The Chairman Dr. Kamran Emami (Iran) circulated statistics of savings in US Land Highway Programme 19972012: (a) Examples of application of VE on US Army Corp of Engineers projects were presented. It was mentioned that with 50 years of experience in VE and a number of cases with saving from $ 1m to $ 61 m and (2% to 65% of the project cost.). Dr. Emami mentioned that the total saving of VE in Corps of Engineers was more than $ 5.3 Billion and 7000 engineers and managers attended VE training course in U.S. Army Corp. of Engineers. (b) VE resulted in a total saving of US$ 23 billion from projects worth US$ 374 billion. (c) All in all, for each US$ 1 spent in value, US$ 150 saving achieved on project. (d) A Value Story (example of VE in practice) video was shown to illustrate the concept of VE applied for a small household project (heat / fire detection equipment). (e) DVD on VE was distributed. TF-VE Minutes Item 2: Membership of the Task Force 2. Dr. Toshihiko Kuno (Agriculture) has been nominated by the Japanese National Committee of ICID (JNC-ICID) and his membership was accepted by the TF-VE. Mr. Suman Sijapati (Nepal) has been nominated by Nepal National Committee of ICID (NENCID) and his membership was accepted by the TF-VE. TF-VE Minutes Item 3: Internal Workshop of TF-VE at Gwangju , Korea in 2014 3. An Internal Workshop of TF-VE titled “Value Engineering Applications” was held on 18 September 2014 at Gwangju. The following presentations were made during the workshop: (a) Eng. Nor Hisham Mohd Ghazali (Malaysia) presented the Malaysian Experience in implementing Value Management: “Implementing value management for a flood mitigation project – Malaysian experience” 145 Minutes of the 65th IEC Meeting TF-VE Appendix XIX [PCTA Item 6.3] (b) Dr. Toshihiko Kuno presented the practice of VE in Japan: “VE practice in Japan” (c) Dr. Kamran Emami and Ir. Saeed Pourshahidi from Iran presented a value engineering case study in irrigation and drainage from Iran: “Value Engineering Change Proposal of Irrigation and Drainage Networks in Ramhormoz - Iran”. 4. The Chairman proposed a Seminar/Workshop on ‘Value Engineering’ to be held in conjunction with the 26th ERC in Montpellier, France in October 2015. TF-VE Minutes Item 4: Publication of the TF 5. The working group decided to finalize the Manual on Application of Value Engineering in Irrigation and Flood Projects by the end of the tenure in 2015. The manual would include case studies on irrigation, drainage and flood projects. Members were encouraged to contribute towards the draft of ‘Value engineering manual for irrigation and drainage projects’. The Chairman suggested that where VE terms differ, those used by SAVE International should be used to ensure consistency. The TF has revised its work plan as in Annex. TF-VE Minutes Item 5: Developing the Website 6. A number of documents and presentations on VE have already been uploaded on TF-website and the chairman encouraged the members to submit more relevant documents. The working group has prepared a DVD on Value Engineering as training material on VE with English subtitles. The DVDs have been distributed among all National Committees. Hopefully, the DVD will be made available to the irrigation experts in the member countries. TF-VE Minutes Item 6: Any other Business 7. Some of the observer from Malaysia where VE studies are legal requirement, have asked the WG to organize a workshop on Application of Value Engineering in Irrigation and Flood Projects in Malaysia. To a question from Hj.
