No baseline measurements were made at your home in 2014. My first reaction to the measurements is that they are very high compared with similar measurements in that part of Scotland. I have attached various graphs from other wind farm applications to this memo to illustrate the point. The first set of graphs is from Assel. It can be seen that, even in the quiet day periods, the great majority of valid readings at low wind speeds are below 30dB. Looking at Keirs Hill next (red data are day time and blue are night) we can see that the levels are not quite as low as Assel but the majority of readings at low wind speeds is below 30dB. Turning now to Glenmount, with the exception of H1 and H2 the graphs are similar to Assel and Keirs Hill. As regards H1 and H2, these graphs are similar to all four sets of graphs at Linfairn – which are also attached for convenience. Noise levels are flat, similar day and night and between 30 and 40dB – with the Linfairn figures being slightly higher than Glenmount. The most likely reason for this is that both Glenmount H1 and H2 and all the Linfairn measurements are affected by water noise. If that is the case that raises a number of questions that are crucial to the assessment because if it is based on the curves in the application residents near the Linfairn development could be subject to significantly higher noise levels than those residents near to other wind farms in the area. Are the graphs representative of the noise levels at properties at all times of the year? Are the graphs representative of amenity areas that might be exposed to turbine noise but not water noise? Are the graphs representative of other properties in the area that might not have the same water noise? As regards the first bullet point the original measurements were made in late August and early September 2012 and the recent ones in late October and early November 2014. In the 2012 measurements there were many periods when the level was lower than 25dB – mostly at night but sometimes during the evening. Dick Bowdler Page 2 level at Linfairn between 0230 and 0630 varied between 24.4 and 25.9 with an average of 24.9dBA. On 29th October 2014 it averaged 34.9dB – exactly 10dB higher. I have chosen these nights because there was very little wind. Typically, on a night where there is little wind, there is an almost flat continuous noise level at each of the monitoring locations – as exemplified by this graph. Background Noise dBA 50 40 30 20 10 0 02:30:03 03:30:03 04:30:03 05:30:03 Time of Day If we look at some of the nights in the 2014 measurements when there is little wind we find that the average level between 0230 and 0630 was gradually reducing during the period of the 2014 measurements. This happened at all locations for example at Tairlaw it reduced from 37dB to 31dB – 6dB. So we know that the basic noise level can change by up to 6dB over a period of a few weeks and we also know that the noise level can be 10dB less than that made in October 2014. The answer to the first bullet point therefore is clearly therefore NO. The levels in the graphs are not representative of those at all times. As regards the second and third bullet points I cannot judge this without seeing and hearing the sites in detail again. It is my opinion that the reliability of the baseline measurements is seriously in question and that the applicant should address this in detail before any decision is made.
