Interactive PDF is available at ConsumersEnergy.com/mybusiness 5 2016 Whole Building Application About this Program The Consumers Energy New Construction program provides an array of electric and natural gas incentives for business and/ or industrial customers who design and construct their facilities with energy-efficient equipment that exceed standard building practices. Customer Eligibility • This program is available to commercial and/or industrial customers of Consumers Energy with at least one meter on an eligible rate code. Common areas of multifamily or mixed-use buildings are eligible if on an eligible rate code • Projects must result in a facility improvement with a permanent reduction in electrical (kWh) and/or natural gas (MCF) usage ≥ 10% above baseline practices • The project MUST be in the design phase when submitting the pre-notification application. Energy models MUST be submitted before construction begins. Final project eligibility is at the discretion of the Consumers Energy personnel • To qualify under the New Construction Program your new construction/major renovation project must meet the following definition – New building projects wherein no structure or site footprint presently exists; addition or expansion of an existing building or site footprint; or major tenant improvements that change the use of the space • Projects receiving the Whole Building Design program incentive are not eligible to receive duplicate incentives for the same product, equipment, or service from more than one utility, unless that product, equipment, or service yields both gas and electric savings for a customer with two utility providers • Incentives are not provided for renewable energy installations • Projects must apply the standard for energy efficiency following ASHRAE 90.1-2007, Appendix G (including errata; excluding addenda; not including Exceptional Calculation methodologies). Standards adopted by the state of Michigan to succeed ASHRAE 90.1-2007, such as ASHRAE 90.1-2010, will be applicable baseline • Savings calculated for interior buildings systems only. Exterior lighting is not included in calculations, but qualifying incentives can be pursued through the new construction prescriptive program. Receptacle and process loads must be the same for both baseline and proposed design • Energy models are expected to be fully completed upon submission. If the energy model is incomplete, the customer may be directed to pursue incentives through the new construction prescriptive application Design Team Eligibility • To qualify as a design team and remain eligible for design team incentives, the design team must be actively involved with the project during the early design phase of the project and actively participate in the discussions that resulted in the energy savings outcome • Design team should provide complete contact information for customers including phone number, email address, and business address. Design team should be aware that the program may contact the customer to verify the design team’s involvement in the project’s pre-construction design meetings as well as their involvement in creating the energy model prior to the start of construction • It is recommended that the design team provide verification of involvement in the design phase of a project through one of the following actions. This verification will be required at the discretion of the CEBEEP personnel • Involving CEBEEP staff in at least one early design team meeting, in person or via a conference call • Providing documentation of involvement in design activities such as email chains, design team meeting minutes, and/or a copy of a contract indicating the design services expected by the customer from the design team Program Effective Dates The Consumer Energy Business Energy Efficiency Programs offer incentives for the 2016 program year until funds are exhausted or until December 31, 2016, whichever comes first. All projects must be completed and final applications received no later than November 30, 2016, to be eligible for the 2016 program incentives. A pre-notification application MUST be submitted while the project is in design phase b. Submit a complete pre-notification application via fax, mail or email c. Upon receipt of the pre-notification application, program staff will contact you and assist with verifying equipment eligibility, submitting required documentation, and completing incentive worksheet(s) d. The program staff will review and reserve incentive funding. A reservation letter will be mailed upon approval. Funds are reserved for up to 18 months 2. Reserve Funding a. The project must be installed and/or constructed within 18 months following receipt of the reservation letter b. Contact program staff if equipment changes are made during the construction of the project, as this may result in adjusted incentive levels 3. Submit Final Application a. Final application documentation must be submitted within 60 days of project completion which may be determined by the date of system installation or building occupancy b. Please review the program’s Terms and Conditions. Make sure to include copies of product specifications, invoices (schedule of values), appropriate incentive worksheet(s) and a signed Final Application Agreement c. All final applications must be received before November 30 of the current year to qualify for the current program year’s funding. Multi-year project incentives may vary in accordance with program changes 4. Site Verification a. Upon submittal of the Final Application Agreement, program staff will conduct a second review to verify your project meets program requirements and to perform necessary inspections 5. Incentive Payment a. Incentive caps are annual, and are calculated based upon which program year the incentive is paid to the customer. Customer Limits The amount of incentives a facility or customer can receive in a program year is limited. A facility is defined as a contiguous piece of property for which a single customer is responsible for paying the Consumers Energy electric and/or natural gas bill. Program year incentive limits are per facility for customer incentives as shown below. The 2016 program year runs from January 1, 2016 until November 30, 2016. Incentives Custom Incentives Large Gas Customers (>100,000 MCF/yr. usage) Customer Incentive Limit Owner: $300,000 per project Design Team: $25,000 per project 100 percent of the calculated incentive up to $200,000 per facility 50 percent of the calculated incentive above $200,000 per facility 50 percent of the installation cost $100,000 per project (Only applies to gas incentives) $1,000,000 across all facilities per customer Incentive Rates The Consumers Energy Business Energy Efficiency Programs offer an incentive option for new construction or major renovation projects that are pursuing integrated design and demonstrating high performance goals through energy simulation modeling. When performance modeling analysis demonstrates significant improvements in proposed building design compared to the standard baseline, the project becomes eligible to apply for incentives. The incentives are paid to Consumers Energy customers based on the calculated energy savings (of one year only) according to the level of efficiency over that baseline. To qualify for owner and/or design team incentives, projects must demonstrate energy efficiency enhancements that achieve at least a 10 percent improvement in the proposed design versus standard baseline of ASHRAE 90.1-2007. Failure to meet the minimum specifications will result in disqualification of the measure or incentive payments. • Applicant agrees to inspection and measurement activities by the utility or its representatives of both project payment and equipment installation for up to five (5) years. • Incentives may be taxable, and the applicant is solely responsible for the payment of any resulting taxes. Incentives will be reported to the IRS, unless applicant is corporation or exempt. • The applicant may be required to refund some or all of the incentives if the measures do not remain (or were not) installed for a period of five (5) years or the end of the product life, whichever is less. • All materials removed, including lamps and PCB ballasts, must be taken out of service permanently and disposed of in accordance with local, state and federal codes and ordinances.
