June 30, 1997 Meeting Minutes

Administrative Items
The Regional Pricing Working Group (RPWG) meeting began at 10:01 a.m. RPWG
members present were Dick Dixon (WERE) and proxy for Steve Ferry (STJO), Ricky
Bittle (AREC), Joe Harsoe as proxy for Richard Ingersoll (ENRON), David McNabb
(AECI), Marvin Carraway (CLWL), Chuck Liebold as proxy for Huntis Dittmar (SRGT),
John Gunesch (OKGE), James Armke (CESW), Bill Dowling (MIDW), John Eichelmann
as proxy for David Hudson (SWPS), John Hurstell (ENTR), Scott Helyer (Tenasca),
Rod Nefsky (CLECO), Dan Jewell as proxy for Vic Elmer (CAJUN) and Nick Brown
(SPP). Steve Dottheim (MOPUC) could not attend. Others in attendance were Mike
Small (SPP), Narinder Saini (ENTR), Mel Perkins (OKGE), Leon Howell (OKGE),
Sterling Taylor (CESW), John Eichelmann (SWPS), Jim Sherwood (SWPA), Bill Phillips
(SPP), Tom Mallinger (SPP), and Pat Bourne (SPP).
Dick Dixon asked if there were any necessary modifications to the minutes of the of the
May 23, or June 9, 1997 meetings. Marvin Carraway motioned and Bill Dowling
seconded that these minutes be approval as originally distributed. This motion passed
unopposed.
Issue Discussion & Resolution
At this point, Nick Brown began discussion of issues and the RPWG reached resolution
agreement on the following issues:
• Credit worthiness for members will be handled through letters and an adjustment to
the working capitol fund. Non-members will have a deposit requirement. No waiver
will be allowed to service of a week or greater. Bad debt will be handled through an
adjustment to the Schedule 1 charges.
• Transactions under the tariff will be allowed between members and non-members.
These transactions will be charged an additional 1 mil per kWh. Departure from
MAPP’s method was based on a) open access avoids FERC battle, b) provides
more open generation business, c) levelizes field between members, d) simpler to
administer, and e) provides incentive for MAPP to move toward open access.
• A regional incremental loss factor matrix will be applied to individual transmission
provider loss rates. For any given hour, positive impacts will be netted with negative
impacts to the extent that the end result is no less than zero.
• Grandfathering of transactions will carry the same meaning as FERC’s definition.
• The rate calculation will be for a firm rate based on MW-Mile base case impacts per
voltage level. The basis for a non-firm rate will be decided at the next meeting.
• The Security Working Group will develop details of the transmission reservation and
scheduling process for review by the Regional Pricing Working Group. Notice of
applicable meetings will be distributed to the Regional Pricing Working Group.

Nick then summarized the resulting assignments:
• Nick Brown will publish and distribute meeting minutes as soon as possible.
• Pat Bourne will continue to work with individual members on the resolution of minor
issue details.
• Pat Bourne will update the issue matrix based on resolved issues and additional
issues and distribute a next version no later than July 17, a.m.
• Mike Small will update the draft tariff based on resolved issues and distribute a next
version no later than July 17, a.m.
Future Meetings
The next meeting of the RPWG will be on Tuesday, July 22 at the Dallas/Ft. Worth
Airport Hyatt Hotel from 10:00 a.m. until 4:30 p.m.

With no further time, Dick Dixon adjourned the meeting at 4:21 p.m.
