RE: Energy Efficiency Utility (“EEU”) Structure Working Group
Dear Ms. Hudson:
Concern has been expressed that the 3 year contract for the EEU
is problematic. However contracts for longer periods should include
provisions that would terminate the contract if the EEU were to reach a
point at which it wouldn't be able to deliver amounts of energy savings at
a specified margin below market cost.
Theoretically when the consumers of the state of Vermont use
energy efficiently the EEU would have done its job and could retire.
