Referendum in Kostroma region
Movement “ For Life” demanded referendum.
1996: magority of people voted against NPP
2000: state official claimed in the court:
“The results of the referendum should be
canceled, because the will of the people
contradicts the government decision”.
The court agreed with the government!

Lifecycle extension failure
• Rosatom was planning to extend lifecycle of
RBMK reactors.
• Rosatom failed due to the systematic
problem of the graphite moderator blocks
deformation.
• All Chernobyl’s type reactors will be
decomossioned. (11 reactors).
• Roatom plans to cancel new NPP projects in
Russia but only to replace stopped NPP.

• Soviet HPP were more than three times
less efficient than world’s average.
• A flooded area in former USSR was 3 ½
times biger than world average per 1 kWh
(0,18 m2/kwh/year).
• More than 6000 small HPP were shut
down in 1960-s to hide the fact that their
energy is cheaper then large HPP
constructed by GULAG prisoners.

Miners trade unions in Russia are the
strongest.
Environmentalists are against coal but have
no success.
Russian coal has low sulfur content.
