1974
Carter Goble Associates (CGA) founded to offer a planning approach that guides public
agencies through the complex process of planning, designing, constructing, and occupying
new and renovated criminal justice facilities.
1993
Lee Design & Management Group (LDMG) founded to provide project and program
management services to local and national clients for public facility construction, focusing
on jails, prisons, juvenile justice, and courthouses.
1994
CGA Facilities Services (CGAF) created to provide in-house design support services.
1997
Lee Engineering and Management Group, Inc. (LEMG) formed as the first business in the

CGL’s Integrated Security Planning (ISP) specialists examine interdependent elements such as staffing,
equipment, and anticipated human behavior for the purpose of designing integrated and effective security
systems and reaction plans. The increasing sophistication of security technology requires our continuous
research and considerable judgment in application.
Government facilities require proper security – from passive to active systems that control human
interaction in the built environment, and from unobtrusive to highly visible systems. Too often,
security planning leads to a combination of disjointed hardware and electronic devices that are
prone to failure, making staff and public vulnerable. The ISP process brings operational and security
requirements to the forefront of the planning process to ensure that there are no surprises for
the stakeholders.

Singapore Woodbridge Mental Health Facility: Assisted
the Ministry of Health and the Commercial and Industrial Security
Corporation (CISCO) of Singapore in the planning and design of
security systems for the Republic’s new Woodbridge Mental Hospital.
Butner Federal Medical Center: Programming, operations, and
security consultant for a new medical center that houses 511 medical
and psychiatric patients and 248 inmate workers.

Correctional
Treatment
Facility:
Provided planning services for an 800-bed correctional treatment
facility. The study effort focused on developing innovative approaches
to managing mental health and substance abuse inmates.
Wisconsin Secure Treatment Center: Prepared a master plan
for a 300-bed, purpose-built facility for a residential drug abuse
treatment program.
New Jersey Special Treatment Unit: Developed an architectural
program for a 455-bed secure facility to be used for the civil
commitment and treatment of sex offenders.

Asian Development Bank World Headquarters Space
Needs Assessment: Prepared space needs assessments in 2005
and 2008 to accommodate the substantial growth of staff and meet
the “Strategy 2020” initiative.
House Office Buildings Facilities Plan and South Area
Capitol Plan: Developed a master plan to broadly define all future
space needs for the various components of the House. This project
received the 2009 Charter Award of Excellence from the Congress for
the New Urbanism.
Sunnyvale Long-Rage Facilities Plan: Prepared a long-range
facilities plan for various government departments and offices located
throughout the city.
Richland County Space Utilization Study: Prepared a 25year facility master plan for an administration building, emergency
management headquarters, judicial center, traffic court, public works/
animal care headquarters, and sheriff’s headquarters.
North Carolina State Government Facilities Master Plan:
Developed a planning tool that will enable the State to plan facilities
to meet projected space needs.
