Planning Board Authority & Role: DRMC Section 12-18 requires conducting a public hearing on the proposed rules and regulations (or amendments) before the CPD Manager’s final action to approve or deny. Per DRMC Section 12-45, Planning Board shall undertake such investigations, studies, reports, and similar evaluations, as may be requested by the manager, and, related thereto, conduct public meetings and advise the manager as to policy options and proposed courses of actions. II. Scope of the Project The Broadway Station Development Urban Design Standards and Guidelines are an amendment to and restatement of the Cherokee Redevelopment of the Former Gates Rubber Factory Urban Design Standards and Guidelines, originally adopted in 2005. This effort was undertaken to be directly responsive to the recently adopted I-25 & Broadway Station Area Plan and the recommendations contained within it. The Station Area Plan specifically calls for the development of Urban Design Standards and Guidelines as a priority implementation item to realize the Plan’s vision. The existing Cherokee Redevelopment of the Former Gates Rubber Factory Urban Design Standards and Guidelines were developed and adopted without the policy guidance from a community-driven guiding small area plan, and therefore do not implement the adopted vision for the I-25 and Broadway station area. In addition to renaming the document, the proposed amendment and restatement redefines the Area of Applicability and will allow for continued application of the Urban Design Standards and Guidelines over time. The document includes intent statements and design standards and guidelines for a variety of topic areas including site design, building design, landscape and open space design, and signage. III. Summary of Legal Notice, Public Outreach and Public Comment Notice of this hearing was provided as stated in DRMC Section 12-18 Rule Making: • Publication of the notice in the official city newspaper (The Daily Journal) • Publication and notification to Registered Neighborhood Organizations sent 20 days prior to the public hearing. • Copies of the document were available at CPD and electronically via the City website. In addition, Broadway Station Partners convened a Broadway Station Technical Advisory Committee (BSTAC) composed of a diverse range of stakeholders to guide and vet the drafting of the amendments to and restatement of the Broadway Station Urban Design Standards and Guidelines. Included in this packet is a copy of an email of comments that have been received from the public, as well as a summary of redlines that have been made in response to that public input, as well as further City review, since the Public Review Draft was made available on May 26, 2016. IV. Staff Recommendation Community Planning and Development has reviewed the proposed amendments to and restatement of the Broadway Station Development Urban Design Standards and Guidelines, and Staff finds that the Standards and Guidelines, as presented, provide a complete and thorough framework that will ensure a successful and consistent design review process for our applicants and contains all of the required topics for the document. As such, CPD recommends that Planning Board recommend to the CPD Manager approval of the amendments to and restatement of the Broadway Station Development Urban Design Standards and Guidelines as presented in the Planning Board Review Draft on June 15, 2016.
