Anti-Nuclear Anti-Hydro (against big dams) Against gas & oil activity in Arctic For wind & solar renewables Anti-nuclear activity Started in USSR after Chernobyl Disaster, 26 April 1986 Russia has tens of antinuclear NGOs: • Greenpeace Russia • Anti-nuclear program of Social Ecological Union • For Life • Bellona • Ecodefence • and many others Referendum in Kostroma region Movement “ For Life” demanded referendum. 1996: magority of people voted against NPP 2000: state official claimed in the court: “The results of the referendum should be canceled, because the will of the people contradicts the government decision”. The court agreed with the government! Nuclear power plants in Russia: ●● Baltiiskaya X X X X - cancelled Lifecycle extension failure • Rosatom was planning to extend lifecycle of RBMK reactors. • Rosatom failed due to the systematic problem of the graphite moderator blocks deformation. • All Chernobyl’s type reactors will be decomossioned. (11 reactors). • Roatom plans to cancel new NPP projects in Russia but only to replace stopped NPP. Constructive aproach • Development of regional energy programs with alternatives to NPP • Promoting renewables (wind, small hydro, biofuel, solar) • Gas generation as temporal decision (as available resource ) Anti-Hydro • Local communities together with Russian environmental movement are against the hydro mega projects. • Soviet HPP were more than three times less efficient than world’s average. • A flooded area in former USSR was 3 ½ times biger than world average per 1 kWh (0,18 m2/kwh/year). • More than 6000 small HPP were shut down in 1960-s to hide the fact that their energy is cheaper then large HPP constructed by GULAG prisoners. RusHydro want to rise the level of Cheboksar reservoir • The project led to flooding of 3 provinces and city with a million people. • It was rejected 30 years ago. • RusHydro still wants to rise the level. Corrupted government helps. • People, environmentalists and even Governors are opposing. • The situation lasts for 30 years. Constructive approach • WWF Russia, experts and local activists talked with EN+ energy company and decided to develop a method of comlex comparative assessment of environment, social and economic efficiency of dams in Amur basin. Oil and gas • • • • We are for: Oil spills prevention Collection and processing of associated petroleum gas (sucsessfully) We are against: Dangerous routes of pipelines (Baikal, Ukok – sucsessfully) Driiling in Arctic shelf Coal: collision Most of the coal power plants located near coal mines. Miners trade unions in Russia are the strongest. Environmentalists are against coal but have no success. Russian coal has low sulfur content. „I'd put my money on the sun and solar energy.
