RFP# 7290 Construction Manager at Risk with Guaranteed Maximum Price
for the St. Petersburg Municipal Pier Replacement Project (958-26)
Q1. Will the CM or it's consultants be allowed to self-perform portions of the construction
work if they submit a competitive bid and are deemed to provide the best value?
A1. If this inquiry refers to the subcontractor bids while the selected Construction Manager is
compiling the GMP, yes the CM can use their own resources to perform part of the work if their
resources are both qualified AND the lowest cost. However, the CM can perform no more than
10% of the total construction cost.
Q2. Please reference Part C Proposal Requirements, Section A. 3.H & Section B. Please
advise if it is acceptable to list projects completed within the last (7) years.
A2. Yes. This has been revised per Addendum 2.
Q3. Part C Proposal Requirements, Section A. 3.H requests (3) comparable projects,
while Section B – References is indicating (5) projects.
a. Please advise if the projects listed in Section A.3.H are the same
projects requested in Section B.
b. Please confirm the criteria will be changed to no less than (3) and no
more than (5) projects.
A3. The projects are not the same. A.3.H requests projects that have been performed by the
Project Executive, Construction Manager or Construction Superintendent while Section B References projects by the CM.
Q4. Part C Proposal Requirements Section D – It is unclear if the City of St. Petersburg is
requesting a rough order of magnitude to substantiate the costs submitted in Section D.
A schedule is not requested in the RFP. The concern is a company could list low rates,
which appear to be a good solution to the City, but the overall pre-construction costs
could be significantly higher since the number of hours are not quantified.
A4. List the hourly rates as requested.
Q5. Please advise if there is a PPQ (Past Performance Qualification) form the City would
like use for Section B. Will client feedback be gathered?
A5. No form is requested. References will be contacted.
Q6. Advise if there are SD’s or DD documents we can review prior to the technical
submission.
A6. Design has not started. No SD or DD documents available.
Q7. Please advise if a few pages can be 11x17 folded to fit within an 8 ½ x 11 binder?
Some elements of our proposal are legible only through 11x17.
A7. Yes.
Q8. Please advise if there is an order of importance when reviewing the proposal
requirements.
A8. No order of importance or relative weight is assigned to the requirements.
Q9. Please advise if the projects listed in Part C Proposal Requirements, Section A.2.b
are to be similar to this project or projects delivered as CMAR with GMP. Please provide
project criteria if not to be similar to the project referenced in this RFP.

A10. Part C Proposal Requirements, Section A.3. requests projects that have been performed

Q11. Part C Proposal Requirements Section B - References - Almost all marine type
projects (bridge and pier) are contracted as hard bid lump sum contracts. Would be
acceptable to include a few lump sum bid pier and bridge projects as part of our five
reference projects along with a few CMAR w/ GMP projects if the projects were
completed in the past 5 years and cost more than $10-million dollars?
A11. Per Addendum 2 CMs may provide their experience with over water construction,
regardless of method of delivery.
Q12. Part C Proposal Requirements Section C, Proposal, Item g. - Are the required safety
statistics to be based on all company employees (hourly & salary) or just salaried
employees?
A12. All employees.
Q13. Part C Proposal Requirements Section D – Cost, Are you interested in base hourly
rates, hourly rates with labor burden & fringe benefits or billing rates that include a fee?
A13. Billing rates.
Q14. Can you please release an electronic copy of the Architects conceptual in the Rhino
3-D format for use in preparation of our proposal response.
A14. Addendum 2 included the FTP site for the consulting designer, Michael Maltzan.
Q15. Part A Scope of Services, paragraph 3 Scope; first paragraph, second sentence
provides: “All CMs must be licensed to practice as general contractors in the State of
Florida pursuant to Chapter 489 Florida Statutes by the submittal date for proposals.”
As we would believe that the City of St. Petersburg would strongly encourage teaming
between capable construction managers for large complex projects including the Pier
Replacement Project, we suggest that there be additional language introduced via
addendum that would clarify that Joint Venture arrangements are allowed whereas one
or more or all of the Construction Managers included within the JV CMR Offeror be
licensed to practice as a general contractor in the State of Florida pursuit to Chapter 489
Florida Statutes by the submittal date for proposals.
A15: All CMs, including Joint Ventures must be licensed to practice as general contractors in the
State of Florida pursuant to Chapter 489 Florida Statutes by the submittal date for proposals.
