The Nairobi City County Public Service Board (NCPSB) invites applications from suitably qualified candidates to fill the following
vacant positions.
CHIEF OFFICERS, JOB GROUP ‘S’ (3 POSTS)
Terms of Service: Contract
Remuneration
Salary Scale:
Kshs.120, 270 – Kshs.180,660 p.m.
House Allowance:

1.
COUNTY ATTORNEY, JG ‘S’ (1 POST)
Requirements for Appointment
Served for at least 10 years at a senior management level in the legal field either in the public or private sector or be a practicing
advocate of similar experience;
(i)
A Bachelor of Laws degree (LLB) from a recognized university;
(ii)
A Postgraduate Diploma in Legal Studies from the Council of Legal Education and be admitted as an advocate of the
High Court of Kenya with a current practicing certificate;
(iii)
A relevant Master’s degree from a recognized university; and
(iv)
Demonstrated managerial, administrative and professional competence in work performance.
Duties and Responsibilities
The officer will be answerable to the Governor for the overall review, formulation and implementation of legal policies in the
mandate areas of the County. Specific duties and responsibilities include:
(i)
Initiating policy research, formulation, development and reform;
(ii)
Advising the County Executive on all legal and constitutional issues, including contracts and legislative matters;
(iii)
Coordinating and facilitating research on legal issues;
(iv)
Drafting bills and reviewing legal documents/instruments;
(v)
Ensuring compliance with national, regional and international legal documents/instruments;
(vi)
Ensuring compliance with principles and values of good governance, human rights, transparency, accountability,
ethics and integrity;
(vii)
Liaising with other Government Agencies on legal issues;
(viii)
Overall supervision, training and development of staff in the department;
(ix)
Advise on the negotiation, drafting, vetting and interpretation of documents, agreements and memoranda of
understanding, treaties for and on behalf of the County Government and its agencies;
(x)
Be responsible for assignment of briefs to legal counsel representing the County Government in cases;
(xi)
Shall represent the County Government in court in any legal proceedings to which the County Government is a party
or has interest;
(xii)
Shall be responsible for advising the County Government on all matters relating to the Constitution;
(xiii)
Shall identify strategic priority areas that require law reform within the county and in national legislation and
undertake activities in that regard; and
(xiv)
Shall perform any other functions conferred on the office by an Act of County Assembly or by the Governor or as may
be necessary for the effective discharge of the duties and the exercise of the powers of the County Attorney.
2.
CHIEF OFFICER, INFORMATION, COMMUNICATION AND E-GOVERNMENT, JOB GROUP ‘S’ (1 POST)
Requirements for Appointment
(i)
At least 10 years working experience of which 5 years must be at management level;
(ii)
A Bachelor of Science Degree in Computer Science/Information Communication Technology or Electrical Engineering
from a recognized university;
(iii)
A Master’s degree in ICT or any other ICT related discipline from a recognized university;
(iv)
Wide professional experience in Information Communication Technology (ICT) policies and
E-Government strategy development, implementation, monitoring and evaluation;
(v)
Demonstrated managerial, administrative and professional competence in work performance; and
(vi)
A thorough understanding of the County goals and objectives and the ability to interpret and apply them to the
computing management concepts.
Duties and Responsibilities
The Chief Officer shall be authorized officer in respect of exercise of delegated powers and shall be responsible to the County
Executive Member, Information Communication and E-Government for:
(i)
The administrative duties of the Department;
(ii)
Implementation of policies and development plans;
(iii)
Formulate and implement effective programs to attain Vision 2030 and sector goals;
(iv)
Promote national values and principles of governance and values and principles of public service referred to in Articles
10 and 232 of the Constitution of Kenya 2010;
(v)
Drawing up IT plans for implementation;
(vi)
Providing guidelines and advise to ICT project managers;
(vii)
Developing and updating application systems; and
(viii)
Providing periodic review of projects systems and procedures and recommending improvements to ensure
improvement of ICT in the County.
3.
CHIEF OFFICER, DECENTRALIZED UNITS, JOB GROUP ‘S’ (1 POST)
Requirements for Appointment
For appointment to this position, a candidate must:(i)
Have at least 10 years’ experience in management at a senior level in the public service;
(ii)
Have a Bachelor’s Degree in Social Sciences from a university recognized in Kenya;
(iii)
Have a Master’s Degree in Public Administration, Business Administration, Public Policy/ Human Resource
Management/ Development Management/ Strategic Management, Economics or equivalent qualifications from a
university recognized in Kenya;
(iv)
Be computer literate;
(v)
Be conversant with the constitution of Kenya, the County Governments Act and other relevant Devolution laws;
(vi)
Have excellent interpersonal, communication and report writing skills; and
(vii)
Proven merit and ability as reflected in work performance and results.
Duties and Responsibilities
(i)
Advice the County Executive on all issues of Decentralization of County services;
(ii)
Steering the County in devolving its services to the grassroots/village level as envisaged in Kenyan Constitution 2010
and county strategic plan;
(iii)
Coordination of staff in the decentralized units;
(iv)
Ensuring an efficient customer care service in the County’s decentralized units;
(v)
Assist in ensuring compliance with the National values and principles of good governance as outlined in article 10 and
232 of the constitution of Kenya; and
(vi)
Perform any other duty that may be assigned from time to time.

DIRECTOR, LEGAL SERVICES (CIVIL AND CRIMINAL LITIGATION), JG ‘R’ (1 POST)
Requirements for Appointment
i)
Served for at least 10 years at a senior management level in the legal field either in the public service or private
sector or be a practicing advocate with similar experience;
ii)
A Bachelor of Laws degree (LLB) from a recognized university;
iii)

The officer will be answerable to the County Attorney for the overall coordination of civil and criminal litigation. Specific duties
and responsibilities include:
i)
Advising on civil and criminal litigation;

Coordinating and facilitating research on legal issues;
iii)
Analyzing research data and compiling reports;
iv)
Ensuring compliance with national, regional and international legal documents/instruments;
v)

Requirements for Appointment
i)
Served for at least 10 years at a senior management level in the legal field either in the public service or private
sector or be a practicing advocate with similar experience;
ii)
A Bachelor of Laws degree (LLB) from a recognized university;
iii)
A Postgraduate Diploma in Legal Studies from the Council of Legal Education and be admitted as an advocate of
the High Court of Kenya with a current practicing certificate;
iv)
Postgraduate Certificate in Legal Drafting;
v)
A relevant Master’s degree from a recognized university; and

Duties and Responsibilities
The officer will be answerable to the County Attorney for the overall coordination of legislative drafting, contract negotiations,
conveyance and implementation of legal policies in the mandate areas of the County. Specific duties and responsibilities include:
i)
Advising on legal policy issues, drafting bills and other legal documents;
ii)
Preparing preliminary legal documents;
iii)
Reviewing legal documents/instruments;
iv)
Preparing contract documents and initiating contract negotiations;
v)
Preparing legal opinions and undertaking law reviews;
vi)
Ensuring compliance with national, regional and international legal documents/instruments;
vii)
Ensuring compliance with principles and values of good governance, human rights, transparency,
accountability, ethics and integrity;
viii)
Preparing conveyance documents; and
ix)
Advising on property rights.
6.
DIRECTOR ADMINISTRATION, DECENTRALIZED UNITS, JOB GROUP ‘R’ (1 POST)
Requirements for Appointment
For appointment to this position, a candidate must:(i)
Have at least 10 years’ experience in management at a senior level in the public service;
(ii)
Have a Bachelor’s Degree in Social Sciences from a university recognized in Kenya;
(iii)
Have a Master’s Degree in Public Administration, Business Administration, Public Policy/ Human Resource
Management/ Development Management/ Strategic Management, Economics or equivalent qualifications from a
university recognized in Kenya;
(iv)

(ii)
Have a Bachelor’s degree in Social Sciences or Equivalent from a recognized institution;
(iii)
Have a Master’s degree in a relevant field from a recognized institution;
(iv)
Have a certificate in strategic leadership development programme or equivalent and relevant course from a
recognized institution;
(v)
Have proficiency in computer applications;
(vi)
Be conversant with Government protocols and etiquette;
(vii)
Have excellent interpersonal, communication and minutes writing skills; and
(viii)
Have proven merit and ability as reflected in work performance and results.
Duties and Responsibilities
The Director in charge of County Administrative Services will be responsible to the County Secretary for the following:
(i)
Planning, coordinating and directing a broad range of services including office allocation, fleet management and
hospitality management;
(ii)
Recommending procedures to help improve operations at the County Headquarters;
(iii)
Overseeing the maintenance and repair of County buildings and fleet;
(iv)
Ensuring that office facilities meet environmental, health security and operational standards and comply with
regulations;
(v)
Implementation of policies and development plans relating to the department; and
(vi)
Ensure prudence in the use of allocated funds.
8.
DIRECTOR, INFORMATION COMMUNICATION TECHNOLOGY (ICT), JG ‘R’ (1POST)
Requirement for Appointment
For appointment to this position, a candidate must have:
(i)
At least 10 years working experience of which 5 years must be at management level;
(ii)
A Bachelor of Science Degree in Computer Science/Information Communication Technology or Electrical Engineering
from a recognized university;
(iii)
A Master’s degree in ICT or any other ICT related discipline from a recognized university;
(iv)
Wide professional experience in Information Communication Technology (ICT) policies and
(v)
(vi)
E-Government strategy development, implementation, monitoring and evaluation;
Demonstrated managerial, administrative and professional competence in work performance; and
A thorough understanding of the County goals and objectives and the ability to interpret and apply them to the
computing management concepts.
Duties and Responsibilities
(i)
Overall in charge of designing, configuring, installation and maintenance of ICT systems in the county;
(ii)
Initiating policy review and updating of existing regulations or computing management;
(iii)
Drawing up computer specifications for equipment and services;
(iv)
Drawing up IT plans for implementation;
(v)
Providing guidelines and advise to ICT project managers;
(vi)
Developing and updating application systems; and
(vii)
Providing periodic review of projects systems and procedures and recommending improvements to ensure
improvement of ICT in the County.
9.
DIRECTOR, URBAN PLANNING, JG ‘R’ (1 POST)
Requirement for Appointment
For appointment to this position, a candidate must have:
(i)
At least 10 years working experience of which 5 years must be at management level;
(ii)
Must be a holder of Master’s Degree in Urban Planning from a recognized university;
(iii)
Be registered with Kenya Planners Registration Board and full member of Kenya Institute of Planners/Architectural
Association (Planning Chapter);
(iv)
Attended a Strategic Leadership Development Programme in a recognized institution;
(v)
Demonstrated a clear understanding of National Development Policies, Goals and Objectives and ability to integrate
them into County Programmes; and
(vi)
Have demonstrated professional competence in work performance and results.
Duties and Responsibilities
Head of Urban Planning Department
(i)
Provide Strategic direction on all work in the department;
(ii)
Undertake urban research and studies and management of information to monitor urban development trends;
(iii)
Preparation of short and long term urban development policies, strategies, guidelines and interventions;
(iv)
Monitoring and advice on city growth and developments with respect to land use/zoning;
(v)
Ensure conformance with the County’s development control policies and guidelines;
(vi)
Promote Urban Design as a means of creating environmentally sustainable city; and
(vii)
Any other work as may be assigned.

10. DEPUTY DIRECTOR, COUNTY EXECUTIVE COMMITTEE SECRETARIAT, JG ‘Q’ (1 POST)
Requirements for Appointment
For appointment to this position, a candidate must:
(i)
Be a Kenyan Citizen;
(ii)
Have at least 7 years working experience of which 3 years must be at management level;
(iii)
Have a Bachelor’s degree in Social Science or related area from a recognized institution;
(iv)
Have a Master’s degree in a relevant field from a recognized institution;
(v)
Have a certificate in strategic leadership development programme or equivalent and relevant course from a
recognized institution;
(vi)

The Deputy Director in charge of CEC Secretariat will be responsible to the County Secretary for the following:

Custody and maintenance of County Executive Committee documents;
(ii)
Assist in preparation of agenda for County Executive Committee meetings;
(iii)
Assist in preparation of Executive briefs of County Executive Memoranda;
(iv)
Monitoring meetings of Sub-Committees of the County Executive Committee;
(v)
Dissemination of County Executive Committee documents to the Executive Committee members;
(vi)
Dissemination of County Executive Committee decisions; and
(vii)
Monitoring implementation of County Executive Committee decisions and resolutions.
11. DEPUTY BOARD SECRETARY/LEGAL OFFICER (COUNTY PUBLIC SERVICE BOARD(CPSB) JG ‘Q’ (1 POST)
Terms of Service: Contract
Requirements for Appointment
(i)
Be a Kenyan citizen;
(ii)
Have a working experience of not less than seven (7) years in the public service or private sector or be a practicing
advocate of similar experience;
(iii)
A Bachelor of Laws degree (LLB) from a recognized University;
(iv)
A Postgraduate Diploma in Legal Studies from the Council of Legal Education and be admitted as an advocate of
the High Court of Kenya with a current practicing certificate;
(v)
Be a certified public secretary of good professional standing; and
(vi)
Demonstrable proficiency in Computer.
Duties and Responsibilities
The officer will be answerable to the Board Secretary with the following specific duties and responsibilities:
(i)
Organize and Coordinate Board meetings and Board Committee meetings;
(ii)
Maintain and distribute accurate minutes of the Board meetings/Committee meetings to the members;
(iii)
Proactively guide the Board on all legal matters affecting its functions;
(iv)
Ensure adherence and compliance to legislation, including subsidiary legislation in the form of Rules, Gazette
notices, Regulations etc. relating to CPSB functions;
(v)
Advise on Agreements, contracts and other Board commitments and review the Board’s legal documentation;
(vi)
Preparation and submission of the Board’s annual plans, programmes estimates and budgets;
(vii)
Preparing briefs on appeals and applications for review to be considered by the Board; and
(viii)
Dealing with public complaints and assist the Board in enhancing its Corporate Governance Policy and ensuring
compliance throughout the County.
12. INFORMATION COMMUNICATION TECHNOLOGY (ICT) OFFICER I (COUNTY PUBLIC SERVICE BOARD), JOB GROUP ‘K’ (1 POST)
Remuneration
Salary Scale:

Requirement for Appointment
A candidate must have:
(i)
A Bachelor of Science Degree in Computer Science/Information Communication Technology/Electrical Engineering
from a recognized institution; or
(ii)
Served in the grade of Information Communication Technology Officer II or in an equivalent and relevant position in
the public service or private sector for a minimum period of three (3) years and have a Diploma in Computer
Science/Information Communication Technology or equivalent qualification from a recognized institution; and
(iii)

Duties and Responsibilities
(i)
Installation and maintenance of computer systems;
(ii)
Configuration of Local Area Network and Wide Area Network;
(iii)
Development and updating Application System and carrying out system analysis, design and programme
specifications; and
(iv)
Overseeing the process of configuration of new Information Communication Technology equipment, logging of
problem and advising on ICT related issues.
13. ECONOMIST (COUNTY PUBLIC SERVICE BOARD), JG ‘L’ (1 POST)
Remuneration
Salary Scale:
Kshs.35,910 – Kshs.45,880 p.m.
House Allowance:
Kshs.20,000 p.m.
Commuter Allowance:Kshs.6,000 p.m.
Requirement for Appointment
For appointment to this grade, a candidate must have:
(i)
Experience of 3 years in the field of Economics, Planning and Budgeting
(ii)
Bachelor’s degree in Economics with 2nd Class Honours and above or equivalent qualification from a recognized
university;
(iii)
Technical competence in undertaking economic and financial analysis in the public service; and
(iv)
Proficiency in computer application.
Duties and Responsibilities
(i)
Preparing the CPSB Budgets, collecting and analyzing data.
(ii)
Assisting in analyzing National Government and County Economic and Financial policies;
(iii)
Assisting in reviewing existing economic and financial management system procedures and practices in the County
Government;
(iv)
Preparing reports, briefs on budgetary policy issues; and
(v)
Any other duties assigned by the Board.
