Maine has been producing paper for nearly three centuries. In 1880, there were fewer than two dozen paper mills in the state. By 1906,
there were 100+ pulp and paper mills. Some of the largest pulp/paper plants, biggest companies, and most expansive corporate
th
landowners in the world were forged in Maine. In the mid 20 century, many companies merged or sold out. By the 1970s, the paper
industry was again undergoing massive shifts. Vertically integrated corporations were broken up, mills were sold to foreign investors,
workers were forced to strike, and millions of acres of forest were dumped at fire sale prices. From 1980 to 2014, over half of Maineʼs
remaining 25 paper mills (see below) were shuttered, most others were struggling, thousands of mill and woods workers lost their jobs,
and mill towns were economically devastated. These shifts underscore the urgency of reducing over-reliance on the paper industry.
