembly's Special Committee on Budget and Accounts in 2012, after
having been in charge of public private partnership policy at the Economic Affairs Budget Bureau
in Budget Office of MOSF in 2008. He put in a leave of absence at the MOSF to work for the
OECD in 2000 after serving in the Ministry of Government Administration in 1987. Cho earned a
B.A. in French Language and Literature from Seoul University and a MPA (Master of Public
Administration) degree from Seoul National University in Seoul, Korea.

Selim YESILBAS
Director General
Undersecretariat of Treasury, Turkey
Mr. Selim Yesilbas is the Director General of State Owned Enterprises at Turkish Treasury. He
received his Bachelor’s degree in public finance from the Faculty of Political Sciences at Ankara
University, Turkey, and his Masters of Science in Policy Economics degree from University of
Illinois at Urbana Champaign, USA. Prior to re-joining the Turkish Treasury, he spent four years as
an Advisor to the Executive Director at the World Bank in USA. He worked especially on corporate
governance, investment and financing programs, financial monitoring and debt management of
SOE’s. He also carried out tasks such as conducting relations with credit rating agencies and
investors and issuing Eurobonds. Since February 2010, he is working as the Director General of
State-Owned Enterprises. He is also vice- chair and bureau member of the OECD Working Party
on State Ownership and Privatisation Practices.

Hans CHRISTIANSEN
Senior Economist

Mr. Hans Christiansen is a Senior Economist in the OECD Corporate Affairs Division. He joined
the Division after previous postings in the OECD Investment Division, Financial Affairs Division
and the Economics Directorate. Prior to joining OECD, he worked for the Bank for International
Settlements (BIS) in Switzerland. Mr. Christiansen’s currently acts as the secretary to the OECD
Working Party on State Ownership and Privatisation Practices, which is the custodian of the OECD
Guidelines on Corporate Governance of SOEs. His current assignments includes OECD’s ongoing
project on State-Owned Enterprises in the World Economy, responsibility for the OECD Network
on Corporate Governance of Asian SOEs, as well as involvement in other SOE-related activities
throughout the world. A Danish national, he holds a graduate degree in Political Economics from
the University of Copenhagen.

Madhukar GUPTA
Additional Secretary, Department of Public Enterprises
Ministry of Public Enterprises and Heavy Industries, India
Mr. Madhukar Gupta is an Electrical Engineer, MBA and a law graduate. He was selected as a
Mason Fellow by Harvard for a Master’s in Public Administration in 2006. The Government of
India sent him for a Master’s in Public Policy at Maxwell, Syracuse. Mr. Gupta has been awarded a
PhD in Development Economics in 2010. He focused on Public Policy in US and China working
with experts on economic growth, urban development, infrastructure, corporate finance and cluster
development at the Harvard, MIT and Fletcher School. He has won many national awards from
National Productivity Council and National Bank for Agriculture and Rural Development. Indian
and international Universities have hosted him as a visiting faculty and scholar. He has presented
many professional papers taking him to more than forty countries. Mr. Gupta has worked in
Government of India, governments of Rajasthan and Tamil Nadu, as Team Leader in United
Nations Development Program, consultant to ADB and Sri Lankan government, non-profit sector,
cooperative sector, as Managing Director in State Road Transport Corporation and State
Cooperative Dairy Federation, as Principal Secretary Higher Education and Transport Departments
and also, as Vice Chancellor of University of Rajasthan and Rajasthan Agriculture University. Mr.
Gupta has spent thirteen years as a practitioner as Divisional Commissioner in four Divisions
(regions), District Magistrate in three districts and Sub Divisional Magistrate in two places. This
officer is presently Additional Secretary, Ministry of Public Enterprises and Heavy Industries. His
wife Kiran Soni Gupta has just been posted as Financial Advisor and Additional Secretary, Ministry
of sports and Youth Affairs. She is also an accomplished painter (www.kiransoniarts.com). They
have a daughter working for investment banking with Merrill Lynch, New York and a son studying
liberal arts at Swarthmore College, US.

Changyong CHOI
Director, Center for International Development
Korea Development Institute (KDI), Korea
Dr. Changyong Choi is Associate Professor at the Korea Development Institute (KDI) School of
Public Policy and Management, South Korea. He also serves as Director of Policy Consultation and
Evaluation at the Center for International Development of KDI. He is in charge of Knowledge
Sharing Program(KSP) and various international development projects for countries in Asia, CIS
and Europe. His research interests are governance reform, digital government, private sector and
market development, and democratization in developing and former communist countries. His
current work explores public-private partnership and the effectiveness of international development
cooperation programs. He earned his Ph.D. from the Maxwell School of Syracuse University,
master’s degrees (MPP and MAE) from the University of Michigan, and B.A. from Korea
University.

Tricia YEOH
Chief Operating Officer
Institute for Democracy and Economic Affairs (IDEAS), Malaysia
Ms. Tricia Yeoh is the Chief Operating Officer at the Institute for Democracy and Economic
Affairs (IDEAS), Malaysia. She received her BSc. in Econometrics from Monash University and
MSc in Research Methodology from the University of Warwick, UK. Prior to joining IDEAS, she
was Research Officer to the Selangor Chief Minister at the Selangor State Government, Malaysia.
She writes and speaks regularly on issues related to public administration, economics and
governance. She has authored and edited three books on opposition coalition’s Pakatan Rakyat
reforms in Malaysia, and directed an award-winning documentary about the mysterious death of a
political aide at the Malaysian Anti-Corruption Commission.

Upendra Dutta CHOUBEY
Director General
Standing Conference of Public Enterprises (SCOPE), India
Dr. U.D. Choubey is presently Director General in Standing Conference of Public Enterprises
(SCOPE), an Apex Body Promoting Excellence in State Owned Enterprises (SOEs) in India. Dr.
Choubey is double Ph.D., (Hydrocarbons & Management); MBA & LL.B. and he has done short
courses in management in Stanford & Oxford. He has more than 40 years’ experience in energy
and management areas in SOEs, the last being Chairman & Managing Director of GAIL (India)
Limited, a Maharatna SOE. He has authored two books : one entitled “Text Book on Natural Gas”
and the other entitled “Untold Story of the Indian Public Sector”. Third book is under publication.
He has written several articles, including on Corporate Governance, Professionalization and
Reforms of SOEs, Corporate Social Responsibility, Oil & Gas sector, Developing Smart Villages,
among others.

Aung NAING OO
Director General
Investment Promotion Division, Myanmar
Mr. Aung Naing Oo is the Director General of the Directorate of Investment and Company
Administration under the Ministry of National Planning and Economic Development. He took a
military service from 1981 to 2000. After that he was appointed as a Deputy Geneal Manager of the
Myanma Agricultural Produce Trading under the Ministry of Commerce from 2000 to 2005. Then,
he was promoted as a General Manger at the Export Department of the Myanma Agricultural
Produce Trading in 2005. In 2006, he was transferred to the Minister’s Office of the Ministry of
Commerce as a Principal Officer (Deputy Director General) and in 2010, he served as a Deputy
Director General of the Department of Border Trade under the same Ministry. Afterward, he has
taken as a Deputy Director General Position of the Directorate of Investment and Company
Administration (DICA) under the Ministry of National Planning and Economic Development since
May 2011. One year later, he has been promoted as a current position, Director General of the
DICA. He has also appointed as secretary of Myanmar Investment Commission (MIC) since 28th
May 2014. He attended trainings in various institutions including WTO and participated in many
international seminars and meetings related to investment, trade and ASEAN affairs. He is married
and has two daughters.

Yuan LIU
Deputy Director General
State-owned Assets Supervision and Administration Commission, China
Mr. Liu Yuan, born in 1964, graduated from Renmin University of China in 1992 where he got his
PhD in Economics. From 1992 to 2003, he worked in State Economic ad Trade Commission of
China. From 2003 to 2015, he worked in the Performance Assessment Bureau of State-owned
Assets Supervision and Administration Commission of the State Council (SASAC). Mr. Liu is
responsible for the tenure assessment of all central SOEs and the annual assessment of central
SOEs in power, telecommunication, electronics, aviation and shipping sector.

Fuad Azim HASHIMI

Pakistan Institute of Corporate Governance, Pakistan
Mr. Fuad Azim Hashimi is a Fellow of the Institute of Chartered Accountants in England and
Wales. He has over 45 years of experience in public accounting and diversified business and
commercial ventures in banking, information technology and fund management. He was a partner
with A.F. Ferguson & Co., a member firm of Price Waterhouse & Co. and thereafter served with
Middle East Bank – Dubai, Bankers Equity Ltd., Gestetner Holdings PLC / Ricoh Company, Japan,
Jaffer Group of Companies, Dawood Group and National Investment Trust Limited. From a
Corporate Governance perspective, he has served as a non-executive director on the Boards of Burj
Bank, Crescent Commercial Bank Ltd., Clariant Pakistan Ltd., National Refinery Ltd., Pakistan
Security Printing Corporation and Pakistan Cables Ltd., and is currently on the Board of
International Industries Ltd., where he is additionally Chairman of its Audit Committee. Mr.
Hashimi heads the Pakistan Institute of Corporate Governance since September 2007 and has been
a regular participant, moderator and speaker at OECD Asia Network Meetings on Corporate
Governance of State Owned Enterprises and at OECD’s Asian Roundtable on Corporate
Governance. He is also a member of the Private Sector Advisory Group of IFC’s Global Corporate
Governance Forum.

Ma. Angela IGNACIO
Commissioner
Governance Commission for GOCCs, Philippines
Undersecretary Angela E. Ignacio is a Commissioner for the Governance Commission for GOCCs
in the Philippines. She received her Bachelor of Science degree in Economics and Finance from De
La Salle University, Philippines, and her Masters in Applied Finance from the University of
Melbourne, Australia. Prior to her appointment to the Governance Commission, she served as
Special Assistant to the Secretary of Finance for Corporate Affairs and Management Information
Systems. She also served as President of Technistock Corporation in the Philippines, Vice President
for Kim Eng Securities Philippines and Senior Financial Analyst at Citibank. She was also a part of
the Task Force of Corporate Compensation that initiated major compensation reforms in the
GOCC Sector. She championed the development of the Integrated Corporate Reporting System
(ICRS) and manages the implementation of the Governance Commission’s sectoral and corporate
governance reforms for 51 GOCCs.

John LIM
Chairman of Boustead Projects Ltd.
Immediate Past Chairman of Singapore Institute of Directors (SID),
Former Chairman of the Asia SOE Network, Singapore
Mr. John Lim is the Immediate Past Chairman and Honorary Fellow of the Singapore Institute of
Directors where he was President from 2001 to 2009 and then Chairman from 2009 to 2013. He is
also a core member of the OECD Asian CG Roundtable and former Chairman of its Asian CG
Network for SOEs. John has more than 50 years of private sector corporate experience in Asia,
Australia, New Zealand and the US. Among the senior executive positions he has held are
Executive Deputy Chairman of LMA International, a Singapore listed global medical device
company, CEO of Cold Storage Holdings, a large integrated food manufacturing, distribution and
retail group, and Group Managing Director of two other Singapore listed and diversified industrial
and retail groups. He has lived and worked in several ASEAN countries. He is the immediate Past
Chairman of Building and Construction Authority and a former Deputy Chairman of Agri-foods
and Veterinary Authority, both Singapore statutory boards. He is also a former Chairman of Senoko
Power which was Singapore's largest power generator and previously wholly owned by Temasek
Holdings and of Gas Supply Private Ltd, another Temasek wholly owned subsidiary. He has been
the Deputy Chairman of FairPrice, a trade union co-operative and currently Singapore's larger
supermarket group. He was a member of the Corporate Governance Council which revised and
recommended the Singapore CG Code 2012, of the Companies Act Review Committee which was
responsible for the 2013 revision of the Singapore Companies Act, and of the Securities Industry
Council. He was awarded the Public Service Medal by the President of Singapore in 2006. John is
currently the independent Chairman of two Singapore listed companies and an independent director
of a third as well as of several other private companies. He serves on the Audit, Nomination and
Remuneration Committees of the listed companies, either as Chairman or as a member. He is also
an industrial advisor to a European private equity fund."

Nguyen Duy LONG
Director, Division of Enterprise Renovation, reorganization and Development
Financial Department for Enterprise, Ministry of Finance (MOF), Viet Nam
Mr Nguyen Duy Long is now working as the Director at Corporate Finance Department, and joined
the Ministry of Finance since 1997. He received his Master of Economics in Academy of Finance
Vietnam. He has been participated in financial management of some majors State of Enterprises
(SOEs) in Vietnam such as: Vietnam Cement Corporation (Vicem), Vietnam Construction and
Import- Export Joint Stock Company (Vinaconex), State Capital Investment Corporation (SCIC);
Debt and Asset Trading Corporation (DATC). He also involved in formulation of policies and
mechanisms related to the SOEs restructuring from 2002 to present, in particular: i)To study,
formulate and submit to government authorities on issuing 04 decrees and circulars guiding the
equitization over the period (Decree 64/2012 / ND-CP and Decree 187/2004 / ND-CP and
Decree 109/2007 / ND-CP and Decree 59/2011 / ND-CP and Decree 189/2013 / ND-CP).; ii)
To formulate SOEs Restructuring Scheme, focus on groups and state corporations from 2011-2015
(approved by the Prime Minister in Decision 929 in 2012) and follow-up, synthesis, proposing
policy solutions to the successful implementation of this scheme. Furthermore, he is responsible for
research, building Law of Management and Using of state capital investments in production and
business (2014).

Lan NGUYEN
Director, Division of SOE Reform Agency of Enterprise Development
Ministry of Planning and Investment (MPI), Viet Nam
Ms. Lan Nguyen is the Director of State-owned enterprise (SOE) Reform Division, Agency for
Enterprise Development, Ministry of Planning and Investment, Vietnam. During almost 10 years
working for the Government, she has actively involved in the design and implementation of various
programs and plans on SOE reform. She also played key role in drafting important legal documents
which set rules for SOE reform and performance as Government Decrees on the implementation
of rights and obligations of State ownership at SOEs, the re-organization of SOEs, Prime Minister’s
Decisions on criteria for SOE classification. She has a strong viewpoint that the SOE sector must
be reformed to pave the way for the development of market economy and private enterprises. Lan
Nguyen was awarded Fulbright scholarship in 2008 and completed her Master of Public
Administration in Syracuse University, USA in 2009.

Sang-Woo NAM
Honorary Fellow, Center for International Development
Korea Development Institute (KDI), Korea
Dr. Sang-Woo Nam is Professor Emeritus and former Dean of the KDI School of Public Policy
and Management, and former Executive Secretary of the OECD-Korea Policy Centre. Dr. Nam was
a research fellow at Korea Development Institute (KDI) for twenty years. There he mainly worked
on macroeconomic and financial policy issues, and served as Vice President. Dr. Nam was also a
Senior Research Fellow at the ADB Institute in Tokyo, where he was devoted to corporate
governance issues in East Asia. He was invited as a visiting professor at University of California, San
Diego, Sophia University and National Graduate Institute for Policy Studies (GRIPS; Japan), and
has extensively been involved in development consulting particularly for Vietnam. Dr. Nam was
also an Economist at the World Bank and the Counselor for the Deputy Prime Minister and
Minister of Economic Planning Board in Korea. Dr. Nam received his Ph.D. from Sloan School of
Management, Massachusetts Institute of Technology.

Takashi SAKAKIBARA
Chief Advisor
JICA SOE & Banking Sector Restructuring Project, Japan
Mr. Takashi Sakakibara is now Special Advisor of JICA Chief Representative and Chief Advisor of
JICA’s SOE and Banking Sector Restructuring Project (“the Project on enhancing corporate finance
management capacity to implement SOE restructuring in Vietnam” and “Vietnam bank
restructuring support project”) from March 2014. Mr. Sakakibara worked for Japanese Ministry of
Finance for 16 years (1982-1998). He has working experience as Research Associate at Keio
University (2000-2001), Director General of Information Planning at Recof Corporation (20022004), Senior Director at Nippon Mirai Capital Co. ltd (2004-2012) and Executive Director of Japan
Vietnam Economic Forum (2012- ). Mr. Sakakibara has undergraduate degree in Economics at
University of Tokyo in 1982.

Wonhee LEE
Director of SOE Policy Evaluation Research Team
Korea Institute of Public Finance (KIPF), Korea
Mr. Wonhee Lee is the Executive Director of the Center for State-Owned Entities at Korea
Institute of Public Finance (KIPF). Before joining KIPF, He has been the Professor of Public
Administration at Hankyong National University since 1996 and became the Dean of the College of
Humanity and Social Science in 2012. His majors were Budgeting, Public Economics, Public
Enterprise, and Planning. He has a Ph.D. degree in public administration from Seoul National
University. His research interests are in various areas including the performance evaluation of SOEs
and government budget planning. He has performed a lot of research projects for the various
national institutions such as the National Audit Office, the National Assembly, and the National
Committee for Balanced National Development. He has had various field experiences in these areas,
too. He was the Chairperson at the Committee against Budget Waste in the Citizen’s Coalition for
Economic Justice. He was also a member of the Evaluation Committee for Fund Management, the
Evaluation Committee for Public Enterprises, and the Evaluation Committee for PFI. In addition
to more than 130 projects with government offices, he has published around 20 books on public
administration and 30 articles on public finance and public enterprise.

Damber Singh KHARKA
Officiating CEO

Dr. Damber Singh Kharka completed his higher secondary education and bachelor’s degree in
commerce from Sherubtse College under Delhi University in 1987. Upon being selected through the
National Competition of Graduate Selection for Civil Service in Bhutan, he had undergone a one
year Management Program at the Royal Institute of Management (RIM), Thimphu and got
appointed as a faculty understudy at the RIM itself in1988. He got the scholarship from Asian
Development Bank and completed his Masters in Economics in 1992 from the University of New
Brunswick in Canada and completed his PhD in Business Management (Finance) from Harayana
School of Management, GJUST, India in 2012. Dr. Damber was involved in teaching regular
courses in Economics, Project Management, Statistics and Finance at undergraduate and
postgraduate Diploma courses from 1992 till the time he left the RIM in 2007 to join his current
organization as an Executive Director at the Druk Holding and Investments (DHI), a government
holding company that acts as the investment arm of the state and presently manages 19 SOEs in
Bhutan. Presently he is the Officiating CEO of the Company. He still maintains his relationship

Directors. He is a certified trainer and participates in training development and delivery in several

Professor Ram Kumar Mishra, graduated from the International Management Programme, SDA
Bocconi, Milan, Italy. He has been a fellow of the British Council and the Commonwealth
Secretariat. He has been involved in research and teaching stints at London Business School,
Maison Des Sciences De L’ Hommes, Paris, University of Bradford, United Kingdom, UN Center
on Promotional Enterprises, Ljubljana, as well as University of Ljubljana, Slovenia. He has worked
on key assignments with Indian Government including Ministry of Finance, Ministry of Power,
Ministry of Trade and Commerce, Ministry of Heavy Industry and Public Enterprises, and Ministry
of Finance (Department of Disinvestment). He has also been a researcher for Planning
Commission. Finance Commission, Prime Minister’s Economic Advisory Council, State Bureaus of
Public Enterprises, Financial Institutions and Banks. He has also worked extensively with
International organizations including OECD, United Nations University - World Institute for

Dr. Antonius Alijoyo has more than 30 years of combined experiences both as academician and
professional practitioners in various industries either as senior executive, board members and senior
partner in large corporations among others are Unilever Indonesia, Jaya Group, British American
Tobacco Indonesia, AAJ Associates/RSM International, and Commonwealth Bank Indonesia.
Whilst he has been currently teaching as lecturer at Parahyangan Catholic University both at
undergraduate and postgraduate program, he has been also Independent Commissioner(s) at AIG
Indonesia and Tokio Marine Life Indonesia since April 2015. Previously, he has dedicated his time
as independent member of Audit Board of Indonesia Financial Services Authorities (FSA) - Otoritas
Jasa Keuangan (OJK) during January 2013 until December 2014. Before his appointment in FSA, he
has vast experiences as independent commissioner and chairman/member of audit/oversight risk
committee of corporations from various industries among others: PT Indocement Tbk - (Cement),
PT Indokordsa (Textile/Cord), PT Adhi Karya Tbk (Construction), PT Multi Bintang Indonesia
Tbk (Brewery- Heineken), and ASTRA Group (Automotive). He has been active in several

Mr. Hanjun Park is the Head of SOE Evaluation Research Team at Korea Institute of Public
Finance (KIPF) and currently serving as a member of the Committee for Management of Seoul
Metropolitan Public Institutions. Prior to joining KIPF, He lectured extensively on public
management at major universities in Korea. His academic and policy interests cover public sector
reform, strategic management, personnel management and performance evaluation. He has
performed many research and consultation projects for various public institutions including major
state-owned enterprises as well as central government offices and metropolitan councils in Korea.
Dr. Park is a regular speaker at events on public management and policy sciences both in Korea and
aboard including the American Society for Public Administration Annual Conferences. He has also
published articles in international journals including Public Management Review. He holds a PhD
in Public affairs from Indiana University, Bloomington.

Ms. Khine Khine Nwe is a member of Myanmar Investment Commission and is a member of
Board of Trustees on ASEAN CSR Network (ACN). She holds her Master's Degree from Yangon
University, Myanmar and taught at Assumption University in Bangkok, Thailand. She is the Deputy
Managing Director of Best Industrial Co. Ltd., a garment manufacturer; Secretary General of
Myanmar Garment Manufacturers' Association; the first elected female Joint Secretary General of
Union of Myanmar Federation of Chamber of Commerce and Industry, and is still active on the
Chamber Secretariat. She heads the Corporate Social Responsibility Committee in UMFCCI;
engages in Industrial Relations; acts as Chairman of Myanmar Garment Human Resource
Development Centre (MGHRDC) and Honorary Principal of UMFCCI Training Institute. Her
passion is to help develop an inclusive socio-friendly economic environment in Myanmar that will
lead to equitable growth of the Nation.

Muhammad Abdullah YUSUF

Mr. Muhammad Abdullah Yusuf qualified as Chartered Accountant from ICAEW London in 1972.
He practiced professionally in England for several years before returning to Pakistan. He joined the
Pakistan Public Sector in 1980 and held various positions, including as Secretaries of the
Privatization Commission, the Board of Investment, and the Ministry of Petroleum & Natural
Resources. He took on the role as Chairman of the Federal Board of Revenue in 2004 until
retirement in 2008. Mr. Yusuf is an active Council member of the Institute of Chartered
Accountants of Pakistan (ICAP) since 1983. He is currently Director NIB Bank Limited, Chairman
of Public Sector Committee and Economic Advisory Committee of (ICAP), member International
Public Sector Accounting Standers Board of (IFAC), Chairman Pakistan Foundation Fighting
Blindness (Trustee since December 1988), Chairman Sub-Committee of Federal Tax Ombudsman

Secretary Cesar L. Villanueva is the chairman of the Governance Commission for GOCCs (GCG),
which is the government agency tasked to implement the objectives of R.A. No. 10149, otherwise
known as the “GOCC Governance Act of 2011,” to act as the central advisory, monitoring, and
oversight body with authority to formulate, implement and coordinate policies governing the
GOCCs, and GFIs in the country. He was the Dean of the ATENEO DE MANILA LAW
SCHOOL from 2004 to 2011, and remains a professorial lecturer in Corporation Law, Agency &
Trusts, Partnerships & Joint Ventures. In 2011, he was appointed the Executive Secretary for the
ADMINISTRATIVE TRIBUNAL of the ASIAN DEVELOPMENT BANK (ADB). Secretary
Villanueva obtained in 1977 his Bachelor of Science Commerce in Accounting (magna cum laude);
and in 1981 his Bachelor of Laws Degree (LL.B.) from ATENEO DE MANILA LAW SCHOOL
(valedictorian, cum laude). He obtained his Master of Laws (LL.M.) from HARVARD LAW
SCHOOL at Cambridge, Massachusetts in 1989. In October 2005, he was conferred a Diplomat in

Vietnam Institute for Development and Strategies (VIDS), Viet Nam
Ms. Huong Nguyen is a former Director of the Department for Macroeconomics and Strategy
Studies at the National Institute for Development Strategy, Ministry of Planning & Investment in
Vietnam. She is responsible for doing researches and drafting reports and policy recommendations
to foster the transition to a market economy. She was formerly Humphrey Fellow 2012-13,
Fulbright Program. She received a PhD in Economics of Development from the National Institute
for Development Strategy, Vietnam and a Master’s Joint Degree in Economics of Development
from the Institute of Social Studies (Netherlands) and the National Economics University
(Vietnam). As a Rajawali fellow 2014-15, Dr. Nguyen will conduct a comparative project on public
investment management process in the U.S and East Asian countries.

Seungju BAEK

Mr. Seungju Baek is currently working as Senior Policy Analyst at the Directorate for Financial and
Enterprise Affairs (DAF) of the OECD. Before joining the OECD he had worked for the Korean
Ministry of Strategy and Finance (MOSF) for almost 20 years. He has built strong knowledge and
experiences in establishing development policy and implementation strategies and allocating
resources in various fields including regional development, SOC, industry, SMEs, energy, resources,
and agriculture. In particular, he worked closely with the World Bank and the Korea Development
Institute (KDI) in conducting the Knowledge Partnership (KP) Program, which was designed to
share Korea’s development experiences and knowledge with developing countries. He studied
Economics and received the M.S degree in public policy from the Seoul National University, Korea,
and the University of Colorado, United States. He also finished the Ph.D. course of public policy in
Korea University, Korea.
