The Government of Kenya has applied for financing from the African Development Bank toward the
cost of the Outer Ring Road Improvement Project and intends to apply part of the agreed amount for
this loan to payments under the contract for Design Review and Construction Supervision of Outer
Ring Road Improvement Project.
The services included under this project are:i.
The review of the design of the road is executed in accordance with existing Ministry
of Transport and Infrastructure Road Design Manuals and current engineering
practice
ii.
The road is to be constructed;

In accordance with the General and Special Conditions of Contract, the
Technical Specifications and Engineering Drawings or any amendments thereto;

So far as is reasonably possible, within the Contract Price and Time for
Completion allowed under the Contract or any agreed amendments thereto.

By optimizing the use of available material resources to minimize costs to the
Employer or to maximize the quality of the Works or expedite construction.

By taking cognizance of the environment and making sure that all negative
environmental impacts are minimized while maximizing the positive impacts, as
provided in the Environmental Management plan for the project.
The Consultancy services for supervision is to conscientiously fulfil, to the highest
professional standards, the role of the Engineer (as delegated) to review the design and
supervise construction of the Works (on behalf of the Employer) throughout the entire
construction period, including the Defects Liability Period. The construction period is 36
months and 12 months maintenance period.
The Director General, Kenya Urban Roads Authority now invites eligible consultants to indicate their
interest in providing these services. Interested consultants must provide information indicating that
they are qualified to perform the services (brochures, description of similar assignments, experience in
similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute
joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance
with the African Development Bank’s “Rules and Procedures for the use of Consultants”
September 2009, which is available on the Bank’s website at http://www.afdb.org.
Interested consultants may obtain further information at the address below during office hours 0800
hrs to 1700 hrs.
Expressions of interest must be delivered to the address below by 4th October 2013 at 1100 hours and
mention “Design Review and Construction Supervision of Outer Ring Road Improvement Project”.
