BED Energy Efficiency Highlights
Large Commercial Services
 Several UVM retrofit projects have been completed or are in the planning stages. These
include:

Ira Allen Chapel - Continue to work with the customer on this outdoor lighting
replacement project. This project is expected to be completed this summer.

Patrick Gymnasium - Continue to work with the customer on this indoor lighting
replacement project. This project is expected to be completed this summer.

Rowell Lecture Halls 103 & 111 - energy efficiency measures in the area of high
performance lighting fixtures have been complete.

Austin-Marsh-Tupper - Continue to work with the customer on energy efficiency
measures in areas such as occupancy sensors, occupancy driven heat recovery ventilation
control strategies, new T5 lighting, hardwired compact fluorescent fixtures and premium
efficiency motors.

Harris-Millis Residence Hall - Continue to work with the customer on energy
efficiency measures in the area of occupancy driven heat recovery ventilation control
strategies and premium efficiency motors. This project is expected to complete in the coming
months.

Living & Learning – Completed work with the customer on energy efficiency
measures in the area of lighting power density reduction.

Bittersweet – Completed work with the customer on energy efficiency measures in
the area of lighting power density reduction.

Cook Commons Dining Hall – Completed work with the customer on energy
efficiency measures in the area of booster heater fuel switch and new high efficiency lighting
fixtures.

Angell Lecture Halls B109 & B112 – Completed work with the customer on energy
efficiency measures in the areas of high performance lighting fixtures, demand control
ventilation and premium efficiency motors.

12 Colchester Avenue – Completed work with the customer on energy efficiency
measures in the area of lighting power density reduction.

Southwick Music Building - Continue to work with the customer on energy efficiency
measures in the area of demand control ventilation and premium efficiency motors. BED is
waiting for customer to provide design drawings and sequence of operation. This project is
expected to be complete this summer.

Converse Hall – Completed work with the customer on energy efficiency measures in
the area of lighting power density reduction.

Morrill Hall – Completed work with the customer on energy efficiency measures in
the area of lighting power density reduction.

Fleming Museum –Completed work with the customer on energy efficiency measures
in the areas of demand control ventilation and premium efficiency motors.

Terrill Hall - Continue to work with the customer on energy efficiency measures in
the area of lighting power density. The project is currently in the design process and is
expected to be complete this summer.










34 south Williams Street - Continue to work with the customer on energy efficiency
measures in the area of lighting power density. The project is expected to be complete by the
end of the month.
UVM, PFG Parking Garage - Continue to work with the customer on energy
efficiency measures in the area of occupant driven lighting controls. The project is expected
to be complete by the end of the month.
UVM: Dewey – Received the required design and invoice documentation to create
the appropriate rebate paperwork for UVM to sign for the boiler upgrade. Energy measures
include three variable drives for pumps associated with the heating loops, and efficient HPT8
lighting.
Burlington Town Center – Continue to work with customer on energy efficiency measures in
the area of lighting and HVAC systems. A VFD energy efficiency measure was
recommended with a payback of less than a year when the BED rebate offer is considered.
This project is expected to be completed this year. Also working with this customer to
identify motors where synchronous belt drive systems will generate energy savings over
traditional v-belt drive systems. This project has been put on hold until the weather is warmer
in order to accommodate the installation.
J. Crew – Performed an energy audit for this customer as a result of a high bill concern. The
customer is working on providing information that will further understand the mechanical
system setup and control which is likely the source of the high bill concern.
Met with Tom Reilly of Salem Engineering at the Unitarian Church to discuss strategies for
controlling the heating system pump with a VFD.
Fletcher Allen Health Care – Parking garage lighting upgrade: Work is still going on to
identify the most cost-effective fixture for this underground parking garage application.
Also worked with BED Dispatch and FAHC to ensure BED is given a call before the
hospital’s monthly generator load test is started. The sudden drop in load of 2 MW or more
can cause some voltage stability problems at the East Ave. substation. Also supplied
electrical consumption history data for FAHC to assist them in the “Green Hospital”
certification process that they have initiated.
EVT: Energy Savings Calculation Tools – Have arranged several technical training meetings
at BED with EVT personnel. The purpose is for BED to get a closer look at the energy
savings spreadsheets that EVT project managers routinely use for their savings verifications.
The first tools to be explored will be Lighting Power Density, Lighting Retrofit, the
Compressed Air Tool, and the Refrigeration Savings Tool.
Core Performance Guide – Attended a coordination meeting between BED and EVT
concerning the new “Core Performance” program that has been jointly launched recently for
new commercial buildings. The intent is to simplify the rebate structure for new construction
such that designers and engineers can estimate the energy savings rebates for projects
without the need for ongoing information transfer between the design team and the energy
efficiency utility.
Burlington School Distrcit – Edmunds School day-light harvesting project – A pilot project
has been started between BSD and BED to complete a study of classroom day-light
harvesting electrical savings. Two classrooms will be converted to Lutron day-light
harvesting controls. Light energy consumption will be monitored before and after the
equipment is installed in both rooms. It is hoped that a good baseline for energy savings will



be created from this pilot program. This will help the BSD to determine if further expansion
of this equipment makes economic sense.
Gilbane (General Dynamics is the tenant) – Supplied some additional cost estimations for the
electric costs of portable electric heaters which are used extensively by office workers
throughout the General Dynamics facility. Customer costs of up to $5,000 per month have
calculated for some scenarios.
Queen City Printers – Worked with the customer to verify that their power factor correction
installation was successful. Their PF is now near 1.00, eliminating a monthly charge which
was often up to $500/mo. Their next focus is a lighting upgrade in the Bindery; dialog for
this project has been started.
City Market – We processed a prescriptive rebate for 5 ECM motors for their cooler
evaporator fans. A number of other improvements are in the works, mostly associated with
an extensive re-commissioning process which is led by CX Associates.
Smaller Commercial Services
 The Shopping Bag, Inc – Continue to work with this customer to implement energy
efficiency measures such as improved lighting and consolidation of small coolers into a
single walk-in cooler with outdoor economizer.
 City of Burlington, Contois Auditorium – Continue to work with this customer on the
replacement of 40 and 60-watt incandescent lamps in chandeliers with energy efficient cold
cathode compact fluorescent lamps. Some dimming control hurdles still remain, however the
city has received a proposal to remedy the problem. An energy efficient lamp has been
selected. The dimming system will need to be replaced before it can operate properly.
 City of Burlington, City Hall – Continue to work with this customer to improve the
efficiency and operational aspect of existing HVAC equipment through improved building
control features such as remote access and instant trouble alarm notification.
 City of Burlington, Fletcher Free Library – Continue to work with this customer to improve
the efficiency of existing HVAC equipment through occupancy based ventilation control
strategies and remote access.
 City of Burlington, Fire station #1 – Continue to work with this customer to on energy
efficiency measures in the area of lighting power density and lighting controls.
 City of Burlington, Fire station #2 – Continue to work with this customer to on energy
efficiency measures in the area of lighting power density and lighting controls.
 Hoff, Curtis, Pacht, Cassidy, Frame, Somers, Katim – Continue to work with this customer
on HVAC related energy efficiency measures which are expected to be completed sometime
next year.
 O’Neil, Kellner and Green – Working with this customer in area of lighting power density
and lighting controls for their new space on St Paul Street. This project expected to be
complete in the next few months.
 Sadie Katz – Performed a complete energy audit of this customers College Street restaurant.
Substantial energy savings opportunities presented themselves during the walkthrough. This
customer has big plans to renovate and expand the location in several phases over the coming
months. A financial incentive package was presented to the customer and the work is
expected to be completed over the coming months.
 Climb High – Performed an energy audit of this customers Bank Street retail store. The
majority of the efficiency improvements are in the area of lighting and lighting control. A










financial incentive offer was presented. This project is expected to be completed in the
coming months.
Champlain Clothing – Performed an energy audit of this customers Bank Street retail store.
The majority of the efficiency improvements are in the area of lighting and lighting control.
A financial incentive offer was presented. This project is expected to be completed in the
coming months.
Ben & Jerry’s – Performed an energy audit of this customers Bank Street office space. The
majority of the efficiency improvements are in the area of lighting and lighting control. A
financial incentive offer was presented. This project is expected to be completed coming
months.
YMCA – Completed the paperwork to provide a small rebate for the gym lighting upgrade
project. The newly installed T5 HO 4-lamp fixtures will provide much-improved lighting,
the bonus being a moderate amount of energy savings as well. There is also in discussion an
improvement in their dehumidification system for the lap pool. The existing natural gas
make-up air unit is failing and the best option for replacement is being explored. Some
engineering work is now in progress.
Mater Christi School – We have received the necessary paperwork to complete the rebate
process for this customer fuel switch to natural gas space heat. BED was pleased to see this
winter electric load go away, and the school will receive a rebate estimated at $8,400.
Efficiency Vermont retro-fit project – Jake was given a tour of their expanded facilities,
where warehousing was made into office and conference room space. We will shortly be
developing the energy savings calculations and rebating for the project, which includes high
efficiency lighting and controls, efficient roof-top units, premium efficiency motors, and heat
recovery ventilation.
Intervale Farm Center – A new refrigeration system is being considered that will consist of
walk-in cooler for their milking parlor. A free air economizer system and ECM brushless
evaporator motors are being looked at to be included.
VFW S. Winooski Ave.– conducted a walk through energy audit of the facility. There are
some lighting measures that look promising for them to pursue. An energy cost benefit
savings analysis is presently in-progress.
First Unitarian Society – Attended a meeting between the facility manager and Tom Reilly of
Salem Engineering to conduct a walk through of the heating system as part of a small study
to see if a VFD of the hot water heating loop to the circulating pumps will be a cost effective
EEM to pursue. In addition, a walk through inspection of a lighting upgrade was conducted
for the installation of several screw-in CFL lamps in the sanctuary as recommended by BED.
A rebate for the CFL lamps as well as a new commercial refrigerator was processed.
Joli Hair Studio – Inspected the completed lighting retrofit measure to high performance T8
lighting for some existing two lamp T12 fixtures.
Willard Street Market – An inspection of the replacement of four evaporator fan motors to
new ECM dc brushless motors was completed. The EEM qualifies for a BED rebate as part
of the Refrigeration Equipment Incentive program. The rebate has been processed.
New Construction/Equipment Replacement Services
 UVM, Dudley H. Davis Center - Continue to work on this project with the customer on
financial incentive paperwork and documentation. The construction is complete, the building
is occupied, the project is expected to achieve a certification of LEED Gold and BED is








working to finalize the incentives which are expected to be complete by the end of this
month.
UVM, Marsh Life Sciences addition - Continue to work with the customer on energy
efficiency measures in the area of premium efficiency motors. This project is complete and
BED waiting for customer to provide proof of purchase documentation.
Dealer.com – The rebate check for energy saving measures associated with this LEED
project has been delivered to the customer.
Lund Family Center – Jake recently received the balance of the paperwork to submit this
project for rebates. This project won an award at the Better Buildings by Design Conference
for new construction, for excellence in energy-savings design. Areas of energy savings
included variable frequency drives for their water source heat pump loop; premium
efficiency heat pump equipment; high performance lighting system and premium efficiency
motors.
Received notification of Champlain Colleges’ plan to build a 20,000 square foot
administration and welcome center on S. Willard Street.
Continued working with the project team on the 35-unit condo development at 183 St. Paul
Street.
Reviewed and commented on the building plans for a new single-family home on Appletree
Point Road; they are now enrolled in the Vermont Energy Star Homes Program.
Completed final inspections for 3 condo units located at 204-208 S. Union Street and a
duplex 33-35 Lafountain Street. All units are enrolled in the Vermont Energy Star Homes
Program.
The following projects remain in the Planning & Zoning approval process and we have been
in contact with each regarding energy code compliance and BED\VGS efficiency services:
1162 North Ave 5-units; 237 North Ave 25 units and 40 seat café; 207 Riverside 2-units,
ICV’s 50 unit project at 114 College Street, 8 units at 361 Pearl Street, 12 units 131 Battery
St. Cornell, 7 units at 160 Pine St. and 20 units at 88 King St.

Existing Residential Buildings
 Since Jan 1, 2008, 2 electric space heat conversions have been completed.
 Since Jan 1, 2008, 14 electric hot water conversions have been completed. Currently
working with the owner of an 18 unit apartment house who is considering a central boiler to
serve the DHW load.
 Since Jan 1, 2008, 3 high efficiency\ECM motor ENERGY STAR furnaces have been
installed.
 Since Jan 1, 2008, 0 ENERGY STAR Central AC systems have been installed.
 Since Jan 1, 2008, 0 electric to natural gas clothes dryer replacements have been completed.
 BED continues to promote the LISF program to customers in need.
 Completed high consumption cases for 10 customers. BED and EVT now offer $100 toward
replacing electric clothes dryers with natural gas units. Also, new incentives for replacing
older existing refrigerators with ENERGY STAR units ($150 for rental apartments and $100
for owner occupied). Loaned out 5 appliance meters. The appliance meter loan program
continues to be very beneficial to customers.
 Continued working with JUMP (Joint Urban Ministry Program) on providing CFL’s and
efficiency information to low-income families that they are assisting. The goal is to
familiarize families using JUMP with the benefits of energy efficiency and help them to
enroll in the CVWS program when possible.
Communications & Public Relations
 Continue to work with City Market around a Green Up Day event to promote CFL’s and
other efficient products.
 The Burlington Climate Action Plan, which BED took an active part in putting together back
in 2000, is being updated. The Legacy team is taking the lead, but BED staff will have input
on the electrical efficiency part of the plan.
 Energy Efficiency Day at the State House was another success this year. We shared the space
with Efficiency Vermont and had the opportunity to talk with a number of legislators.
 BED’s annual Performance Measures Report will once again be distributed to the voters on
March 4. It is also posted online.
Load Response Program
 UVM – At the request of UVM and EnerNOC, we supplied them with the account #’s and
consumption history of all UVM accounts over 200kW summer peak. They are looking for
additional candidates to enroll in the 30 Minute Demand Response program.
 Burlington Waste Water Treatment Facility – We are working with the WWTF to help move
along the process of readying the Main and North plants for enrollment in the ISO NE
Demand Response program. We hope to have all issues resolved and the customer signed up
with EnerNOC before the summer demand season begins.
 Koffee Kup Bakery – EnerNOC has met with Koffee Kup and they are quite interested in
signing up for this Demand Response program. At the customer request, we supplied a three
year consumption history to EnerNOC so they can explore the demand reduction
possibilities.
