Subject:
Council Decision on the conclusion, on behalf of the Community, of the
Agreement between the European Community and the Republic of Iceland,
the Kingdom of Norway, the Swiss Confederation and the Principality of
Liechtenstein on supplementary rules in relation to the External Borders
Fund for the period 2007 to 2013

On 9 October 2009, the Commission submitted to the Council a proposal for a Decision on
the signing, on behalf of the Community, and provisional application of an Agreement
between the European Community and the Republic of Iceland, the Kingdom of Norway, the
Swiss Confederation and the Principality of Liechtenstein on supplementary rules in relation
to the External Borders Fund for the period 2007 to 2013.1

The Council on 30 November 2009 authorised the signing of the Agreement.2 The Council
also agreed on 15 March 2010 on the text of a joint declaration to be attached to the
agreement.3. The Agreement and the joint declaration were signed with the Republic of
Iceland, the Kingdom of Norway, the Swiss Confederation and the Principality of
Liechtenstein on 19 March 2010 in Brussels.

In accordance with Article 218(6)(a)(v) of the Treaty on the functioning of the European
Union, the Council shall adopt the Decision concluding the Agreement after obtaining the
consent of the European Parliament.

With a view to preparing for the conclusion of the Agreement, the Permanent Representatives
Committee is invited to suggest that the Council, under part "A" of the agenda of a
forthcoming meeting, decides to forward the draft decision on conclusion as contained in
doc. 7853/10 ISL 8 N 8 CH 19 CL 17 FRONT 38 SCHENGEN 30 FIN 107 ASIM 42, the
text of the Agreement and related documents as contained in doc. 15954/1/09 REV 1 ISL 13
N 20 CH 45 FL 25 FRONT 97 SCHENGEN 51 FIN 465 ASIM 128 as well as the joint
declaration to be attached to the agreement, as contained in doc. 7185/10 ISL 5 N 7 CH 18
FL 16 FRONT 27 SCHENGEN 17 FIN 81 ASIM 36 (texts finalised by the legal linguist
experts) to the European Parliament for its consent.
