CITY OF SIOUX CENTER HIGHWAY 75 ENHANCEMENT PROJECT Why is the city looking at ENHANCING Highway 75? Sioux Center continues to grow! The recent study and the peer review study verify that our highway traffic growth trend is about the same as our community growth. As the highway reaches capacity, the residential streets will have to carry the extra traffic. Because of this growth the council feels that we need to begin planning for the future. (See Traffic Chart on back page) How can SAFETY be incorporated for Highway 75? Safety is critical! It is the main focal point when we work with professionals to design any project. We are considering a variety of traffic calming concepts including: (See Enhancement Concepts on back page) Enhanced visibility of pedestrian crosswalks with LED flashing lights. Center Island safe zones for pedestrians Protected center‐lane waiting areas for left turning traffic The goal is to increase capacity, not speed. Enhancing signalization and coordinated synchronization How will an Enhanced 4‐lane improve EFFICIENCY? Adding two additional through lanes will keep traffic moving and increase the capacity of our corridor. This will allow more time between vehicles for cars trying to turn on the highway and pedestrians trying to cross it. Increasing the capacity at traffic signals will give us the opportunity to add left turn arrows. How will APPEARANCE be addressed? Sioux Center has a history of doing projects right and making them attractive. We will replace the existing “sea of pavement” by dividing the road and putting greenspace in the median. This will include trees, flowers, and other plantings. We will replace our old street lighting system with modern poles and energy efficient LED lights to give us an attractive corridor. Will this project raise TAXES? The city is in excellent financial position. We expect to use TIF funds, road use tax funds, and DOT funding for this project. We anticipate very little or no impact to property taxes. What is the TIMETABLE? We anticipate construction would not begin before 2021. We first need to be approved and placed on the DOT’s 5‐year plan. This gives us plenty of time to gather community input during the design phase. What will happen to downtown PARKING? The parking on the east side of the highway will remain in place. The downtown enhancement committee is looking at redevelopment and off‐street parking options for the west side. What is the city doing to help the RESIDENTS who live on Highway 75? As we have done in the past, if additional right‐of‐way/property is needed, the city will work with property owners to compensate them properly. New wider sidewalks will be installed and trees planted at no cost to the homeowners. We are working to minimize the land required for this project. What about the aging UTILITIES under the highway? We have an opportunity to be good stewards by replacing aging utilities along the corridor. This will make the best use of our public investment and avoid unnecessary future duplication and disruption.
