EDUCATION OPPORTUNITIES IN HONG KONG
English are taught as core subjects in
primary and secondary schools. While
Chinese is the medium of instruction (MOI)
in most primary schools, secondary
schools have implemented the fine-tuned
MOI arrangements from the 2010/11
school year. The MOI arrangements of
secondary schools have hence become
diversified with Chinese and English as the
MOI within and across schools to meet the
ability and learning needs of students and
to increase their exposure to, and use of,
English so as to prepare them for future
studies and careers.
INTRODUCTION
In Hong Kong, children between the
ages of three and five could receive
kindergarten education at kindergartens
which are privately run. Eligible children
between the ages of six and fifteen,
irrespective of sex, ethnic origin, religious
or ethical belief, family status and physical
or mental ability, have the right to enjoy
basic education in public sector schools.
Starting from the 2008/09 school
year, free education has been extended to
include senior secondary education
provided by public sector secondary
schools. From the same school year, the
Government has provided full subvention
for full-time programmes offered by the
Vocational Training Council (VTC) for
Secondary 3 school leavers, making
available an alternative free avenue for
students to further their studies other than
through mainstream education.
Non-Chinese
speaking
(NCS)
children are encouraged to study the local
curriculum to integrate into the community
as early as possible. The Government has
put in place various support measures for
NCS students to help them adapt to the
local education system, details of which
are also available at the website of the
Education Bureau (EDB):

The three-year senior secondary
academic structure has been implemented
in Secondary 4 since September 2009,
leading to one public examination at the
end of Secondary 6 - the Hong Kong
Diploma of Secondary Education (HKDSE)
Examination which replaces the former
Hong Kong Certificate of Education
Examination (HKCEE) and Hong Kong
Advanced Level Examination (HKALE).
SUPPORT SERVICES
ARRIVALS
FOR
NEW
To render timely and appropriate
support to newly arrived children for them
to integrate smoothly into the local
education system and wider community,
the EDB has been providing school
placement services to these children after
their arrival in Hong Kong. They can
choose to enroll into a full-time six-month
Initiation Programme prior to their entry to
mainstream schools. For those who choose
to enter mainstream schools directly, the

master written Chinese and English) and
trilingual (to speak fluent Cantonese,
Putonghua and English).
Chinese and

local schools, the EDB provides
public-sector schools and DSS schools
with the SBSS Grant. Schools can flexibly
make use of the grant to run school-based
support programmes (e.g. supplementary
language classes) for the children.
EDB has commissioned non-governmental
organisations (NGOs) to operate a
part-time 60-hour Induction Programme
for them. Public-sector schools (referring
to government, aided and caput schools)
and schools under the Direct Subsidy
Scheme (DSS), admitting these children
will also be provided with a School-based
Support Scheme (SBSS) Grant to operate
school-based support programmes for
them.
Placement Service
Our school system is open to all
students, including NCS students. For all
students, enquiry about their eligibility to
study in public sector schools in Hong
Kong may be made to the schools directly,
and to the EDB through the enquiry hotline

Initiation Programme
Some schools run full-time 6-month
Initiation Programme for newly arrived
children. The programme provides these
students with real classroom experience so
as to enhance their Chinese and English
language standards, help them adjust to the
local society and foster their personal
development. Placement assistance to
mainstream schools is provided after
completing the programme. The addresses

KINDERGARTEN EDUCATION
Among the 978 kindergartens in the
2014/15 school year, around 104 are
offering non-local curriculum. However,
NCS children are encouraged to enroll in
local kindergartens, which use Chinese as
the medium of instruction, to facilitate
their integration into the community as
early as possible. Some kindergartens
operating with an attached child care
centre
(kindergarten-cum-child
care
centres) also provide child care services for
children aged below 3.
Induction Programme
The EDB also invites NGOs to run a
60-hour Induction Programme for newly
arrived children. The programme contents
include knowing the environment, basic
learning skills and basic Chinese and

Starting with Secondary 1 level from
the 2010/11 school year onwards, all the
existing public sector secondary schools
have been given greater flexibility in
enriching
their
English
learning
environment by introducing different MOI
arrangements to suit different needs of
their students.
Since the 2007/08 school year, the
Government
has
introduced
the
Pre-primary Education Voucher Scheme
(PEVS) to provide direct fee subsidy for
parents. All eligible children attending
kindergarten
classes
in
eligible
kindergartens can make use of the
“education voucher” for school fee

All eligible Primary 6 students can
be allocated a subsidised Secondary 1
place through the Secondary School Places
Allocation System. They can also choose
to apply for admission to schools joining
the Direct Subsidy Scheme, private schools
and international schools direct.
Eligible parents with financial need
may apply for additional assistance in the
form of fee remission under the
Kindergarten and Child Care Centre Fee
Remission Scheme for their children who
are attending kindergartens joining the

SUPPORT FOR NCS STUDENTS’
LEARNING OF THE CHINESE
LANGUAGE

The Government is committed to
encouraging and supporting the integration
of NCS students into the community,
including facilitating their early adaptation
to the local education system and mastery
of the Chinese language. Capitalising on
the series of support measures which have
been progressively put in place since the
2006/07 school year, the 2014 Policy
Address announced a series of enhanced
measures to step up the support for NCS
students. Specifically, starting from the
2014/15 school year, the “Chinese
Language Curriculum Second Language
Learning
Framework”
(“Learning
Framework”) has been implemented in
primary and secondary schools to help
NCS students overcome the difficulties of

Among the public sector primary
schools, almost all of them are using
Chinese as the medium of instruction, with
English taught as a core subject from
Primary 1. NCS children are encouraged to
enroll in local primary schools, to facilitate
their integration into the community as
early as possible.

learning Chinese as a second language
with a view to enabling them to bridge
over to mainstream Chinese Language
classes. Besides, EDB has introduced an
Applied
Learning
Chinese
(for
Non-Chinese Speaking Students) (ApL(C))
subject by phases at the senior secondary
levels starting from the 2014/15 school
year to provide NCS students with an
additional channel to acquire an alternative
recognised qualification to facilitate their
academic and career pursuits in future.
ApL(C) is accepted as an alternative
Chinese qualification for NCS students in
consideration for admission to local
universities and post-secondary institutions,
as well as appointments to the Civil
Service. Complementary support measures
including enhancement in professional
development for Chinese Language
teachers, funding support to schools and
school-based professional support services
are also provided. NCS students are also
encouraged to have early exposure to, and
learning of, Chinese in daily life and at
school.
Support to
students

admitting
Chinese Language Learning Support
Centre
Individual NCS students may join
the remedial courses after school or during
holidays conducted by the Chinese
Language Learning Support Centre (Centre)
commissioned to the University of Hong
Kong. There are around 20 centres in the
2015/16 school year. Apart from running
the support programmes, the Centre also
assists in the development of teaching
resources and organisation of professional
development workshops to render support
to teachers and parents of NCS students.
Summer Bridging Programme
The EDB has invited some schools
to run a 4-week Bridging Programme since
2004 for NCS Primary 1 entrants allocated
centrally through the Primary One
Admission System to local mainstream
schools. Starting from the summer of 2007,
the 4-week Summer Bridging Programme
originally confined to incoming Primary 1
entrants has been extended to cover also
NCS students proceeding to Primary 2,
Primary 3 and Primary 4 in order to help
them consolidate what they have learnt at
Key Learning Stage 1 and prepare them for
transition to Key Learning Stage 2.
Public sector schools and DSS schools
offering local curriculum with the relevant
NCS students are invited each year to
operate the Programme with funding
support by the Government. Starting from
2013, NCS parents are encouraged to join
the Programme with their children to
promote parental support to NCS students
learning the Chinese Language and
home-school cooperation.
NCS
Starting from the 2014/15 school
year, enhanced funding support has been
provided to schools admitting NCS
students to facilitate their implementation
of the “Learning Framework” and creation
of an inclusive learning environment in
schools. Schools receiving the enhanced
funding are required to adopt diversified
modes ofintensive learning and teaching
for their NCS students (including pull-out
learning,
split-class/group
learning,
after-school consolidation, etc.) to enhance
the effectiveness of NCS students’ learning
of the Chinese language and strengthen
communication with NCS parents whereby
NCS students’ Chinese learning would be
better supported through home-school
cooperation.

Language Programme
The Pilot Scheme on Workplace
Chinese Language Programme pegged to
the Qualifications Framework Levels 1 to
3 with a view to enhancing NCS students’

All eligible children with special
educational needs (SEN) have the right to
enjoy equal opportunity to receiving
education in public sector schools in Hong
Kong. Subject to the assessment and
recommendation of the specialists and with
parents’ consent, children (including NCS
children) with more severe or multiple
disabilities are placed in special schools for
intensive support. Other children with SEN
may attend ordinary schools. The EDB
provides public sector schools with
additional resources, teacher training and
professional support to help them support
students with SEN, including NCS
students with SEN. Schools are advised to
deploy their resources flexibly and adopt
the Whole School Approach to catering for
students’ diverse needs. Support measures
implemented by schools include small
group teaching, learning support by
teaching assistants, after-school homework
tutorial classes, instructional, curriculum
and
assessment
accommodations,
individual education plan, etc.

The English Schools Foundation (ESF)
All ESF schools provide support for
mainstream classes and learning support
classes for children with special
educational needs according to the needs
of the children after assessment by the ESF
educational psychologist. The children are
normally taught in separate groups by
special education teachers for the basic
subjects, and are integrated into ordinary
class for cultural subjects and general
activities whenever possible. Before a
child is considered for special education
provision in ESF schools, assessment by
the ESF educational psychologist is
required.
The EDB also provides the
following services to students with SEN,
including NCS students with SEN:

speech/language assessment*; and
--- aided special school placement services

For NCS students who have a late
start in the learning of the Chinese
Language or have not been given full
opportunities to learn the local Chinese
Language curriculum, the Chinese
examinations under the General Certificate
of
Secondary
Education
(GCSE),
International General Certificate of
Secondary Education (IGCSE) and
General Certificate of Education (GCE)
are recognised as alternative Chinese
qualifications for consideration under the
Joint University Programmes Admissions
System (JUPAS) and admission to

Vocational Education
Some NCS students may be
interested in vocational education. The
VTC offers a wide range of vocational
education and training programmes. All
applicants, irrespective of their race or
ethnic origin, who are able to meet the
admission requirements, will be considered.
The VTC mainly uses English as the
medium
of
instruction
for
its
post-secondary 6 or above level of
programmes which may be supplemented
with Chinese, if necessary. Where
programmes require HKDSE Chinese
Language Level 2 for admission,
alternative language qualifications may be
considered for application by the NCS
students. Hence, NCS students may apply
according to their preference. Detailed

Eligible NCS school candidates
sitting for the aforesaid international
Chinese examinations are subsidised with
the difference between fee levels of these
examinations and that of the HKDSE
(Chinese Language). NCS students with
financial difficulties will be granted full or
half fee remission of the subsidised
examination fee under the Examination
Fee Remission Scheme.
