Workshop
This workshop will cover new and relevant TEA
updates, including an overview of the new and revised
TEKS for Agriculture, Food and Natural Resources.
Participants will gain information related to CTE
funding, the Carl D. Perkins CTE grant program,
teacher certification, instructional materials and other
topics related to conducting a quality career and
technical education program, with an emphasis on
agriculture education. This workshop will be an
expanded version of the information that is presented
by the State Director during the general session, and
will include an opportunity for questions and answers.

The revised CTE TEKS are scheduled to be
implemented in the 2017-2018 school year.

Amendments to the Foundation
High School Program
In April 2016, the SBOE approved amendments to the
Foundation High School Program graduation that update the
rules and make the following changes:
• Include Career Preparation I-II courses with the
career clusters from which the final course in a
coherent sequence for an endorsement may be
selected
• Allow a course to count as part of the set of four
courses for more than one endorsement

Process
•All existing CTE innovative courses will expire at
the end of the 2016-2017 academic year. This list is
available on the Innovative Courses webpage.
•All course owners of expiring innovative courses
have been notified and given the opportunity to
reapply by the end of summer 2016. If the course
owner chooses not to reapply, then any district
may choose to submit an application to reapply for
the expiring course.
•Some innovative courses have been added to the
revised CTE TEKS to be implemented in 2017-2018.
•Applications for new courses are accepted annually
by TEA; typically in late fall through the end of the
year.

CTE Certification Exam
Reimbursement
Texas Education Code, §29.190, authorizes TEA to
reimburse LEAs for student certification exams taken
and passed for a license or certificate.
Process
• LEAs submit a reimbursement request.
• Requests will be reimbursed on a first-come,
first-served basis until the end of the fiscal year or
the $500,000 allotment is expended.

Eligibility
• Certifications listed on the Perkins Program
Effectiveness Report (PER) are eligible for
reimbursement.
• Student must successfully complete a CTE
program related to the certification.
• Student must take and pass the certification
exam prior to July 31, 2016.
• One exam will be reimbursed per student, up to
$350 per exam.

required work experience must be approved by a certification officer
of an approved educator preparation program. (Statement of

Permits (SDTP) TEC §21.055
• SDTP is not the same as an emergency permit
• SDTP is a “local permit” option which allows a public school district to
employ an individual they deem is qualified to teach without being
certified and is not seeking state certification.
• SDTP is valid in the issuing school district only and remains valid for life
unless revoked for cause.
• Ineligible Individuals:
o Hold or previously held a valid Texas teaching certificate
o Have taken but have not passed a Texas teacher certification exam

Permits
◦ Recent changes
For Noncore Academic CTE teaching assignments only, House Bill 2205
transfers authority from the Commissioner of Education to the school
district board of trustees.
•
The statutes requires the district to send written notification to the
commissioner of education. The SDTP form on the website is used to
gather this information and must be submitted by email.
•
Noncore Academic CTE are courses that are not eligible to satisfy
foundation graduation course credit in math, science, language arts,
or social studies. Examples: automotive, welding, cosmetology.

• No state requirements for instructional time. This
is locally established.
• However, schools must ensure that “sufficient
time is provided for teachers to teach and
students to learn” all of the TEKS for a subject or
course.
• A variety of flexible instructional arrangements
and settings are permitted.

• Successful course completion is based on
demonstrated proficiency of the TEKS.
• Students may enroll in high school courses in
grades earlier than grade 9.

Additional Considerations
Dual credit courses:
• provide an opportunity for a student to earn high
school credit for a college course that provides
advanced academic instruction beyond, or in greater
depth than, the TEKS for the equivalent course; and
• may be offered in partnership with a state college or
university. A memorandum of understanding (MOU)
is required.

Program
Amendments to the Foundation High School Program
In April 2016, the SBOE approved amendments to the
Foundation High School Program graduation that
update the rules and make the following changes:
• Add a sequence requiring the completion of English I,
II, and III prior to taking the fourth advanced English
credit
• Add new Financial Mathematics course to advanced
courses that satisfy the third mathematics credit

• Eliminate the expiration of the provision allowing
Computer Science I, II, and III to satisfy the LOTE
graduation requirement
• Include Career Preparation I-II courses with the
career clusters from which the final course in a
coherent sequence for an endorsement may be
selected
• Allow a course to count as part of the set of four
courses for more than one endorsement

• Began with all 9th graders beginning with the
2014-2015 school year.
• Students who entered grade 9 prior to 2014-2015
have the choice of staying on their current high
school program (MHSP, RHSP, or DAP) or opting
over to the Foundation High School Program.
