A motion was made to approve the minutes of the 3/25/13 Board meeting as presented by Director
Correll, seconded by Director Duffner. Vote was unanimous, motion carried.

A motion was made to approve the consent agenda as it was presented by Director Key and seconded
by Director Sieverkropp. Vote was unanimous, motion carried.

5. AVID Presentation
Marla Allsopp and some of the students from the Senior Avid class discussed with the board how the
AVID classes have helped them prepare for college. They also shared where they have applied for
college and what scholarships they have been awarded. The Class of 2013 is the first class to go through
three (3) years of AVID classes and the students found it to be a very useful class. They all learned the
importance of believing in themselves and trust in their group to achieve their goals.
6. Consider Columbia Basin Youth Baseball Applying to Paul Lauzier Foundation
Randy Boruff and Steve Smith, on behalf of Columbia Basin Youth Baseball, are applying for a Paul
Lauzier Grant to replace the existing scoreboard at Johnson O'Brien Stadium. With the Babe Ruth World
Series coming to Ephrata again in 2014, they feel that the new scoreboard would be a great addition to
the look of the complex. Prior to applying for the Grant they would like to make sure the District will
accept the donation and that we are willing to maintain the new scoreboard. If they are awarded the
Grant the District would agree to pay for the new scoreboard in full and over the next three (3) years,
Columbia Basin Youth Baseball would pay $10,000 each year from the Grant as the money is released. A
motion was made to accept the donation of the new scoreboard if Columbia Basin Youth Baseball
receives the Lauzier Grant by Director Correll, seconded by Director Key. Vote unanimous, motion
carried.
7. Recognition for Washington Achievement Awards
Jerry Simon presented letter of recognition to the Principals and staff of each building that was awarded
Washington Achievement Awards in recent years.
8. **Gallery Walk Slide Show - Added Item
The purpose of the Gallery Walk is to have teachers share their use of specific instructional strategies
and professional teaching practices. The Dig Deeper TPEP members shared their displays on how they
were tracking student progress in their classrooms this year. Many staff members shared with each
other ideas on what and how to collect evidence to track student progress.
9. Review 8th Grade Math Test Scores
Packet page 6 of 57
Jill Palmquist and Frank Cardwell shared with the board the improvement in math scores the Ephrata
Middle School has been able to achieve during the last four (4) years. In 7th grade the Middle school
has grown from a 44.1% passing rate in 2008/09 to a passing rate of 69.9% in 2011/12, a growth rate of
25.8% in four (4) years. In 8th grade they have grown from a passing rate of 47.1% in 2008/09 to a
passing rate of 69.7% in 2011/12, a growth rate of 22.6% over 4 years.
10. ** Girls Summer Basketball Trip to California - Added Item
This item was removed from the agenda due to limited information at this time.
11. Computers for Kids
Jo Maedke explained that a couple of years ago the District received approval to participate in a
program that donates used computers to school districts. For 2012-13, we were able to get 117 used
computers to be used through-out the District to upgrade our older units. A motion was made to
approve the donation of these computers by Director Duffner, seconded by Director Key. Vote was
unanimous, motion carried.
12. Second Reading of Policy/Procedures
No changes were made to the policies after the first reading. A motion was made to accept the policies
as they were presented by Director Sieverkropp, seconded by Correll. Vote was unanimous, motion
carried.
With no other business the meeting was adjourned at 7:10 pm.

Summer programs for students have become an important extension of many school district offerings.
Summer
programs provide students the opportunity to be involved in activities, which can further develop attitudes,
knowledge, skills, and strength.
However, due to the current emphasis on litigation, it is necessary to reduce
liability exposure, as much as possible, by both the instructor and school district.
It is, therefore,

Many negligence suits have been successful, due to inadequate supervision of students, improper use of
equipment, inappropriate activities allowed to occur, and lack of building security. The following guidelines
designed to assist you in formulating minimal liability exposure summer programs.

By action of the 1976 Legislature, each School District Board of Directors may delegate control, supervision, and regulation of any
extracurricular activity to the WIAA and compensate such entity for services provided.
The local SCHOOL BOARD PRESIDENT and SECRETARY must sign this enrollment form to indicate that the School Board has
approved the District’s or School’s membership in the Association and as members, these schools will follow the WIAA Rules and
Regulations.
SCHOOL BOARD RESOLUTION DELEGATING AUTHORITY TO WIAA
WHEREAS Chapter 32, Laws of 1975-76, 2nd Ex. Sess. grants authority to each school district board of directors to control, supervise
and regulate the conduct of interschool athletic activities and other interschool extracurricular activities of an athletic, cultural, social, or
recreational nature for students in the district.
WHEREAS Chapter 32, Laws of 1975-76, 2nd Ex. Sess. authorizes school district boards of directors to delegate control, supervision
and regulation of any of the aforesaid activities to any voluntary, nonprofit entity and to compensate any such entity for services provided subject
to the satisfaction of certain conditions and approval by the State Board Of Education.
WHEREAS the Washington Interscholastic Activities Association is a voluntary, nonprofit entity which has satisfied the conditions,
expressly set forth in Chapter 32, Laws of 1975-76, 2nd Ex. Sess. and has further been approved by the State Board of Education in action
taken on August 17, 1977.
WHEREAS the board of directors of Ephrata School District being otherwise fully informed of the rules and regulations of the
Washington Interscholastic Activities Association as approved by the State Board of Education and recognizing that said rules and regulations
provide for private sponsorship of post-season tournaments for extracurricular activities by WIAA, consent to abide by such rules and
regulations.
NOW THEREFORE, the board of directors of the Ephrata School District hereby delegates to the Washington Interscholastic Activities
Association the authority to control, supervise and regulate interschool activities consistent with the rules and regulations of WIAA. The Board of
Directors retains the right to establish eligibility standards that meet or exceed the rules and regulations of WIAA.
INTERSCHOLASTIC OFFICIALS L&I COVERAGE STATEWIDE
Beginning July 1, 1988, interscholastic sports officials were covered by Washington State Labor and Industries via a common rate
and payment system that eliminated game-by-game calculations and record keeping by school and/or district business offices.
WIAA will guarantee payment of L&I premiums for WOA registered officials for all interscholastic activities under WIAA’s
jurisdiction and will assess WIAA member schools via classification rates at the same time service fees are billed. Officials L&I
coverage is only in effect for activities authorized and offered by School Board approval and listed on the school’s WIAA
membership form.

RESOLUTION APPROVING TWO MONTHLY WARRANT RUNS

RESOLUTION 2012-2013-08
Whereas,
the Ephrata School District No. 165 has a monthly accounts payable run on or
about the 10th of the month, and,
Whereas,
operational costs, including but not limited to utilities, RICOH, WALMART, and
other time sensitive items are not received until the day of or after the warrant run
and are not paid until the following month, and,
Whereas,
bills not paid until the following month may result in finance, late charges, and
freezing of accounts,
THEREFORE, BE IT RESOLVED, The Directors of Ephrata School District No. 165, Grant
County, Washington, approve having the district run two warrant runs: one to be run the last
business day of the month starting in June 2013 with the mid-month warrant run moving to on
or about the 15th of each month starting in July 2013 to address the concerns listed above.
APPROVED by the Board of Directors of Ephrata School District No. 165, Grant County,
Washington, in a meeting thereof held on the 28th of May, 2013.

April 23, 2013
I am writing this on behalf of the Grant Elementary Parent Teacher Organization. Our PTO is an amazing group
of people who want to do tremendous things to support ALL of our students! This year the PTO approached
me about our playground needs, stating that they would like to help our staff do the following:
1. increase physical activity,
2. decrease discipline concerns (therefore increasing positive behaviors), and
3. increase the availability of alternative physical education curriculum.
The PTO strives to support EVERY child at Grant School, so they have been considering ways to improve
playground access for our special needs students that may be wheelchair bound or need adaptive assistance.
As a result, the PTO would like to purchase ADA approved equipment, put in sidewalks, etc. that enable ALL
students to have some physical activity 1. Furthermore, adding additional equipment to our “big toy” area
allows for a variety of students to be able to climb, jump, crawl, etc. their way to a healthier lifestyle. This
decreases the amount of discipline by providing “things to do” 2. Finally, the purchase of new equipment
comes with opportunities for greater PE curriculum and application which help our students achieve the
Washington State Standards 3.
Our PTO has discussed the potential for impact such changes would have on the playground. The head of our
Maintenance Department, Rock Witte is extremely supportive and willing to help us with sidewalks, fencing,
and general maintenance of the playground. As the principal of Grant Elementary I absolutely support the
Grant PTO’s request for funds to better our children and their surrounding community. I am happy to accept
funds on behalf of Grant Elementary School and PTO.

PROJECT DESCRIPTION
Grant Elementary School is a place where we include all students, regardless of their abilities
AND disabilities. Our playground is a perfect place to foster positive relationships between all
of our students. Although our playground appears to be adequate, it does not include the
population we hold so dear to our hearts, nor does it accommodate for the number of
students we have and their needs for physical activities.
In order to improve our playground facilities, we would like to obtain funds to help us do the
following:
1. Purchase and install American Disabilities Act (ADA) approved equipment. This would
include a swing with two ADA seats, a wheelchair swing, fencing for safety, and a
sidewalk for wheelchair and walker access throughout the playground.
2. Adding more classic swings for multiple students to have access at one time. This would
decrease the amount of waiting in line, therefore increasing the time students are
actively playing and decreasing negative behaviors.
3. Adding a play structure to our already existing structure. The equipment comes with
lesson plans, including games, obstacle courses, exercises, etc. which could be
incorporated into our Physical Education program. This would increase physical activity
through climbing and other kinesthetic movement, therefore teaching children how to
be active outside of the educational setting. Part of the project would include installing
safety measures, ensuring we are following code, etc.
Overall, we are in need of greater support for our playground activities. The community uses
the equipment throughout the entire year and this would increase physical activity both in and
out of the school day. Installing ADA approved equipment and purchasing additional
structures allows for greater positive behavior during the school day and inclusion of more
students.

the Directors of Ephrata School Districts No. 165 have determined the need
to reserve funds for future Capital Projects.
Therefore, Be It Resolved, by the Directors of Ephrata School Districts No. 165,
Grant County, Washington, to authorize the transfer of $1,000,000 from the General
Fund Unreserved Fund Balance to Committed to Other Purposes for Capital
Projects.
ADOPTED by the Board of Director of Ephrata School District No. 165 at the regular
meeting held on the 28th day of May 2013.

SICK LEAVE
The district shall grant each full-time, certificated and classified staff member of the district
sick leave days annually. Unused sick leave may be accumulated on a year-to-year basis
up to a maximum of the number of contract days in a contract period, not to exceed one
year.
The district may require a signed statement from a physician for any absence in excess of
five consecutive days. THIS IS NOT REQUIRED UNLESS YOU ARE CONTACTED OR
NOTIFIED BY THE DISTRICT OFFICE THAT WE NEED A PHYSICIAN’S DIAGNOSIS
TO EXPLAIN YOUR ABSENCE. If sick leave benefits are exhausted, the board may grant
leave without pay for the balance of the year upon the recommendation of the superintendent.
Attendance Incentive
In January of the year following any year in which a minimum of 60 days of sick leave is
accrued, and each January thereafter, any eligible staff member may exercise an option either:
A. To receive remuneration for unused sick accumulated in the previous year in an amount
equal to one day's monetary compensation of the staff member for each four full days of
accrued sick leave in excess of 60 days; or
B. To add that year's sick leave to the staff member's accumulated sick leave.
All such leave for which the staff member receives compensation shall be deducted from
accumulated sick leave at the rate of four days for every one day's monetary compensation.
A staff member may cash-out all accrued sick leave at the above rate at the time of separation due to retirement, provided that the retiree provides documentation from the appropriate state retirement system. Such leave shall be accrued at the rate of no more than one
day per month.
The administrator of the estate of a deceased staff member may also cash-out all accumulated sick leave at the rate of one day's monetary compensation for every four days of
leave. A certified copy of the death certificate must be submitted to the district office or
proper documentation of court appointment as administrator of the estate.
Sick Leave, within Washington State, will be transferred to Ephrata School District only
from a local school district, an ESD or OSPI, but only if there has been no interruption of
said employment service due to employment at other than a local school district or at an
ESD or at OSPI prior to employment at Ephrata School District.
If a previous Ephrata School District employee is re-employed within five (5) years of the
date of separation and the accumulated sick leave balance has not been transferred out,
the previous accumulated sick leave balance shall be reinstated.
An employee who is at least age fifty five, has ten years of service in the retirement system,
and is a member of either the teachers’ or school employees’ retirement system plan 3, or
is at least age fifty-five, has at least fifteen years of service in the retirement system and is
a member of either the teachers’ or school employees’ retirement system plan 2 may cashout all accumulated sick leave at the rate of one day’s monetary compensation for every
four days of leave at the time of separation from employment.

An employee that is separating from service, but is not at least age fifty-five, may cash out
all accumulated sick leave at a rate of one day’s monetary compensation for every four
days of leave at the time of separation from employment, if they will be eligible for retirement within one year.
Earned sick leave shall not be accumulated in excess of 180 days as of December 31 of
each year, except that an employee may exercise the annual January cash-out option for
all days accumulated in excess of this maximum.
