A Place-and-Train Programme for Professionals, Managers and Executives & Small and Medium Enterprises ‘MAX TALENT’ PLACE-AND-TRAIN PROGRAMME The recruitment of right talent is a critical success factor in a highly competitive business environment. This is especially true for Small and Medium Enterprises (SMEs) in Singapore. SMEs can offer many interesting and challenging career opportunities for Professionals, Managers and Executives (PMEs), a fact that is often not known to some job seekers. Max Talent is a two-year place-and-train programme, administered by the Association of Small and Medium Enterprises (ASME) and supported by the Singapore Workforce Development Agency (WDA). The programme will assist PMEs to secure gainful employment and enhance the human resource capabilities of participating SMEs. As the programme partner for Max Talent, ASME will provide guidance and assistance to PMEs and their SME employers through this facilitated employment journey. SMALL AND MEDIUM ENTERPRISES Eligibility Criteria To participate in the Max Talent programme, SMEs must: • Be registered or incorporated in Singapore; • Have an annual sales turnover of not more than S$100 million or employment size not exceeding 200 employees. Max Talent Framework Max Talent aims to job-match suitable PMEs with vacancies in the SMEs. ASME will work with the organisation and the newly hired PME(s) to identify work goals and deliverables so as to align his/her career development roadmaps to the SME’s expectations. Methodology: Talent Workshop1 The 3-day Talent Workshop will equip newly hired PMEs with six key management skills that are customised to meet the needs of SME organisations. These cover the following areas: Problem Solving Leadership Customer Service Finance & HR Performance Management Presentation & Communication Funding support is available to SMEs for the Talent Workshop. 1 SMALL AND MEDIUM ENTERPRISES Methodology: Talent Resource Kit The Talent Resource Kit comprises four sets of templates to be used at different stages of the post-placement period by both SMEs and the newly hired PME(s). This kit will help the new hire(s) gain a better understanding of his/her capabilities and the SME employer’s expectations on work performance and deliverables. The templates provided in the Talent Resource Kit will cover the following four key areas: Goal Setting Understanding Self Reviewing Performance Planning Development Roadmaps Post-Placement ASME will provide six months of post-placement consultation and support to both SMEs and PMEs. This is done through regular visits, follow-ups and reviews of the Talent Resource Kit to identify any gaps to the planned career development roadmaps. Commitment Upon the successful hire of PMEs, SMEs will have to submit a Talent Resource Report at the end of the six months post-placement period. A one-off Assistance Grant2 will be disbursed to SMEs after submission of the Talent Resource Report. 2 Terms &conditions apply. SMALL AND MEDIUM ENTERPRISES Funding Support and Incentive for SMEs Participating SMEs are required to: • Provide full support in the administration of the Programme over the six months job placement period; • Adopt the usage of the Talent Resource Kit; • Submit the Talent Resource Report at the end of the placement period. Eligible SMEs will have to submit their participation forms to ASME. Upon acceptance into the programme, the organisation will enjoy 90% subsidy on the S$3,500 workshop fees and pay only S$350 (excluding GST of S$24.50) for each hired PME to attend the 3-day Talent Workshop. Funding Support Course Fees Less: 90% Funding by WDA Subsidised Fee per PME Add: GST (7% of subsidised course fees) Payable Fee per Participant S$3,500 (S$3,150) S$350 S$24.50 S$374.50 Participating SMEs will also be eligible for tax or cash payout benefits under the Productivity and Innovation Credit (PIC) Scheme.
