Rule I - The Field
A. Dimensions: 1.The field of play should be
rectangular, Length (touch line): minimum 90
m (100 yards) - maximum 120 m (130 yards).
Width (goal line): minimum 45 m (50 yards) maximum 90 m (100 yards).
B. Markings:
1. All lines must be of the same width, which
must be not more than 12 cm (5 inches).
2. A halfway line shall be marked out across
the field.
3. The center mark is indicated at the midpoint
of the halfway line. A circle with a radius of
9.15 m (10 yards) is marked around it.
4. Corner arcs conform to FIFA - A quarter
circle with a radius of 1 m (1 yard) from each
corner flag post is drawn inside the field of
play.
5. Goal area: Two lines are drawn at right
angles to the goal line, 5.5 m (6 yards) from
the inside of each goalpost. These lines
extend into the field of play for a distance of
5.5 m (6 yards) and are joined by a line drawn
parallel with the goal line. The area bounded
by these lines and the goal line is the goal
area.
6. Penalty area: Two lines are drawn at right
angles to the goal line, 16.5 m (18 yards)
from the inside of each goalpost. These lines
extend into the field of play for a distance of
16.5 m (18 yards) and are joined by a line
drawn parallel with the goal line. The area
bounded by these lines and the goal line is
the penalty area. Within each penalty area,
a penalty mark is made 11 m (12 yards) from
the midpoint between the goalposts and
equidistant to them. An arc of a circle with a
radius of 9.15 m (10 yards) from the center
of each penalty mark is drawn outside the
penalty area.
C. Goals: A goal must be placed on the center
of each goal line. A goal consists of two
upright posts equidistant from the corner flag
posts and joined at the top by a horizontal
crossbar. The distance between the posts is
7.32 m (8 yards) and the distance from the
lower edge of the crossbar to the ground is
2.44 m (8 feet).
Rule 2 - The Ball Size 5.
Rule 3 – Number of Players
A. Maximum number of players on the field at
any one time is 11 including the goal keeper.
10 Field Players, 1 Goalkeeper.
B. Maximum number of players on the roster
should not exceed: 22.
C: The minimum number of players required
to begin the match and keep playing is
7 players, one of which must be the goal
keeper.
D. Substitutions: Players may be substituted
only during certain stopages of the game.
The number of substitutions shall be unlimited
unless the rules of a competition determine
otherwise. Substitutions may be made, with
the approval of the referee, at the following
times: a) Prior to a throw-in b) prior to a goal
kick c) after an injury d) at half-time e) before
the taking of a kick-off
E. Playing Time: Coaches should follow
playing time policy in the Challenge Rule
Book.
F. Teams and games may be co-ed. Except in
All-Girls League U13-U19.
G. Players with visible blood on their uniforms
or body must be substituted.
Rule 4 – Players’ Equipment Conform to
FIFA with the following exceptions:
A. Footwear: Tennis shoes or soft-cleated
soccer shoes.
B. Shin Guards: MANDATORY.
C: Numbers are required for U13-U19.
Number should be on the back of jersey, and
visible.
D: Jewelry: Players are not permitted
to wear any kind of jewelry (including
pierced earrings). Tape over earrings is
not acceptable. More detail can be found

Rule 5 - Referee
A. Registered referee/new referee program.
B. Parent/coach or assistant.
C. All rule infractions shall be briefly explained
to the offending player.
Rule 6 - Linesmen Recreation teams will be
assigned two neutral assistant referees, if
none are available can use club linesmen.
Rule 7 - Duration of the Game
A. The game shall be divided into 2 equal
halves of 35-minutes (U13-U14)/40-minutes
each(U16)/ 45-minutes(U18-U19).
B. Half-time break of 5-10 minutes.
Rule 8 – Start of Play Conform to FIFA with
the following exception: Opponent must be
outside the center circle while kick-off is in
progress.
Rule 9 - Ball In and Out of Play Conform to
FIFA.
A. If the whole ball passes over the line it is
out of bounds and should restart with a throwin for the other team.
Rule 10 - Method of Scoring
Conform to FIFA.
Rule 11 - Off-Sides Conform to FIFA.
Rule 12 - Fouls and Misconduct
Conform to FIFA.
Rule 13 - Free Kick Conform to FIFA with the
following exception:
A. Opponents must be 10 yards away before
kick is allowed.
Rule 14 - Penalty Kick Conform to FIFA with
the following exceptions:
A. Opponents must be 10 yards away before
kick is allowed.
B. Ball is placed and kick is taken 12 yards
from the goal line.
Rule 15 - Throw-In Conform to FIFA. Both
feet on the ground, ball is thrown-in from
behind the head.
Rule 16 - Goal Kick Conform to FIFA.
Rule 17 - Corner Kick Conform to FIFA with
the following exception:
A. Opponents must be 10 yards away from
the ball.
