EXPRESSION OF INTEREST (EOI) FOR SETTING UP FLY ASH BASED LIGHT
WEIGHT AGGREGATE PILOT PLANT AT ONE OF NTPC STATIONS
1.0
PURPOSE OF THE EOI
NTPC intends to set up Sintered Light Weight Aggregate (LWA) pilot plant of 50,000
M3/Annum capacity at its one of the super thermal power station NTPC-SIPAT, Dist.
Bilaspur, Chhattisgarh. P.O-Ujjwal Nagar, Pin-495555 (INDIA) for a guaranteed life of
at least ten year.
For this purpose NTPC invites EXPRESSION OF INTEREST (EOI) from the
interested, established and proven agency/firm /JV firm/ vendor in the field of Sintered
LWA on Design, Engineering, Procurement, supply, erection and Commissioning on
(EPC) basis for setting of plant for manufacture of light weight aggregate as per
standard and latest technology.

Company Profile and location of Plant
NTPC Limited (Established in 1975, formerly known as National Thermal Power
Corporation Limited) is an Indian Maharatana, Public Sector Enterprise under the
Ministry of Power, Government of India. NTPC Ltd. is the largest power generation
company with total installed capacity of above 40,000 MW (including JVs) with 17
coal-based and seven gas-based stations, located across the India. NTPC intends to
setup fly ash based light weight aggregate manufacturing plant used in structural
concrete work as per ASTM standard.
SIPAT Super Thermal Power Station of NTPC is located in south east central part of
country in district-Bilaspur, Chhattisgarh. The coal for the power plant is sourced from
Dipika Mines of South Eastern Coalfields Limited and Water is catered by Hasdeo right
bank canal. The project has an installed capacity of 2980 MW consisting of two stages,
stage-I (3 units of 660 MW each involving super-critical boilers technology) and stageII consisted of 2 units of 500 MW each. NTPC-Sipat is easily approachable from rail,
road and air. Nearest railway station is –Bilaspur which is approximately 22 Km from
SIPAT power plant, is a major station on Mumbai- Howrah route and zonal head office
of South East Central Railway. Nearest airport is Swami Vivekananda Airport-Raipur,
which is approximately 150 Km from Sipat.

Coal and Fly ash quality:
Coal used for Sipat Super thermal power station is bituminous coal of Design Gross
calorific value of 3300 Kcal/Kg. Tentative specification of fly ash is as follows:

Interested parties may submit the Expression of Interest for setting Fly ash based LWA
plant with details on latest State of Art technology covering following aspects,
however not limited to only these:

5.0 Implementation schedule:
Execution schedule with time details of Engineering, Supply, Erection and
Commissioning with successful demo operation of plant after commissioning for a
period of at least six months or for a period as agreed with NTPC ltd may be submitted
with EOI.
6.0 Terminal Points:
 Fly ash and Coal/Fuel shall be available at NTPC-SIPAT at close proximity of
proposed location of LWA plant.
 Electricity and water shall be made available by NTPC at the terminal point.
7.0 Other Process Parameters:
 Dust emission and Gas emission standards are to be followed as per latest norms.
Whether it is meeting Indian/International Standard or regulations?
 Water requirement as per process design of vendor. Whether it meets the zero
discharge criterion of system?

8.0 PROCEDURE OF OBTAINING EOI DOCUMENTS
The complete set of EOI documents along with forms/annexure/appendix can be
downloaded from NTPC tender website http://www.ntpctender.com . Vendor may submit
the proposal through e-mail, by post or by hand at following address by date:
10.09.2015.
Any EOI received by NTPC after the due date & time prescribed above will not be
considered and returned unopened to the Bidder. NTPC shall not be responsible for any
delay/non-receipt of EOI and reserves the right to reject any or all offers without
assigning any reasons thereof.
9.0 SIGNATURE & SUBMISSION
The interested parties with/without technology partner shall submit documents in the format,
as per Annexure-I, provided along with this document. The proposal along with the
documentary supports, shall be submitted in a sealed envelope, duly super-scribed
"Expression of Interest for Setting up Fly Ash Based Light Weight Aggregate Pilot
Plant at NTPC -Sipat", on or before the prescribed date and time, at the address given

NTPC may ask for additional information from interested bidders. NTPC reserves the
right to modify, abolish or alter the EOI without assigning any reason thereof or prior

10.0 RIGHT TO ACCEPT OR REJECT APPLICATION

Applicants may note that mere submission of EOI and/or submission of
additional information do not automatically entitle them to any claim. EOI
should not be treated as bid/ tender documents

Not withstanding anything contained in this EOI, NTPC reserves the right to
annul the process and abolish at any time without any liability or any
obligation for such acceptance, rejection or annulment without assigning any
reason thereof.
