PREPARING FOR 2016/17 MSAA SCHEDULES REFRESH KEY

The MSAA Advisory Committee meets regularly to collaborate on matters related to the Multi-Sector
Service Accountability Agreement (MSAA). The Committee recently met to advance provincial consultations
on the 2016-17 MSAA and to discuss a number of sector relevant initiatives. Below are key outcomes from
the meeting.
PREPARING FOR 2016/17 MSAA SCHEDULES REFRESH
When the 2014-17 Community Accountability Planning Submissions (CAPS) were prepared and the
MSAAs were signed between the LHINs and HSPs, the budgeted financial data, service activities and
performance indicators for the second and third year of the agreement (2015/16 and 2016/17) were
indicated as “to be determined” or replicated based on 2014/15 planning assumptions.
The MSAA Schedules now need to be reviewed and refreshed to update the planning assumptions,
financial and service information and performance expectations for the third year of the agreement,
2016/17. To facilitate a streamlined process that will minimize administrative requirements, a
coordinated approach and a common timeline to updating the Schedules have been developed.
When the MSAA Advisory Committee met on September 16, 2015, it gave directional endorsement to the
Community Accountability Planning Submission (CAPS) Guidelines as well as the Education materials that
will be used to educate LHIN leads and subsequently community providers through local education
sessions. The Advisory Committee received a status update from the Indicators working group which
highlighted that the work is progressing well against work plan timelines.
KEY STEPS AND TIMELINES
Key steps and timelines related to the 2015/16 MSAA Schedules refresh process are listed below:
September 2015
- Launch of the CAPS and MSAA Schedules Refresh process. Notification
letters will be provided to the LHINs for distribution to their HSPs.
Early October 2015
- Issuance of MSAA Schedules Refresh materials. 2016/17 CAPS and MSAA
Schedules Refresh materials will be provided by the LHINs to HSPs.
November 23, 2015 - CAPS Submissions due. Completed CAPS will be submitted to the LHINs by
HSPs. This submission does not require board approval.

Late November –
Mid January 2016
- Review of draft submissions and local consultations. LHINs will review
CAPS refresh submissions and engage in local consultations to finalize
2016/17 MSAA Schedule amendments.
January 15, 2016
- Governing body approved CAPS is due to LHINs.
March 15, 2016
- MSAA Schedule amendments signed. The 2016/17 MSAA Schedule
amendments will be signed and submitted to LHINs.
April 1, 2016
- 2016/17 MSAA Schedules Refresh completed. The refresh process will be
complete and the updated 2016/17 Schedules will come into effect.
OTHER BUSINESS
Visual Identity Guidelines: The Advisory Committee reviewed and endorsed Visual Identity guidelines
intended to streamline the process for HSPs so that they are aware of when to seek LHIN approval for the
use of the lHIN name/logo while abiding by the terms of their SAA.
eHealth Strategy 2.0: The Advisory Committee met and discussed current progress on the Ministry’s
eHealth strategy 2.0 with Mr. Greg Hein, Director - e-Health Liaison Branch with a specific focus on the
governance structure and strategy objectives.
Community Health Capital Policy: The Advisory Committee met and discussed current progress on the
Ministry’s Draft Community Financial Policy with Mr. Gary Freedman, Manager, and Ms. Laura DesRoches,
Programs and Standards Advisor with the Capital Project Management Office. The discussion was focused
on policy components, key changes and practical application considerations.

Further updates on the progress of the 2016/17 MSAA Schedules refresh process and the Committee’s
work will be provided in upcoming communiqués distributed through the LHINs and the community
sector associations that make up the MSAA Advisory Committee.
