Please visit hydro.mb.ca/psfb for the most current information. | PROGRAM GUIDE | July 2016 1 INTRODUCTION Manitoba Hydro’s Commercial Lighting Program (CLP) is available to Manitoba Hydro’s Electrical General Service Rate customers in the commercial and industrial sectors. The CLP offers incentives for both prescriptive and custom installations of energy efficient lighting systems. If you have questions about the Commercial Lighting Program, contact your Manitoba Hydro account representative or: Power Smart Design Standards Power Smart Design Standards are for new and renovated commercial buildings, and cover most energy-related systems in the building, including: insulation, windows/doors, air barrier, lighting, heating, ventilation, air conditioning, heated service water, electric power, and parking lots. Incentives are available for several products or systems that meet or exceed these standards. The Power Smart New Buildings Program provides technical guidance and financial incentives for designing, constructing, and operating new, energy efficient buildings in Manitoba. Commercial Lighting Program | PROGRAM GUIDE | July 2016 3 HOW TO PARTICIPATE Pre-approval is required before purchasing lighting equipment in order to be eligible for an incentive. Projects that begin before pre-approval are not eligible for incentives. 7. Lighting purchase and installation Purchase and install the new lighting within one year (12 months) of pre-approval by the Manitoba Hydro account representative. 1. Determine lighting requirements Consult an electrical contractor, lighting designer, or your Manitoba Hydro account representative for assistance. 8. Completion paperwork Send your Manitoba Hydro account representative the following completion paperwork after the lighting is installed and operational: 2. Complete application Submit the completed application with the appropriate lighting layouts and specification sheets, including type of product(s) and quantity of fixtures. Incomplete applications will result in delays and may be returned. • Certificate of Inspection (within Winnipeg) or Certificate of Approval (outside Winnipeg) • Filled-out Completion Declaration (blank supplied by Manitoba Hydro) • Filled-out Completion Questionnaire (blank supplied by Manitoba Hydro) 3. Application review Your Manitoba Hydro account representative reviews the application. Custom applications are forwarded to Manitoba Hydro’s Lighting Program Engineer for review and approval. • Itemized invoice(s) detailing: - product costs (separate from design, labour, and taxes); - product model details; - date of purchase; - vendor’s name. 4. Pre-inspection Your Manitoba Hydro account representative conducts a walk-through of the facility to verify the existing lighting. If invoices do not meet Manitoba Hydro requirements, then payment of the incentive will be delayed. 5. Make any necessary changes Contact your Manitoba Hydro account representative to modify the original application. Manitoba Hydro must pre-approve any changes to the application. 6. Project authorization Your Manitoba Hydro account representative issues pre-approval for purchase and installation of energy efficient lighting. The incentive is based upon the equipment installed and the work performed. 4 9. Post-inspection Your Manitoba Hydro account representative conducts a post-inspection to confirm that all products were installed in accordance with the preapproved application. The incentive is subject to change if the equipment installed differs from the application. 10. Cheque processing Your Manitoba Hydro account representative arranges for payment to be issued. Commercial Lighting Program | PROGRAM GUIDE | July 2016 PROGRAM GUIDELINES AND POLICIES Customer eligibility Project eligibility To be eligible for a financial incentive, your company must: To determine which application is required, refer to the information below: • Be a Manitoba Hydro customer billed at the Electrical General Service Rate; • Use the lighting system in a commercial, not residential (e.g. individual apartment) capacity; • Renovation: A lighting project in a previously lit area of an existing building, except: - Farm shops/workshops that do not operate as a primary business on a daily business. • Have lighting fixtures permanently installed in the facility; • Operate the lighting system for a minimum of 2,000 hours per year to be eligible for posted incentives. Lighting operation between 1,000 and 1,999 hours per year may qualify for prorated incentives; • Be the end user of the lighting (i.e. not a lighting vendor, manufacturer, or installer); - Attics, boiler/electrical/mechanical rooms, crawl spaces, and similar storage spaces, which are only eligible for occupancy sensors. • New construction: Outdoor lighting measures only. Consult your Manitoba Hydro account representative to determine the “base case” lighting system for custom measure incentives. 1. Supply Manitoba Hydro with all the required information, including photometric information, scaled fixture layouts, and product specification sheets upon request. Failure to do so will delay the approval process. 2. Purchase and install your lighting after Manitoba Hydro approves your application. 3. Only use products from Manitoba Hydro’s Eligible Product List or those approved by Manitoba Hydro’s Lighting Program Engineer. 4. Refer to the input power that is listed on the Eligible Product List to determine the appropriate wattages of the proposed products. For custom measures, refer to the System Wattage Tables (starting on page 8). These wattages have been standardized for the various product types. • Keep the lighting installed, as specified on the application, for a minimum of three years after the date of the incentive payment. Note: If your company has received financial assistance, either in whole or in part, for the lighting installation from any federal, provincial, or other Manitoba Hydro energy efficiency funding programs, it may not be eligible under this Program. Contact Manitoba Hydro for more details. If your company fails to comply with these terms and conditions or any other requirement of Manitoba Hydro, then upon notice from Manitoba Hydro, your incentive will be cancelled. If the incentive has already been paid to your company, then you must repay Manitoba Hydro the entire amount of the incentive in a manner as required by Manitoba Hydro, and at Manitoba Hydro’s sole discretion (which may include addition of such amount to your company’s energy and/or loan account(s) with Manitoba Hydro). All incentives are limited to 100 per cent of the actual cost of the lighting equipment paid for by the recipient of the incentives, including taxes (excluding design and labour costs). Light meter measurements of the existing installation will not be used since these levels are largely impacted by the age of the lamps, the regularity of fixture cleaning, etc., which may result in light meter readings that are much lower than that of a properly maintained system. The maximum eligible incentive is $250,000 for all electrical measures included in your lighting project. If an incentive is assigned by a customer to the vendor or installer of the lighting, the incentive is limited to the actual cost of the lighting equipment to the vendor or installer (as opposed to the cost of the lighting equipment to the customer). Manitoba Hydro reserves the right to verify the accuracy of cost information of the lighting equipment, and your company, the vendor, and installer must fully cooperate to Manitoba Hydro’s satisfaction, failing which, the incentive may be cancelled. 6. 7. 10. Manitoba Hydro reserves the right to hire an independent third party to analyze lighting design proposals. Product eligibility 1. Doubling-up on incentives is not permitted. Your company may only apply for one incentive per technology. All eligible products must meet the CLP’s technical specifications. Always refer to the Eligible Product List for eligibility. 2. Projects that are not eligible for renovation incentives include inefficient lighting technologies [incandescent, Mercury Vapour (MV), etc.] that were installed after April 1, 2000, in newly constructed buildings; additions to existing buildings; and lighting installed in a previously unlit area of an existing building. Lighting must be new, approved by the Canadian Standards Association (CSA), or certified by an accredited independent organization, and must conform to CSA standards. 3. Lighting must adhere to IES recommendations, guidelines, and calculation procedures. Manitoba Hydro’s approval and payment of the incentive does not ensure that IES standards have been met. It is the responsibility of the customer, vendor, or installer to ensure that the lighting adheres to the appropriate design standards. The incentive may be revoked if any of the eligibility criteria has been violated. 4. With respect to the eligible product types, see the Incentives sheet for eligible technologies, and the following should be noted: 8. In retrofit situations where an appreciable portion of the existing lighting is inoperative, Manitoba Hydro reserves the right to limit lighting power density and incentives to the active portion only. 9. In renovations where the customer is applying for a custom incentive, demand reduction is calculated by comparing the equivalent light levels of existing and proposed lighting systems. For existing light levels, the mean lumens of a properly maintained system are used to determine the appropriate light levels. For mean lumens of each technology, refer to the Lamp Ratings Tables in the Technical Specification Guide. 6 Customers will not receive incentives for demand reduction that results from reducing light levels beyond those recommended by the Illuminating Engineering Society (IES). • T8 fluorescent lighting systems – 2’, 3’, 4’, and 8’ systems with electronic ballasts (standard, premium, or dimmable) are eligible. U-Tube designs are also acceptable. Back-to-back tandem wiring of 4’ lamps into 8’ fixtures is acceptable. Remote Master-Slave wiring is not allowed. Contact Manitoba Hydro for more details. • T5 fluorescent lighting systems – New fixtures with T5 electronic ballasts [T5, T5 High Output (HO), or dimmable] are eligible. Remote MasterSlave wiring is not allowed. • Occupancy sensors – Principle of operation must be based on passive infrared energy, ultrasonic energy response, or a combination of both. • Compact Fluorescent (CF) lighting systems – Permanent hard-wired systems and screw-in lamps must have High Power Factor (HPF) electronic ballasts only, either in a new fixture or as a retrofit kit. • Specialty lamps – 4’ fluorescent systems with electronic ballasts and Manitoba Hydro lamps are eligible for incentives, provided they meet performance criteria as outlined in the Technical Specification Guide. Non-permanent conversions, such as self-ballasted HID lamps, plug-in LEDs, etc., may be eligible for incentives of up to $1,000 per kilowatt saved, based on the life of the lamp. Contact Manitoba Hydro for more details. • Light Emitting Diode (LED) exit signs – Permanent hard-wired LED exit signs are eligible as new fixtures only. Retrofit hard-wired LEDs may be considered under special circumstances. • High Intensity Discharge (HID) lighting systems – Standard / probe start (quartz) Metal Halide (MH) and High Pressure Sodium (HPS) lighting systems must replace incandescent, quartz, or MV lamps. Pulse start (quartz and ceramic) MH systems are eligible. Installation requirements 1. Lighting must meet the requirements of the Manitoba Electrical Code, all pertinent bylaws, be acceptable to the inspection authorities that have jurisdiction, and have a Certificate of Inspection (within Winnipeg) or Certificate of Approval (outside Winnipeg). 2. The lighting must be installed and operational in the customer’s premises within one year of Manitoba Hydro’s approval. If the installation deadline cannot be met, then contact your Manitoba Hydro account representative to request an extension. 3. It is the customer’s responsibility to dispose of all hazardous materials (including PCBs) in accordance with all applicable government regulations. 4. Lighting products that are removed from the Manitoba Hydro system will not be resold, except for scrap purposes, nor will they be installed elsewhere. 5. For exterior lighting, luminaires must not be installed and aimed in a manner so as to cause glare onto neighbouring properties, streets, or highways. All MH fixtures must be totally enclosed for safety. • LED technologies – Illuminating channel letters where LED string is replacing neon or neon/ mercury tubes, and backlit fascia or box signs as well as pylon signs where LED string is replacing T12 HO/T12 fluorescent are eligible. Be sure to: - include information on the existing system; - indicate whether the sign is single-sided or double-sided; - include a drawing of the sign that also indicates the dimensions; - illustrate where the LEDs are to be installed inside the sign; - provide technical specifications, including power per foot, of the LEDs to be installed.
