SUMMARY: HLM Associates (www.hlma.net) is currently seeking a full time
Communications Security (COMSEC) Manager to support a Department of State
(DoS) Bureau of Information Resource Management (IRM) program. This position is
immediately available as part of a funded, ongoing contract and is based in Springfield,
VA. Minimum required qualifications include 8 years’ experience in directing and
managing a team of COMSEC professionals and 10 years of COMSEC custodian
experience with at least 5 years at a 6-digit National level COMSEC account. Reporting
channels include Prime Contractor PM, Customer and HLM Associates’ management.

FULL DESCRIPTION:
HLM Associates is currently seeking a talented, experienced individual to join our
growing company. The successful candidate will function as the Communications
Security (COMSEC) Manager (full time) to support a Department of State (DoS)
Bureau of Information Resource Management (IRM) program. This program provides
transparent, interconnected systems and security supporting the DoS in successfully
carrying out its U.S. foreign policy mission. IRM provides enterprise architecture design,
engineering, operations and maintenance support services for desktops, servers,
networks, firewalls, and enterprise applications across the Department. Program is named
"Vanguard 2.2.1" and is an IT consolidation consisting of the Department's servers,
mainframes, network devices, network perimeter, anti-virus engineering, public key
infrastructure (PKI)/biometrics/encryption, monitoring tools, telephony, mobile
computing platform, virtual environment, and enclave design/security engineering.
This is a management position within the Vanguard program’s Service Management
Operations (SMO), acting as a COMSEC line manager with oversight and management
responsibilities across the following functional areas: Electronic Key Management
System (EKMS), COMSEC Auditors, Inline Network Encryption (INE), Physical Vault
Operations and Secure Voice.
Additionally, the successful candidate will be required to be an active, creative, eager,
and resourceful contributor to the successful growth of HLM Associates. This person
must be motivated to take on wide ranging tasks that may go beyond one’s current
experience, as well as actively pursue new company opportunities.

The position will be based in the Springfield, VA. Reporting channels include Prime
Contractor PM, Customer and HLM Associates’ management.
Job Roles and Responsibilities: The COMSEC Manager will perform the following
tasks (though not limited to the following):

Direct and coordinate the efforts of a team of COMSEC professionals dispersed
over several customer locations in the Metropolitan Washington area.
Support the EKMS key generation and management workflow process using
key processor applications, such as Common UAS Application, and COMSEC
Account Records and Distribution System (CARDS).
Oversee and manage the key inventory process to include distribution, tracking,
and destruction of keys to Tier 3 key processor devices in the field such as
Really Simple Key Loader (RASKL) and secure data transfer devices (DTD)
including the Sypris KIK-20 Secure DTD2000 System (SDS).
Support troubleshooting of key processor devices utilized within the keying
process, such as RASKL, Sypris SDS, General Dynamics vIPer, Group
Technology AN/CYZ-10(v3) DTD.
Oversee the management of Physical Vault operations.
Manage and direct the operations and maintenance of secure voice and data
devices (vIPers, Taclanes, etc.).
Maintain standard operating procedures and concept of operations in order to
ensure conformance adhering to national policies relating to protection of
cryptographic material, including two-party integrity.
Oversee the shipment and receipt of controlled equipment.
Ensure successful timely completion of Department of State audit reports using
the DOS messaging program SMART.
Interact with key customers.
Supervisory Responsibility: Yes.
Work Environment: Work is regularly performed in a combination of office and shop
environments and is regularly exposed to dust, odors, oil, fumes and noise. The physical

Position Type/Expected Hours of Work: This is a full-time position. Standard days
and hours of work are Monday through Friday, 8:30 a.m. to 5 p.m. However, the position
requires overnight on-call duty and the ability to work during non-standard hours when
the need arises.

8 years’ experience in directing and managing a team of COMSEC professionals
Ability to collaborate effectively with both client and colleagues, and excellent
written and oral communications
Extensive experience with the following applications: web-based applications,
Microsoft Office software such as Outlook and Remedy Help Desk Ticket Tracker
Familiarity with shipping classified or confidential materials
Certification as a local management device/key processor (LMD/KP) operator from
an accredited training facility
Certification as a COMSEC custodian from an accredited training facility
Hands-on LMD/KP experience
Common User Application System (CUAS) experience desired
10 years of COMSEC custodian experience with at least 5 years at a 6-digit Nationallevel COMSEC account
Familiarity with Local COMSEC Management Software (LCMS)
Experience working in a Central Office of Records (COR) operation
Knowledge of the keying and operations of the following equipment: TACLANE
family, Secure DTD2000 System (SDS), AN/CYZ10 (v3) DTD, RASKL, vIPer
Secure Phone, OMNI, KIV-7M, and AN/PRC-117G
Knowledge of Black Key Distribution methodology and KMI
Preferred Education and Experience:

Familiarity with DoS environment (data and voice networks, IT security systems,
policies and procedures), Foreign Affairs Handbooks (FAHs), Foreign Affairs
Manuals (FAMs) preferred
