USAID Firms Project Develop IEE Reports and Obtain a NoC from Khyber Pakhtunkhwa EPA for Peach Pulping Unit Work Plan Level 11360, Action 7151, SOW 2212 Scope of Work Summary: The USAID Firms Project requires the services of a consultant to develop the Initial Environmental Examination (IEE) Report of the Peach Pulping Unit and obtain a No Objection Certificate (NoC) from the Khyber Pakhtunkhwa Environmental Protection Agency (KP EPA) situated in Peshawar, for the USAID Firm’s Project Peach Pulping Sector. 1. Position Title& Department: IEE Consultant – Environmental Compliance 2. General Summary: The Swat District produces 44 percent of Pakistan’s peaches, which amounts to 76 percent of KP’s total peach production. The primary and highest value product is fresh peaches as a table fruit (Grade A). However,the peach sector suffers from 40 percent post-harvest losses annually. Much of the produce is not of sufficient quality (Grade C and D) for sale in the fresh fruit market. One of the main constraints to economic growth of the sector is lack of availability of pulping units to utilize low quality peaches for pulp processing. The reduction in postharvest losses can be achieved by utilizing fragile and shorter shelf life peach fruit for value addition purposes. C and D grade peaches are ideally used to produce peach pulp for jams, jellies and juices. Establishing and upgrading such pulping units will bring market diversity to the peach sector with improved prices for growers. USAID Firms Project is providing in-kind support to one peach pulping unit through provision of pulping equipment and machinery, provision of technical assistance, and conducting trainings for the production staff of the pulping unit. The pulping unit will contribute by upgrading infrastructure of the unit to house the new equipment and meet environmental standards. 3. Objective of the Consultancy: TA Objective: Develop IEE report for the Peach Pulping Unit for submission to Khyber Pakhtunkhwa EPA and acquire a No Objection Certificate (NoC) USAID Environmental Compliance procedures require every proposed activity/project to be fully compliant with host country environmental laws and regulations. As per Section 12 of Pakistan Environmental Protection Act 1997, ‘No proponent of a project shall commence construction or operation unless he has filed with the Federal Agency an initial environmental examination.’ Moreover, according to the provisions of Review of IEE/EIA Regulations 2000, the pulping activity falls under the category Schedule I(C)(2) for food processing projects requiring an IEE to be filed with the Federal Agency. Therefore, the objective of this consultancy is to develop IEE report for the peach pulping unit and obtain a No Objection Certificate from Khyber Pakhtunkhwa Environmental Protection Agency in assigned time. This will help the project produce relevant information against project performance indicators. 4. Principal Duties & Responsibilities: The agreement covers one peach pulping unit. For the survey part, the consultant will be required to conduct preassessment of the peach pulping facility and collect and analyze the data regarding environmental and social compliances. The study will also require the consultant to meet and coordinate with the relevant project personnel in the Swat, Islamabad and Lahore offices of USAID Firms Project, relevant government officials and stakeholders of the pulping unit. 5. Specific Tasks of the Consultant: The successful individual/firm shall read, but not be limited to, the following materials related to fully understand the work specified under this consultancy: SOW for STTA for Obtaining NoCs from EPA Page 2 of 6 1. Meeting minutes of the peach pulping stakeholder meetings held in Swat 2. Firms Presentation on Peach Sector 3. Firms Work plan on Peach Sector After studying the material, the consultant is required to perform the following tasks: 1. Visit site and conduct a survey of the pulping unit in Mingora, Swat; carry out assessments of the environmental situation and geographic location of the site 2. Monitor all quality standards that are of significant importance for developing the IEE and ensure compliance as per the Pakistan Environmental Protection Act 1997 (PEPA 1997) and National Environmental Quality Standards 2000 (NEQS 2000) 3. Take pictures of the specific site and provide descriptions/captions for each picture and provide to Project staff on a CD-R. 4. Collect all relevant documents from the stakeholder and provide technical support to ensure successful completion of these documents for completing the report and meeting all IEE requirements 5. Collect IEE review fees from USAID Firms Project for submission to KP EPA; after submission of fees, the deposit slip shall be handed over to relevant project staff 6. Complete all necessary documents, such as, affidavits, lab tests and environmental mitigation and monitoring plans in order to finalize the IEE 7. Complete EMMP and IEE of the pulping unit and submit these to the relevant project staff for review and finalization. The consultant may also be required to give a presentation (if necessary) 8. Once project staff reviews and finalizes the report, the consultant will be required to submit the report to the KP EPA for further processing. The consultant will also be required to submit 10 hard copies and 2 soft copies of IEE report to KP EPA and share a soft copy with USAID Firms Project staff 9. Liaise with the KP EPA and reply to any queries that may surface and put forth by the EPA regarding the IEE in a timely manner. 10. Fulfill any other requirements that are needed to successfully obtain environmental approval from KP EPA 11. Obtain the NoC within the assigned time and submit it to the USAID Firms project 6. Masters in Environmental Science/Environmental Management and any other relevant degree Five years of professional work experience, particularly in developing IEEs, EMMP and EIA Experience with Govt. department related to EPAs would be preferred Excellent written and verbal communication skills Ability to speak English, Urdu and preferably Pushto languages Understanding of fruit pulping processes preferred Duty Station and Working Hours: The consultant will be based out of the Islamabad office and will be required to travel to Swat as required,the costs of which will be paid for by the project. This is a deliverable-based assignment and, depending on the workload and pressing deadlines, the consultant may be required to work for extended periods and/or over the weekends to complete all deliverables on schedule. 8. Reporting Line: It is the duty of the consultant to report to the M&E team lead, Shahzad Tahir or his designated staff. S/he will work closely with the Peach Sector Team Lead, Director of the Islamabad Office and the Environmental Compliance Specialist. 9. Duration of the Assignment: This assignment is planned to take place as per a start date of on or around September 15, 2013 and end date of on or around October 15, 2013 hereto for a total of 7 days level of effort (LoE), including travel days.
