BED’s November 2008 Report

BED Energy Efficiency Highlights
Large Commercial Services
 YMCA Facilities Meeting – The YMCA is now committed to making their existing building
a successful operating location. Improvements in the HVAC structure must necessarily be
made, as well as the completion of a plan to evolve the use of its existing space into a more
contemporary design.
 Fletcher Allen / ESCO Energy Saving Projects – Have received project financial
documentation from Carrier. This allows BED to continue to process rebates for several
more of these large projects. The parking garage lighting upgrade, saving 768,000 kWh per
year, and nearly 90kW of demand, warranted a rebate amount of over $60,000 during this
reporting period. Rebates for other projects will follow.
 Price Chopper – A refrigeration upgrade project has begun which involves most of the Price
Choppers in the region. This includes the local Shelburne Road facility, where upgrades to
the evaporator fan motors in coolers and freezers (to ECM motors) and an economizer add to
the diary cooler will take place. Other refrigeration improvements may also be included.
The project is now in motion, and is being completed by a local vendor.
 Gilbane / General Dynamics – Assisting the building manager to verify the accuracy of the
kWh and kW consumption data that they are feeding into their building management system.
This data is being inputted via pulse information from several BED revenue meters.
 Burlington Free Press / 3rd and 4th Floor Account Analysis – With the consumption at this
location dropping below the “LG” level to the “SG” level, verified the savings the customer
will see by changing to SG. This is a very cost-effective adjustment, as it will drop their
annual charges by one half.
 UVM- Continue to work with the customer on energy efficiency measures in the area of
occupancy based heat recovery ventilation control strategies and premium efficiency motors
and lighting in the following buildings: Harris-Millis Residence, Cook Commons Dining
Hall, Southwick Music Building, Terrill Hall, Given Medical Complex, Courtyard Infill and
Gutterson, Tennis courts.
 UVM (Gucciardi Fitness Center; Gutterson Field House; Farrall Hall) – The three LPA
installations proposed by DEI, Inc. are still in progress. The LPA at Gucciardi building and
Gutterson Field House has been completed and the Farrall Hall LPA is currently in progress.
Rebate Agreement for the three LPA installations were completed and signed.
 General Growth Properties (Burlington Town Center) – Continue to work with customer on
HVAC system and lighting energy efficiency measures. Recent economic difficulties and
management changes have slowed their interest in pursuing the measures that we hoped
would be installed in early 2009.
 City Market / 50 kW Solar Photo-voltaic System – Provided feedback to the customer on a
proposal for a 50 kW renewable energy system, at their request. This proposal was provided
by a local vendor, and can have a reasonable payback period (15 years) if appropriate
incentive funds can be obtained from the State’s Clean Energy Development Fund (CEDF).
Smaller Commercial Services
 Burlington Primary Care – Performed an energy audit for this customer and identified energy
efficiency opportunities in the areas of lighting, lighting controls, HVAC. This project is not
expected to be completed this year.
 Gardener’s Supply / High Consumption – Obtained a data logging report from BED’s RPM
meter, which was installed for one week to monitor the output of the electrical transformer
serving their building. The data will be analyzed by BED Engineering to determine if the
transformer is sufficiently sized for the service, and if there are any problems with the power
quality.
 Chittenden Courthouse / Annual Electrical Cost Estimate – Providing estimated electrical
cost for the courthouse for the next FY, based on their last year of consumption data.
 Perrywinkle’s Fine Jewelry – Completed a cost benefit savings analysis for the proposed
lighting upgrade to replace incandescent lighting with LED lighting in the recessed ceiling
can fixtures and to all of the retail cabinet lighting. A letter was mailed to the owner
indicating the results of the analysis.
 156 Church Street Property (old Smokejack’s Restaurant) – A cost benefit savings analysis
was completed for lighting improvement measures, installing ECM evaporator fan motors in
the walk-in cooler and remove and blocking an unnecessary exhaust fan located in the main
dining area.
 Marilyn’s – An energy savings analysis to install a new four-ton A/C rooftop unit was
completed at the request of the store owner. The analysis included adding an optional fresh
air economizer with dual enthalpy controls. The results of the analysis were e-mailed to the
owner.
New Construction/Equipment Replacement Services
 Fletcher Allen / Oncology Suite – Beginning to work with the FAHC project manager of this
fast-track addition to the main hospital. This is a 23,000 sq. ft structure which will be
constructed adjacent to the existing ACC building. A meeting will take place between BED,
FAHC, the Boston-based engineering company and the architect in early December, to
discuss the design details.
 King St Housing (188 King) – Continue to work with the project team. Insulation and air
sealing details have been resolved and work is proceeding.
 Issues rebates for two recently complete Vermont Energy Star Homes; both were full gutrehab projects of existing single-family homes.
 Currently there are eight additional Burlington homes enrolled in the VESH New
Construction/Major Rehabilitation program.
 Beginning to review a proposed 9-unit housing project located at 128 East Ave.
 Jeffords Hall (UVM – Plant Science Building) – Continue to work with the UVM project
team on efficiency details for the building.

Existing Residential Buildings
 Since Jan 1, 2008, 3 electric space heat conversions have been completed.
 Since Jan 1, 2008, 20 electric hot water conversions have been completed.
 Since Jan 1, 2008, 7 high efficiency\ECM motor ENERGY STAR furnaces have been
installed.
 Since Jan 1, 2008, 3 ENERGY STAR Central AC systems have been installed.
 Since Jan 1, 2008, 5 electric to natural gas clothes dryer replacements have been completed.
 Visited 6 locations and used “WattsUp” meter at many locations. Five appliance meters are
currently on loan.
 Incoming calls concerning high bills and energy conservation measures are on the rise as
there were 40 incoming calls this month. Staff is prepared to offer technical assistance to oil
and propane heat customers as they are most effected by rising fuel costs.
 There are several domestic hot water fuel switch projects in progress. Interest in fuel savings
is high. Natural gas can still provide a 40-45% savings over electric hot water at current
rates.
 BED continues to promote the LISF program to customers in need. In 2008, the Champlain
Valley Low-income Weatherization Service has completed 18 Burlington projects and
currently has 12 additional units enrolled.
Load Response Program
 EnerNOC / BED Lunch and Learn Presentation – This informational luncheon was well
attended, and included many interested customers as well as higher profile attendees such as
Mayor Kiss and Barbara Grimes from BED. Developed a significant list of customers who
are interested in moving ahead with the next-steps toward BED demand response enrollment.
BED and EnerNOC are working closely together to ensure all the details are covered and no
customer is missed.
 BED/EnerNOC Demand Response Program Status Update– In addition to UVM, FAHC and
Burton, we now have Lake Champlain Chocolates on board at 80 kW confirmed, and
Burlington Free Press with 200 kW estimated. Total kW signed up is a bit over 2 MW.
 UVM Demand Response Expansion – Working with UVM, EnerNOC field techs and the
EnerNOC project manager to complete the installation of several data gathering systems to
monitor kW usage at the Bailey Howe Library, the Davis Center, and Gutterson Field House.
Communications & Public Relations
 Two new donors were added to the WARMTH Program - we now have 148 customers
donating a total of $958.00 on a monthly basis via their electric bill.








Burlington Climate Action Plan Meeting – ES staff attended one of the final sub-committee
meetings concerning the encouragement of energy savings in residential and commercial
buildings in Burlington. BED has evaluated the committee’s final recommendations and
indicated those areas which are presently being addressed by energy service activities.
Burlington Business Association Meeting – Attended the monthly meeting which featured an
interesting presentation by “Vermonters for Economic Health”.
The customer satisfaction survey is underway. Results will begin to arrive in December.
The awards ceremony/pizza party for the winters of the energy efficiency school calendar
project is Dec. 4 at 5:30 p.m.
The Button-Up Energy Efficiency workshop on Nov. 13 at City Hall was well attended
(about 50 participants) and went very well. BED, VGS and CVWS also presented
information about available services.
Currents and Outlets will be in the December bill. The Goss Court Armory renovation is
featured in Currents as the “Customer Profile.”
BED staff tabled at a UVM Energy Fair in the Davis Center.
BED staff attended a meeting at UVM with Rocky Mountain Institute to discuss UVM’s
goals for greenhouse gas reductions.
