Strategic environmental assessment
– or environmental/sustainability
appraisal – is the process of
assessing the impacts of policies,
plans and programmes on the
environment (or on sustainability).
Oxford Brookes University is offering
a distance learning certificate course
based on a course textbook, Webbased information which includes
self-assessment exercises and
videos of SEA experts, and a CD
which contains a series of lectures
with associated learning materials.
This course involves about 15 days’
work, and can be done at any time
in the 15-week period of the course.
It could count for CPD (Continuing
Professional Development) credits
and 20 CATS at M Level credits, for
those who want an academic
qualification.
The course includes structured
learning sessions, examples, and
access to a range of SEA reports
and case studies. It covers:

The course has run since 2001, but
the Web-based package was
extensively updated in 2009, a
second edition of the book involving
major revisions was published in
2010, and the lectures on the CD
are from 2011.
Three pieces of coursework must
be prepared to an acceptable
standard for the certificate. These
can be chosen from a range of
options. The course tutor can help
you choose the best package for
your needs.
It was nice being able to sit down [and get the
equivalent of classroom interaction from the CD]
at the weekend without having to have run up and
down the country adding to my carbon footprint.

The course tutor is Dr Riki Therivel.
Dr Therivel is a partner of the
sustainability consultancy LevettTherivel, a visiting professor at
Oxford Brookes University’s
Department of Planning, and a
commissioner with the Infrastructure
Planning Commission. She has
written three books and many
articles on SEA, including ‘SEA in
Action, 2nd edition’ which is the
basis for this course. She has run
training courses in many countries,
including Iran, Austria, Ghana and
New Zealand. She has advised many
local, regional and national authorities
on their SEA process. She is the
2003 recipient of the International
Association for Impact Assessment’s
award for individual contribution to
Impact Assessment on grounds of
her research and teaching.

Why you should choose Oxford Brookes University
The Department of Planning at Oxford Brookes University is the largest
centre of planning education and research in the UK. It has been a leader in
teaching, research and consultancy in Enviornmental Assessment for over a
decade. We hosted an Environmental Impact Assessment Forum of senior
practitioners from the private and public sectors. The recommendations of
this forum were submitted to the government for consideration in altering
the UK regulations in response to the amended EU Directive.
Within the Department, the Impact Assessment Unit (IAU) is a wellestablished centre for research and training in environmental impact
assessment (EIA) and strategic environmental assessment (SEA). It has an
international profile in leading edge studies of environmental assessment
and its application, such as recent work on climate change and resilience.
UK research assessment exercises have highlighted our work as being of
‘international standing’. Our clients, funders and partners include the
UNECE, EU, UK government and agencies, local government and the
commercial sector. Our expertise lies in strategic assessment and
sustainability appraisal; socio-economic impacts; climate change mitigation
and adaptation; screening, scoping and monitoring, and techniques such
as expert systems. We work across a range of sectors such as energy,
urban development, tourism and biodiversity. Current projects include
carbon accounting and EIA, and on-going energy infrastructure studies.
In addition to our array of popular short courses and CPD, the IAU is a
major centre for post-graduate study, at doctoral and masters level,
including the MSc/PgDip in Environmental Assessment and Management.
Recently we were ranked fifth in the UK in terms of ‘Research Power’
within UoA31 (Town and Country Planning) in the RAE 2008, and were
recognised as the first UK planning department to receive a 100% rating
for the quality of our academic provision.
