FRAMEWORK OVERVIEW

HealthTrust Europe’s Haemofiltration Equipment, Maintenance and Consumables framework agreement will enable trusts to procure haemofiltration consumables (fluids), equipment and maintenance either by direct award or through mini competition. Awards made under the framework are made as “packages” that can be combinations of the framework elements i.e. consumables only or equipment and consumables.

Prices offered under the framework can be varied according to the volume of haemofiltration fluid that the Trust consumes and will commit to procure from the supplier under the framework.

HealthTrust Europe (HTE) procured this framework agreement in compliance with the restricted procedure set out in the Public Contracts Regulations 2006, and the EU Combined Directive (2004/18/EC).

The framework agreement is direct award or can be run through mini competitions with 3 suppliers who offer haemofiltration consumables, equipment and maintenance. The contracts are in place until 3 rd

November 2016 with an option to extend for 1 further year until 3 rd

November 2017.

SERVICES INCLUDED

By using the framework, Trusts can obtain haemofiltration consumables, equipment and maintenance through an EU compliant framework, the terms of which will provide assurance regarding quality of suppliers.

The products and services included in this framework will mainly be used by intensive care units in Acute settings.

The products listed include the haemofiltration machinery itself and the consumables used in the operation, such as fluids/solutions appropriate for differing therapies (for example Bicarbonate and Citrate) as well as items such as bags and catheters.

The agreement provides Trusts with the option of procuring maintenance agreements.

The framework will save procurement time and cost. It is fully compliant with the Public Contracts Regulations and with EU

Procurement Directives so you do not have to carry out full EU compliant tender yourself.

Once you have been set up to access the framework agreement, a call off can be made either by direct access or further competition. The process is straight forward and simply requires that an order form / access agreement be exchanged and completed to ensure your compliance.

Each of the suppliers appointed to the framework agreement has tendered fixed prices, with discounts available depending on the volume of fluids. All prices are fixed for life of the contract.

Trusts can maximise the benefits of the framework by committing to procure over 70% fluids through the framework.

This will impact not only the haemofiltration consumable pricing but also the haemofiltration equipment offered under the framework.

ACCESS TO THE FRAMEWORK

HTE’s Haemofiltration consumables, equipment and maintenance can be accessed by all public sector bodies, including:

National Health service (NHS) bodies

Health Boards, NHS Trusts, Community Health Councils and other constituent bodies of NHS Wales

NHS Scotland and its constituent bodies

Health and social care Trusts, Health Agencies and other constituent bodies of NHS Northern Ireland

The framework can be accessed via direct award or mini competition. Further information relating to these options is provided below:

Direct Award

Direct award can be made where you are able to identify the supplier offering your organization the best value for money. An order form should be issued to the supplier and executed by both parties to formalize the call-off contract.

Mini Competition

Where the framework criteria do not provide you with sufficient information to identify the supplier offering best value for money, a mini-competition may be carried out.

As part of the mini-competition process, suppliers will address quality criteria and submit a fixed price based on their most competitive price which should not exceed the maximum price submitted under the framework agreement.

If you view the framework references indicated above via HTE’s e-Catalogue, you will be able to see line level detail for all products. The only thing you will not be able to view is the individual product pricing, unless we have already set you up as a participant to be able to order from the framework.

What do I do if the supplier that my organisation uses is not on the framework?

How can I be sure that this framework can be used by my organisation and remain compliant?

The framework agreement was publicly advertised in the Official Journal of the European Union (2012/S 112-

185881) on 11th June 2012 under the restricted procedure. Each of the successful bidders was rigorously vetted in terms of their quality and value propositions through a series of qualification, technical and commercial responses requested for evaluation. How long are the agreements valid for?

The current agreements are in place until 3 rd

November 2016 with the option to extend for a further year. Call-off contracts formed during the life of the current framework agreement may extend beyond the framework expiry date.
