The study effort focused on developing innovative approaches to managing mental health and substance abuse inmates. Wisconsin Secure Treatment Center: Prepared a master plan for a 300-bed, purpose-built facility for a residential drug abuse treatment program. New Jersey Special Treatment Unit: Developed an architectural program for a 455-bed secure facility to be used for the civil commitment and treatment of sex offenders.
