BED’s April 2009 Report

BED Energy Efficiency Highlights
Large Commercial Services
 FAHC / ESCO energy saving projects – BED has obtained a project description and technical
details concerning a chiller plant efficiency upgrade completed by Carrier during 2008. Data
files have been analyzed, and savings calculations have been completed. Annual Savings:
270,480 KWH.
 Burlington Airport / Geo-Targeting Project Strategies – Attended the first BED / EVT joint
meeting at the Airport. BED met with Airport Engineering and the Director of Planning and
Development. The Airport has indicated its wants to move ahead aggressively with DSM
work, as the timing is advantageous for them, as well. An engineering audit for the facility
will be organized and defined via a cooperative effort between EVT, BED and Airport
Engineering. Lighting upgrades are also in motion, both at the parking garage and the taxiway.
 Champlain College / Bookstore Lighting Upgrade – Worked with the College’s facilities
staff to evaluate two possible lighting upgrade routes to eliminate incandescent flood lighting
in the Bookstore. Fluorescent and LED lighting are both possibilities and cost and savings
information has been presented to the College so that they can make an evaluation of the best
way to move ahead.
 City Market / LED Reach-in Lighting retro-fit – Worked with the customer and a local
energy-savings company to organize a test retro-fit of City Market reach-ins to evaluate their
effectiveness. BED has offered a rebate to the customer should the equipment be installed
and purchased. Also have been assisting the customer to evaluate a potential solar photovoltaic system which would be mounted on the building’s roof.
 YMCA – Lighting Upgrade Grant – Assisted the Facilities Director in gathering savings data
to complete an application for a $12,000 grant to upgrade lighting in the facility. This
involves replacement of metal halide technology with T5 HO equipment, and would occur in
two pool areas, and several areas of the exercise spaces downstairs. This upgrade has been
recommended by BED for a number of years.
 Burlington WWTF / Blower upgrade at the north plant –A data logging protocol has been
created for pre- and post-project electrical consumption measurements for this project. This
is necessary to determine the effectiveness of the new Turbo Aeration blower technology.
An on-site meeting is scheduled for the end of April, involving WWTF operators, EVT and
BED, to finalize the data logging strategy, and determine when data collection should begin.
 UVM (Central Heating Plant) – A cost benefit energy savings analysis was completed for
replacing an existing 25hp and 15hp compressors to a new Ingersoll-Rand units of smaller hp
units with integrated VFD’s as part of our new prescriptive compressed air program. The
measures have been completed.
 Fortieth Burlington LLC (128 Lakeside Ave.) – A cost benefit savings analysis was
completed for optimizing the existing 25 ton Liebert AC unit serving the main computer
room.
 FAHC (UHC Campus) – The lighting of the existing T8 fluorescent fixtures to be retrofitted
to HPT8 lamps and ballasts for the Arnold Building is approximately 90% complete. Still
ongoing.



Burlington Town Center Mall – Met with customer to review energy efficiency possibilities
in the area of fan/motor belt drive upgrades. This measure is expected to be completed this
spring.
EVT HVAC Incentive Update – ES staff attended a presentation by EVT Marketing on their
plans to implement improved incentives for the HVAC market, particularly at the distributor
level.
AEE Learning Webinars – Staff attended two web-based seminars addressing building
auditing and financial analysis of energy saving measures.
Smaller Commercial Services
 Intervale Center / Metering Changes – Worked with the customer, BED metering and billing
to correct a billing error, and to change to configuration of the customer’s greenhouse
metering so that the individual renters will be billed directly for their electric consumption.
 Associates in Dental Care / Efficient Furnace Motors – Processed a rebate for two airhandler-mounted heaters using efficient ECM motors, as part of the prescriptive rebate
program.
 BED – Phase II and III lighting to replace the exiting MH fixtures and old T12 fixtures to
new T5HO and HPT8 fluorescent fixtures is still in progress. Ongoing.
 209 Battery Street Property – The EEM to replace the existing six ton air source heat pump
to a new Mitsubishi Hyper Heater inverter unit serving the Dinse, Knapp & McAndrew
tenant is complete.
 Lakeview Cemetery – Completed a walk through energy audit as requested by the cemetery
commissioner. Specific lighting measures were recommended for the offices and
maintenance shops.
 Burlington College – savings analysis for lighting, lighting controls, DHW heat exchange,
ECM furnace heater blower fan and two high efficiency split system AC units measures were
completed and presented to the customer.
 North Star Sport – Performed energy model for entire building in order to disaggregate end
user categories for the entire building. Owners are installing new HVAC for the three
commercial spaces.
 Gadues Dry Cleaning – Met with customer to evaluate high bill concern and recommended
energy efficient measures that may reduce overall operating cost of this warehouse building.
Customer is expected to implement recommended energy efficient lighting measures this
spring.
 Penny Cluse Café – Met with customer to review energy efficiency opportunities with the
restaurant and discovered that the customer is planning to install additional air-conditioning
to solve an occupant comfort concern. Further investigation during our meeting indicated that
the kitchen exhaust hood system may not be adequately exhausting heat and contributing to
the occupant comfort concern. Recommended the customer contact a professional engineer to
look at his concerns in more detail and recommend design changes to improve the control
issues. It is expected that with the engineers recommendation implemented the addition of
air-conditioning capacity will be avoided.
 Brixton Halaal – Met with customer and CEDO office representative to identify energy
efficiency recommendations. Several measures were recommended and customer is expected
to implement these measures this spring/summer.

Mirabelle’s Restaurant – Met with customer to identify energy efficiency measures. Several
recommendations were recommended.
New Construction
 Price Chopper / Expansion – Working with the customer to obtain the latest building
expansion drawings for this project. The store is moving into an adjacent space formerly
occupied by a video rental company.
 Burton Company – Initial discussions have begun with Burton concerning the move of their
manufacturing facility into Burlington, to occur sometime during the summer of 2010.
 We currently have 7 buildings enrolled in the Vermont Energy Star Homes Program.
 Both residential and commercial new construction markets continue to be very slow.

Existing Homes
 Since Jan 1, 2009, 0 electric space heat conversions have been completed but currently
working with three property owners.
 Since Jan 1, 2009, 11 electric hot water conversions have been completed.
 Since Jan 1, 2009, 6 high efficiency\ECM motor ENERGY STAR furnaces have been
installed.
 Since Jan 1, 2009, 0 ENERGY STAR Central AC systems have been installed.
 Since Jan 1, 2009, 4 electric to natural gas clothes dryer replacements have been completed.
 Incoming calls concerning high bills and energy conservation measures continue as
customers are continuing to worry about energy costs. There were 46 incoming calls this
month with many follow-ups.
 High bill investigations: visited 12 locations this month and used WattsUp appliance meters
at many locations. There are 5 Watts Up appliance meters out on loan as of this time.
 For this month, processed 6 VGS direct install CFL projects. BED contracts with VGS to
have their energy auditors install CFLs and collect potential electrical EE measure
information.
 Continue to work with the low income weatherization program on several ongoing projects.
BED continues to promote the LISF program to customers in need.
 Continued working with JUMP (Joint Urban Ministry Program) on providing CFL’s and
efficiency information to low-income families that they are assisting. The goal is to
familiarize families using JUMP with the benefits of energy efficiency and help them to
enroll in the CVWS program when possible.
Demand Response Program
 BED/EnerNOC Demand Response Program status – Continuing to work with Champlain
College and EnerNOC to obtain a commitment from the college to move ahead with a
contractual relationship for DR.
 Burlington School District – BSD has signed a contract with EnerNOC initiate a DR program
at the Burlington High School. The two major BED billing meters have been connected to
the EnerNOC communications network.
 Burlington Town Center – GGP has also signed a contract with EnerNOC for DR at the mall
and associated parking garage. Two major billing meters at that location have been
interconnected to EnerNOC’s system.
Communications & Public Relations
 Loaned a Watts-Up appliance consumption meter to Candy Page of the Burlington Free Press
for use in her story about plug-in electric cars. Will be setting up a “Power Cost Monitor”
for measuring consumption of her whole house at the end of the month for future stories.
 “Managing Carbon for Growth Workshop” at Champlain College – Jake attended a half day
series of presentations by Spring Hill Solutions / Carbon Clear, Champlain College, Kilawatt
Technologies, EVT / VEIC, and Native Energy concerning the management of carbon
emissions by commercial energy users.
 Residential Co-Gen / Climate Energy Free-Watt Presentation – ES staff members attended a
presentation at VT Gas by a MA company that is rolling out a residential-sized CHP product
in New England. Climate Energy is in the process of organizing distribution and service
within the state of Vermont.
 Champlain Initiative is spearheading this project with RPC and MPO staffing it.
 Champlain Elementary School continues to call upon us to help kids with their energy
efficiency/renewable energy projects. During April, Mary S spent time with kids who were
going to do a survey throughout a few neighborhoods encouraging people to use CFLs over
incandescent bulbs. James Gibbons, of BED Power Resources, met with a group focused on
renewable energy. He explained the BED wind turbine, how much it generates, how that is
tracked, etc.
 We coordinated with World Energy to send out a press release on the sale of McNeil RECs.
