EXPRESSION OF INTEREST (EOI) - KNBS/EOI/7/2014-2015
CONSULTANCY SERVICES TO CONDUCT VALUATION AND TAGGING OF ASSETS
A. BACKGROUND
The KNBS (KNBS) is a Semi-Autonomous Government Agency mandated under the Statistics
Act, 2006, of the Laws of Kenya to collate, analyze and disseminate official statistics in addition
to supervision and co-ordination of the National Statistical System in the country.
In order to achieve its mandate, the Bureau seeks an Expression of Interest (EOI) from qualified
valuer’s to undertake the assignment for its assets in its KNBS offices- Headquarters (Herufi
House), Nyayo House, Bima House and the County Offices.
B. PURPOSES OF THE ASSIGNMENT
The objective of the consulting assignment is to assist the Bureau:
 Have the most updated asset values in line with the current Bureau’s policy
 Have an updated Fixed Assets Register
 Determine and establish the current market values of the Bureau’s assets.
 Identify obsolete /and or disposable assets
The consultant will undertake the valuation of all movable and immovable assets, and this will
specifically include locating, identifying, marking/tagging and valuing all assets and prepare a
computerized asset register.
C. SCOPE OF WORK
a. Locate and identify all assets belonging to KNBS, held at the headquarters, and in all the
County and sub-county offices
b. Legibly label/tag all the assets with aluminum bar - coded tags
c. Identify the location of all assets
d. Value all assets identified.
e. Give the conditions of the assets – whether obsolete or serviceable
f. Prepare a fixed asset register indicating the following: Asset location, Asset code
number, Room number, Asset class per the Bureau’s Asset
g. Classification Categories – Computer Hardware & Software’s, Furniture & Fittings,
Motor Vehicles, Land & Buildings and Plant & Equipment
The exercise is expected to be completed within three (3) months. The assignment will be
undertaken at the KNBS Headquarters (Herufi House), Nyayo House, Bima House and the
County and sub-County offices as detailed below:1

The following criteria will be used in the evaluation for all interested potential tenderers.
D. EVALUATION CRITERIA

Mandatory Requirements
The tenderer must provide the following information and/or copies of the
following documents:i. Certified copy of Certificate of Registration/Incorporation
ii. Certified copy of PIN Certificate
iii. Certified copy of VAT Certificate
iv.
Certified copy of Valid Certificate of Tax Compliance
v.
Valid certification from the Institute of Surveyors of Kenya (ISK) or any other relevant
professional body

Audited Financial Accounts for 3 years (2012, 2013, 2014)

Valid Trade license

Evidence of Relevant Experience in carrying out similar assignment within the last
3years (Attach at least 3No. of LPOs/LSOs/ Contracts documents for the same)

NB: Bids that do not meet all the above mandatory requirements will be declared non
responsive and shall not be evaluated further.
