All 11 Entries heap awards at the PSC Congress
The Isabela State University
has reaped awards at the National
Joint Research Congress for Faculty
and Students organized by the
Philippine Science Consortium (PSC)
last Sept. 17-19, this year, at Laguna
State Polytechnic University, Siniloan
Campus, in Siniloan, Laguna.
All 11 research entries from the
University garnered recognition with
three studies of Dr. Francis N. Baleta,
the University Coordinator for PSC,
winning 1st and 2nd Place Best Paper
Award for Faculty Category and 1st Place Best Poster.
Other first place winners were papers of Dr. Joel M. Alcaraz, Dr. Emmanuel Santos and Ms. Lanie A. Alejo,
while three more, namely, those of Dr. Orly Balderama, Dr. Oliva C. Ruma and Dr. Teresita B. Zipagang placed
second, also in the Best Paper Category.
Similarly, five student presentors from ISU also bagged key awards. Vladimir Caloza from San Mariano
Campus won first place Best Paper in the Basic, Non-experimental and Life Sciences category while
Dan Mark Ringor and Ms. Jomabel Trapse from Echague campus were both 1st runner up in the Applied
Experimental and Basic Experimental, respectively. The two others received minor awards. (RS Guingab)

Isabela State University-Ilagan Campus has made
another historic feat after five out of five or 100% of its electrical
engineering graduates passed the Registered Electrical
Engineering (REE) Examination given by the Professional
Regulation Commission (PRC) on September 6-7, 2014.
This achievement of the school is first time in history
since the opening of the electrical engineering program on the
campus. Because of its sterling performance, ISU-Ilagan is this
year’s best performing school in EE board examination not only
in the province of Isabela but also in the whole Cagayan Valley
region. The five newly registered electrical engineers from the
campus were Engr. Prince Joel Domingo, Engr. Marc Levin
Laylo, Engr. Richard Bañez, Jr., Engr. Jaymar Salvador, and
Engr. Mark Lee Saribay. These five were among the 2,190 lucky
examinees that passed the licensure examination out of 3, 661.

Again, ISU’s rating of 54.55% in the September

average of 51.95%, proof of this University’s gaining a
firm foothold in examinations administered by the
Philippine Regulation Commission as well as a testament
to its excellent quality of instruction.

Dr. Aleth M. Mamauag flew to Japan on April 22,
along with the two Vice Presidents- - VP for Research
Dr. Medrano and VP for Academics Dr. Gumpal, to
re-enact the conferment of the Doctor of Humanities
degree, honoris causa, to Prof. Daisaku Ikeda, founder
of Soka schools, in a bid to promote friendship and
exchange between ISU and Soka University.
Soka University, the sponsoring organization,
shouldered the round trip international airfare, food and
accommodation of the three ISU officials during their
stay in Japan.
The conferment rites were first held at ISU
Cabagan during its commencement exercises last April
8 and was just re-enacted at Soka University in Japan
on April 25, in accordance to the instructions of
Dr. Patricia Licuanan, CHED Chairperson per CMO No.
53, s. 2012.
R.A. 8292 empowers institutions, such as ISU,
to confer honorary degree to distinguished individuals.
The intention of the University Management to confer
honorary degree upon Dr. Ikeda was first presented
during the 3rd Regular Meeting of the ISU Board of
Regents on Dec. 5, 2008. However, the action was held
in abeyance as it still had to be approved by the
University Academic Council.
Who is Prof. Ikeda?
Dr. Ikeda is founder of the Soka (value-creation)
schools, a nondenominational school system based on
an ideal of fostering each student's unique creative
potential and cultivating an ethic of peace, social
contribution and global consciousness. The school
system runs from kindergarten through graduate study
and includes a university in Tokyo, Japan, and another
in California, USA.
Based on the information gathered from Soka
Gakkai websites, Ikeda is a staunch proponent of
dialogue as the foundation of peace. Since the 1970s
he has pursued dialogue with a wide range of
individuals around the world in political, cultural,
educational and academic fields. Over 50 of these have
been published in book form, with people such as
Mikhail Gorbachev, Elise Boulding, Joseph Rotblat and
André Malraux. Ikeda has founded a number of
independent, nonprofit research institutes that develop
cross-cultural, interdisciplinary collaboration on diverse
issues: the Boston Research Center for the 21st
Century (renamed the Ikeda Center for Peace,
Learning, and Dialogue in 2009), the Toda Institute for
Global Peace and Policy Research and

the Institute of Oriental Philosophy. The Min-On Concert
Association and the Tokyo Fuji Art Museum promote
mutual understanding and friendship between different
national cultures through the arts.
Ikeda is a prolific writer who has published more
than 100 works, ranging from Buddhist philosophy to
biographical essays, poetry, children's stories and
photographic collections.
As a philosopher, he has espoused a positive
view of the world as moving in the direction of
non-violence, thus for over 60 years has promoted
peace through humanism.
How did it all begin?
The decision for the conferment of Dr. Ikeda
started on Dec. 5, 2008, during the Regular BOR
meeting. Dr. Romeo Quilang, then President of ISU,
informed the Board of the ISU Management’s intention
to confer an Honoris Causa upon Dr. Ikeda.
Dr. Emmanuel Y. Angeles who was then the
Chairperson of CHED and the Chairman of the ISU
Board of Regents, mentioned that he knew Dr. Ikeda
and offered to check on his availability. On Dec. 11,
2008, the University Academic Council (UAC) met and
endorsed favorably the conferment of honorary degree
upon Dr. Ikeda after having recognized his professional
achievement and contributions.
UAC’s endorsement was then presented before
the ISU Board of Regents on March 4, 2009 during the
First Regular BOR Meeting. Since the Board members
did not pose any objections to it, the BOR Resolution
No. 09, s. 2009 was passed approving the conferment
of the degree upon Dr. Ikeda.

whom should it be conferred?

Based on CHED Memo Order No. 53, s. 2012,
for a higher education institution (HEI) to award an
honorary degree, it must have existed for at least 25
years, and must have well-acknowledged academic
reputation and institutional values and missions as
evaluated by the CHED.
Meanwhile, the honorary degree should be
awarded only to individuals with at least a
baccalaureate degree or its equivalent. The recipient/
honoree should be an alumnus or one who has never
been connected with the awarding institution. He/She
too should have meritorious contribution/s to the
advancement of a field in a particular discipline through
exemplary accomplishments in instruction, research
and practice and has personal humanitarian
accomplishments and contribution to the institution and
society. He/She, too, should not be an incumbent
administrator, faculty, or staff of the awarding HEI nor
an incumbent official of CHED and should have at least
a baccalaureate degree or its equivalent.

River Food Expo

Culminating this year’s celebration of Nutrition
Month, ISU-Ilagan held its second Cagayan River Expo
on July 31, 2014 with the theme: “Cagayan River: Food
Basin Gift to the People of the Valley.”
Just like last year, this year’s holding of
Cagayan River Expo was meant to recognize and
promote the very significant role of the Cagayan River
as the source of food and livelihood for the people of
Region 02. Moreover, it aimed to create awareness in
the students about taking care of the Cagayan River, a
God given gift to the people of the Cagayan Valley.
The
occasion
was
graced
by
renowned
figures in the Province headed by no less than the First Lady
of the province of Isabela, Hon. Mary Ann A. Dy. She
represented the Governor and led the ribbon cutting during
the opening program. Hon. Venus Bautista, wife of Mayor
Arnold Bautista of Tumauini, Isabela along with Hon. Evelyn
“Mudz” Diaz, City Councilor of Ilagan who represented Mayor
Jay Diaz also attended the activity. Another very important
person present in the program was Hon. Francis “Kiko” Dy,
LMB President of the Province of Isabela. Dr. Aleth M.
Mamauag, ISU President delivered an inspirational message
before the guests and participants.
An experimental cooking of fish and shell fish was
held as the main highlight of the activity. The contest was
aimed at promoting the “food” that the Cagayan River
provides to people. It was joined by students from different
colleges of the campus. There were also participants that
came from various schools, both tertiary and secondary,
making the activity even wider and bigger than last year’s.

UP Dream holds LIDAR

The UP Disaster Risk Exposure Assessment
and Mitigation (UPDREAM) conducted a week-long
mentorship on data processing last September 22-26
at ISU Echague Cyber Library participated in by
research staff and project leader of LIDAR in Echague.
Terrain maps for flood hazard modeling to make an
early warning system to the communities which are
prone to floods, earthquakes and other natural
calamities are expected outputs of the LIDAR project.

Invited as judges in the cooking contest were famous
local and international chefs like Chef Don Gustale, proprietor
of Amorfino Restaurant in Cauayan City, Isabela and Chef
Rominick Bucad. Hon. Mary Ann A. Dy, Hon. Evelyn “Mudz”
Diaz and Hon. Venus Bautista likewise served as judges.

Sa pangunguna ng Samahang Filipino at
pakikiisa ng bawat guro at mag-aaral gayun din ng
mga office personnel ng Pamantasang Estado ng
Isabela-Ilagan Kampus ay matagumpay na naidaos
ang
pagdiriwang ng Buwan ng Wikang Pambansa sa
taong ito at nagtapos sa isang palatuntunan na
ginanap noong ika-29 ng Agosto 2014. “Filipino:
Wika ng Pagkakaisa” ang tema ng pagdiriwang ng
Buwan ng Wika sa taong ito.
Gaya noong nakaraang taon, bago ang
palatuntunan ay isinagawa ang makulay na
“Parada ng Lahi” tampok ang mga mga mag-aaral,
mga guro at ibang kawani ng paaralan na
nagmartsa mula sa gusali ng Departamento ng
Agham at Sining patungo sa harap ng entablado
sa pangunahing gusali ng Kampus. Suot ng mga
mag-aaral at mag guro ang mga ibat-ibang
kasuotang Pilipino na nagpamalas ng pagmamahal
at pagmamalaki sa kulturang Pinoy.

sa
pangwakas na palatuntunan si Kgg. Margarette Uy
-Chin, miyembro ng Sangguniang Panglungsod ng
Ilagan. Sa kanyang pananalita ay binigyang diin ni

ng iisang wikang pamabansa. Ayon sa kanya, ang
pagkakaroon ng iisang wikang pambansa ay ang
siyang magbubuklod at magbibigkis sa mga Pilipino
upang

magkakaunawaan
o
magkakaintindihan. Ito rin ang magbibigay ng
identidad o pagkakilanlan sa mga Pilipino saang
panig ng mundo man sila mapadpad. Idinagdag rin
niya na ang pagkakaroon ng wikang pamabansa ay
magbibigay ng tagumpay at pag-unlad sa mga
Pilipino.

may layuning ipalaganap ang kahalagahan ng pambansang
wika at pagmamahal sa kulturang Pilipino sa mga mag-aaral.
Layunin din ng mga nasabing patimpalak na linangin ang mga
nakatagong talento ng mga mag-aaral. Ang mga
paligsahang ito ay ang pagsulat ng sanaysay, dagliang
talumpati, masining na pagkukuwento, paggawa ng
islogan at poster, pagsulat ng tula at katutubong
tula. Idinaos ang patimpalak sa unang lingo ng buwan ng
Agosto.
Pilipino ay pinili at pinarangalan.
Ang matagumpay at makabuluhang pagdiriwang ng
Buwan ng Wika sa taong ito ay bunga ng masigasig na
pagtutulungan at pakikibahagi ng mga mag-aaral na may
asignaturang Pilipino at kasapi ng Samahang Filipino, mga guro
at kawani ng Ilagan Kampus.
Ang sumunod na linggo ay naging kapakapanabik
nang idaos naman ang paligsahan sa pag-awit ng mga
katutubong awitin at pagsayaw ng mga katutubong sayaw at
sabayang pagbigkas. Ang mga kalahok na nagpamalas ng
kanilang mga talento ay ang mga mag-aaral ng una at
pangalawang taon na may asignaturang Filipino.
Samantala, sa pangatlong lingo ay idinaos
naman ang pagpili ng Ginoo at Binibining Wika na pinanalunan
nina Jhon Michael Ramos (BSE) at Angel Ramos (BTTE) ayon
sa pagkakasunod. Sila ay nakatanggap ng sash at tropeo
bilang tanda ng kanilang pagkapanalo. Naging lubos ang
kasiyahan ng kanilang mga taga-suporta sa kanilang
pagkapanalo.
Sa huling lingo ng buwan ay idinaos naman ang
pangwakas nga palatuntunan na kung saan bago rito ay
nagkaroon ng “Parada ng Lahi” tampok ang mga ibat-ibang
kasuotang Pilipino na isinuot ng mga mag-aaral, guro at ibang
kawani ng paaralan. Ang mga may natatanging kasuotang

Gumpal presented the paper “The Public Administration
of an Excellent Research Consortium: The Case of
CVARRD in the Philippines” at the World Conference
for Public Administration (WCPA) conducted in Daegu
Exhibition and Convention Center, Daegu, South Korea
on June 25-27, 2014.
Also in the said event, Dr. Mamauag signed a
Memorandum
of
Understanding
with
Korean
Association for Public Administration (KAPA) and
Philippine Society for Public Administration (PSPA)
among others, to promote high professional standards
and high quality public administration education.
Two faculty members from Echague campus
presented their researches as well during the said
conference. Dr. Hilda Manzolim of the College of Arts
and Sciences presented a paper titled “Administrative
Capabilities of State Universities and Colleges in North
ern Philippines” while Prof. Joan Carinugan of the
College of Public Administration presented the paper
“Higher Education and Good Governance”.

CHED officials headed by Dr. Honorato R.
Alzate and Dr. Linda Simon visits ISU-Cauayan to
|evaluate the programs offered by the campus as to the
degree of compliance to all memoranda issued by the
agency. This is in preparation for 2017 when CHED will
visit SUCs for the final evaluation of their offered
programs.
The CHED officials stayed in the campus for
two days in this campus where they scrutinized
documents and interviewed faculty and administration
officials. Reorganization was also implemented based
on the recommendation of the said officials.
As a result of the CHED visit, ten programs were
evaluated as compliant; only three were non-compliant.
However, ample time is given for these programs to
comply to ensure that they will meet the requirements of
CHED during the final evaluation.

CNSM’s 13th Founding Anniversary held

On August 27-28, 2014
the College of Nursing and
School of Midwifery (CNSM)
celebrated its 13 th Founding
Anniversary
which
was
participated in by 250 midwifery
and nursing students along with
the faculty and staff of the
college who were headed by Dr.
Nicolas L. Ilagan, the Dean.
This
year’s
founding
anniversary celebration was
marked
by
two
important
events: a sports fest and the
college night. At the sports fest,
nursing and midwifery students
joined
various
games
like
badminton,
volleyball,
basketball, swimming and chess.
The participants were divided and
competed in five teams, namely
yellow, blue, red, white and green
teams.
Defeating the four other teams,
the yellow team seized the overall
championship crown. The event
was a friendly competition which
aimed to foster unity in the
college.

“Next Top Model” competition in
which the students had the
chance to ramp and posed like
real ramp models on a red carpet
in their best party dress. From
the winners of this competition
were chosen the College’s entries for the Search for Mr. and
Miss ISU-Ilagan 2014.

socialization night with this year’s
theme “The Glamorous Night @
13: Agsala Ti Mayat” was another
activity
that
highlighted
the
College’s founding anniversary.

Dr. Jesus S. Palattao,
Executive Officer of ISU-Ilagan
graced the occasion. In his
message,
Dr.
Palattao
encouraged the students to give
IEC Materials Dev t Workshop Held for Extension Coordinators
The University Extension conducted a
two-day training workshop on IEC materials
development last Sept 11-12, 2014 at the
CVARRD Complex in ISU Echague to train
University Extension coordinators in packaging
their campus in-house IEC materials as well as to
consolidate and streamline the Technology and
Information Bulletin Series of the University.
Ms. Carriedo is the University Chief of Training
Services. The other lecturers were Ms. Claris B.
Alaska, DA-ATI RACO Representative, who talked
about the “Writing Process” and Mr. Eladio
Avellanoza, CVARRD-NVSU RMIS Representative
who talked on “Principles of Design and Layouting
of IEC Materials”.

flocked

ISU-Cauayan oval track as 16
groups participated in the
yearly
street
painting
competition conducted by The
Kawayan Communicator, the
official student publication in
the
campus.
This
was
in
celebration of campus press
freedom week with the theme “
Uphold Press freedom, student
rights and welfare.
The students painted the
oval track with varied paintings as
an expression of their awareness
on press freedom and students’
rights.
Students
from
the
Polytechnic School bagged the
first prize while “Growing Wise”
and “Productive Organization” tied
for the second prize. Second
year AB English students got the
third prize. Each winning group
received
a
Certificate
of
Appreciation and cash prize.

Alcaraz wins in the National
Invention Contest
Dr. Joel Alcaraz, dean of the College of
Engineering at Echague won third place in the National
Invention Contest last August. His invention, the
Multipurpose Self-Propelled Riding Type Mower
developed at the Equipment Manufacturing Center,
originally designed to serve five functions was upgraded
to include an additional function such that it now can be
used for lawn mowing, trailing, saw milling, plowing,
grain collecting and as off-road vehicle.
The Equipment Manufacturing Center is a
consortium project with DOST, MIRDC and Association
of Machinery Fabricators in Cagayan Valley.

ISU’s Chevon Valley
products now up for sale
Now, it’s ISU’s turn to go commercial. The
Cagayan Valley Small Ruminants Research Center
(CVSRRC) of the Isabela State University has entered
into a franchise agreement with Agricomponent
Corporation in July 4, this year, for the nationwide
distribution and commercialization of three canned goat
products, under the trade name Chevon Valley.
The products for commercialization are the three
variants of Chevon Valley canned goods namely,
Adobo, Kilawen, and calderetta, as well as frozen
products such as choice cuts and for Sinampalukan and
Papaitan.
ISU as the franchisor, represented by Dr. Aleth
M. Mamauag, has formally made this deal with the
franchisee, Agricomponent Corporation, represented by
its Senior Vice President Mr. Eugene T. Gabriel last
July.
Under the agreement, ISU continues to develop,
use, and control the use of its Chevon Valley proprietary
marks in order to identify for the public the source of
products marketed and to represent Chevon Valley’s
high
standards
of
quality
and
appearance.

ISU-SM extends Training in
Beekeeping
CCG and KRL
The San Mariano campus beekeeper was
invited by the Agricultural Training Institute
Regional Training Center, Region 02 to conduct
training on beekeeping for the indigenous people
(IP) at Sanchez Mira, Cagayan on September 23 to
25, 2014 to help achieve the desired development
of the IP community to become more productive
citizens.
This was not the first time that Mr. Patrick L.
Bete served as resource person on beekeeping. He
discussed the beekeeping technology at the
Permaculture Learning Resource Center, Isabela
Provincial Capitol, Alibagu, Ilagan City upon the
invitation of the Sustainable Technologies and
Entrepreneurial Permaculture (STEP) Isabela
during their 2014 Permafiesta celebrations on May
5-10, this year. During the celebration, Mr. Bete
displayed the honey bee products from the campus
and also discussed other bee products that could
be derived from bees like soap with honey.
Mr. Bete again conducted in May in San
Mariano campus a specialized training on
beekeeping for STEP personnel and farmers in
which he presented
the technical aspects of
extracting honey, construction of bee house and
beehives management.

ISU receives 2014 OML Center
Research Grants on Climate
Change Adaptation and Disaster
Risk Reduction
in bridging yield gaps and attaining potential yield which
could help farmers achieve best results in spite of the effects
of climate change.

The Isabela State University has been
awarded with a research grant for a disaster risk
management project, along with six others from
other known universities in the country, by the Oscar
M. Lopez Center (OML) for Climate Change
Adaptation and Disaster Risk Management Foundation, Inc. The seven projects, which were formally
recognized during the “Awarding of 2014 Research
Grants and Updates of the 2013 Awardees” held on
April 21 in Ortigas, Pasig City, were chosen out of
30 applications which seek to alleviate and aid the
country on disaster risk management and climate
change adaptation. Other awardees included De La
Salle University, Earthquakes and Megacities
Initiative (EMI), University of the Philippines-Diliman
and University of the Philippines-Los Baños which,
including ISU, have received a total of P7.7 million
worth of research grants from OML Center.
ISU’s project awarded P1M with University
Research Director, Dr. Orlando Balderama as
project leader, aims to create models on productivity
and climate change sensitivity of rice and corn
crops. Crop simulation models would help in
investigating climate change impacts on crops and

The OML Center is a result of the twin advocacy of
the Lopez family for environmental protection and public
service. It recognizes that science and technology have a
critical role to play in enhancing the resilience and coping
capacity of the various sector of the society whose
aspirations to develop sustainability is threatened by
climate-related risks and disasters. The OML Center strives
to create a "Center of Excellence" by generating
science-based solutions in the area of climate change
adaptation and disaster risk management.

International Affairs Director Visits Malaysia, Singapore Universities

Gumpal,
ISU’s
Director for External and International Affairs, has
conducted benchmarking visits to National
University of Singapore (NUS) in Singapore and the
Universiti Sains Malaysia (USM) in Malaysia on July
1-5, this year, to acquire insights on their regional
and global approaches to science and technology
education and research.
NUS is a comprehensive research university
located in Singapore and it is the flagship tertiary
institution in the country. Founded in 1905, it is the
oldest and the largest university in Singapore in
terms of student enrolment and curricular program
offerings.
NUS has a global approach to education and
research. Meanwhile, USM is a public university in
Malaysia. It is one of the biggest universities in terms of enrollment in Malaysia. It teaches in the fields of Pure
Sciences, Applied Sciences, Pharmaceutical Sciences, Building Science and Technology, Social Sciences,
Humanities and Education as well as conducts research.
During the 5-day visit, Dr. Gumpal met with key officials of the two universities including Ms. Ong Kai Yi who
is NUS International Relations Officer, Prof. Dato’ Ahmad Shukri Mustapa Kamal, Deputy Vice Chancellor for
Academic and International Affairs and USM Director of International Affairs Dr. Anees Janee Ali in which he
