BED’s November 2007 Report

BED Energy Efficiency Highlights
Large Commercial Services
 UVM – Continue to work with this customer on several ongoing projects and to gather
outstanding information for such projects where financial energy efficiency incentives have
been identified.
 UVM Trinity Campus – Have completed the energy audit of all 9 buildings and will be
issuing a report early next month. Continue to work with this customer to identify energy
efficiency and conservation measure.
 Burlington Town Center – Continue to work with customer on energy efficiency measures in
the area of lighting and HVAC systems. A VFD energy efficiency measure was
recommended with a payback of less than a year when the BED rebate offer is considered.
This project is expected to be completed next year.
 Burlington Town Center Garage– Performed an energy audit for lighting. Continue to work
with customer on energy efficiency measures in the area of lighting and HVAC systems.
 General Dynamics – Renovation work for the third floor southwest corner is complete. A
rebate agreement for five customized EEM and an HVAC replacement equipment form were
prepared for signing. A meeting was scheduled for a final inspection of the work.
 Property of Fortieth Burlington LLC – A meeting was attended with the facility manger to
discuss replacing more electric heat with possible steam heat coils being served from the
building’s gas-fired boiler plant. It was proposed by BED to the facility manager to monitor
the electric heat for a week to see what the electrical usage is.
 Gilbane/General Dynamics – Responded to the customer’s request to supply them with
monthly 15 minute demand data for their four largest utility meters’ location id’s.
 FAHC (UHC Campus) – A meeting on the progress of the Phase III lighting upgrade was
attended. The project is about 99% complete and should be finalized in within the next few
weeks.
 Fletcher Allen Health Care – Have been working with Carrier and FAHC to specify parking
garage lighting fixtures which will provide good long term service to the hospital. There is
some indication that lowest first cost may be the most compelling route for this portion of
their lighting project. However, this approach may not provide the long-term electrical
savings that BED is looking for.
 State of VT – Responded to their request for feedback on a wind generation proposal using
vertical wind turbines. The proposed locations are the rooftops of two state buildings on
Cherry St. Advised that more specific reference information was needed for the wind
product under review. Also provided expected annual electric generation info for a typical
10 kW wind turbine installed in the Lake Champlain area of VT.
 Price Chopper – Reviewed the proposal (economizers for walk-in coolers) presented by FreeAire to Price Chopper’s energy manager, which summarized projected savings at the
Shelburne Road supermarket. There is a good payback, and the customer is interested.
Availability of funding may be the next issue to address.
Smaller Commercial Services
 The Shopping Bag, Inc – Continue to work with this customer to implement energy
efficiency measures such as improved lighting and consolidation of small coolers into a
single walk-in cooler with outdoor economizer.













O'Neill, Kellner & Green – Continue to work with this customer where compact fluorescent
lamps are expected to be installed in the coming months replacing 100-watt incandescent
lamps. This project is expected to be completed late this year.
J. Lamay – Continue to work with this customer on the replacement of dozens of standard
halogen lamps with energy efficient halogen infrared lamps. This project is expected to be
completed in phases throughout the winter.
City of Burlington, Contois Auditorium – Continue to work with this customer on the
replacement of 40 and 60-watt incandescent lamps in chandeliers with energy efficient cold
cathode compact fluorescent lamps. Some dimming control hurdles still remain, however the
city has received a proposal to remedy the problem. An energy efficient lamp has been
selected. The dimming system will need to be replaced before it can operate properly.
City of Burlington, City Hall – Continue to work with this customer to improve the
efficiency and operational aspect of existing HVAC equipment through improved building
control features such as remote access and instant trouble alarm notification.
City of Burlington, Fletcher Free Library – Continue to work with this customer to improve
the efficiency of existing HVAC equipment through occupancy based ventilation control
strategies and remote access. Also, completed a walk-through of the facility with Burlington
School Department electricians in relation to a full lighting upgrade of the building. Savings
and rebates will be broken down into separate building areas. Special funding sources may
need to be investigated.
Hoff, Curtis, Pacht, Cassidy, Frame, Somers, Katim – Continue to work with this customer
on HVAC related energy efficiency measures which are expected to be completed sometime
next year.
Sadie Katz – Performed a complete energy audit of this customers College Street restaurant.
Substantial energy savings opportunities presented themselves during the walkthrough. This
customer has big plans to renovate and expand the location in several phases over the coming
months. A financial incentive package was presented to the customer and the work is
expected to be completed over the coming months.
Climb High – Performed an energy audit of this customers Bank Street retail store. The
majority of the efficiency improvements are in the area of lighting and lighting control. A
financial incentive offer was presented. This project is expected to be completed this winter.
Champlain Clothing – Performed and energy audit of this customers Bank Street retail store.
The majority of the efficiency improvements are in the area of lighting and lighting control.
A financial incentive offer was presented. This project is expected to be completed this
winter.
Ben & Jerry’s – Performed an energy audit of this customers Bank Street office space. The
majority of the efficiency improvements are in the area of lighting and lighting control. A
financial incentive offer was presented. This project is expected to be completed this winter.
Pomerleau Real Estate – A lighting prescriptive measure was completed and submitted for
rebate on 120+ CFL screw-in type lamps to replace halogen and incandescent lamps.
Intervale Farm Center Inc. – The evaporator fan motors for the west walk-in cooler were
replaced by Free Air Inc. as proposed by BED. A meeting was scheduled to complete the
final inspection of the EEM.
Green Mountain Electric Supply – Completed a prescriptive energy savings analysis for
replacing existing lighting fixtures to high performance T8 and T5 high bay fluorescent
fixtures. A final inspection of the lighting measures was scheduled.







Koffee Kup Bakery – Working with BED Metering and Engineering to monitor the bakery’s
service entrance to ensure that the addition of PF correction capacitors will not significantly
increase the harmonics within the facility. Also coordinating with Omega Electric on
upgrading of the facility’s lighting to high efficiency products. This is to be completed
within the next month or so.
Chittenden Courthouse – At the customer’s request, provided estimated monthly electrical
costs for the building over the next fiscal year, based on the latest tariffs. Also working with
them to resolve a high kW usage issue which has become evident in the August / September
2007 timeframe. They are investigating some facility heating changes that were made during
that time, to see if unforeseen electrical usage could have developed from the installation
work.
Mater Christi – The elementary school has just completed a fuel switch from electric space
heat to natural gas. Recently visited the facility for a walk-through and am awaiting the
appropriate invoice paperwork to begin the rebate process.
City Waste Water Treatment Facility – Working with the facility to develop rebate estimates
for lighting upgrades that they are expected to complete within the next few weeks.
Parking Garage lighting upgrades – BED has succeeded in getting fluorescent parking garage
lighting specified for the King St. housing project (Champlain Housing Trust). We are also
still working on the retro-fit of a city parking garage from high pressure sodium to high
performance T8 fixtures.
Atlantic Aviation – Processed a lighting upgrade rebate for this customer, at the Burlington
Airport.
Kilawatt / Hallam Pilot Project / State of VT Zampieri Building – Hallam has completed the
first year analysis of the energy savings from this project. BED has agreed to pay $25.00 per
annual documented MWh saved based on the difference between the documented actual
monthly usage and the baseline. Have received their documentation, and will look it over in
more detail before recommending payment on the results.
New Construction/Equipment Replacement Services
 Hope Lodge – Continue to support this customer on the new construction LEED project. The
project is expected to be completed this year.
 Lund Family Center – Working with the customer to obtain and evaluate their supporting
paperwork before releasing any rebates.
 Champlain Housing Trust/King St. – Attended the final coordination meeting prior to the
design being 100% completed (scheduled for 11/30). The bidding process has begun.
 Dealer.com – Finished a final walk-through of the facility, which is almost 100% complete.
The architecture is quite impressive, and their lighting approach is very energy-efficient.
Rebates will be made available once the associated invoice paperwork is provided.
 Continued working with the project team on the 35-unit condo development at 183 St. Paul
Street.
 The following projects remain in the Planning & Zoning approval process and we have been
in contact with each regarding energy code compliance and BED\VGS efficiency services:
1162 North Ave 5-units; 237 North Ave 25 units and 40 seat café; 207 Riverside 2-units,
ICV’s 50 unit project at 114 College Street, 8 units at 361 Pearl Street, 12 units 131 Battery
St. Cornell, 7 units at 160 Pine St. and 20 units at 88 King St.

Existing Residential Buildings
 Since Jan 1, 2007, 17 electric space heat conversions have been completed.
 Since Jan 1, 2007, 93 electric hot water conversions have been completed.
 Since Jan 1, 2007, 16 high efficiency\ECM motor ENERGY STAR furnaces have been
installed.
 Since Jan 1, 2007, 1 ENERGY STAR Central AC systems have been installed.
 Since Jan 1, 2007, 6 electric to natural gas clothes dryer replacements have been completed.
 Since Jan 1, 2007, CVWS has submitted invoices for 42 completed projects and has
requested billing history data on 14 additional accounts
 BED continues to promote the LISF program to customers to increase participation.
 Working with six customers that are planning to switch to gas domestic hot water systems.
 Completed high consumption cases for 9 customers. BED and EVT now offer $100 toward
replacing electric clothes dryers with natural gas units. Also, new incentives for replacing
older existing refrigerators with ENERGY STAR units ($150 for rental apartments and $100
for owner occupied).
 Continued working with four rental property owners (about 60 apartments combined) on the
new Multifamily Apartments: Lighting, Refrigerator and Ventilation System service.
 Working with JUMP (Joint Urban Ministry Program) on providing CFL’s to low-income
families that they are assisting. The plan is to familiarize the families with the benefits of
energy efficiency and help them to enroll in the CVWS program when possible.
Communications & Public Relations
 ASHRAE Meeting – Attended the November 7th meeting, with a presentation on the latest
ASHRAE Std 62.1-2007 changes in requirements for indoor air quality. Jake is also putting
together a planned presentation at the January ASHRAE meeting concerning utility time of
use rates, and how they affect the economics of ice storage for off-peak energy cooling.
 TRANE / Engineer’s Breakfast – Attended this event on Nov. 8th, which went into detail
about demand control ventilation and how to minimize energy use while still maintaining
acceptable indoor air quality.
 TRANE / Satellite Seminar – LEED project studies: Attended this live broadcast which
detailed several large LEED projects, built in various areas of the country.










Webinar – “Re-commissioning and Tips on Energy Saving Calculations”: Completed this
1½ hour training seminar, sponsored by PECI.
Green Mtn Electric / LED Flood Lamps – Saw a very promising demonstration of a new
LED product which seems to fit the need for both dimmability and energy efficiency.
Presently, high cost is a factor, but the future for the technology is beginning to brighten.
Competitive Computing / High Efficiency Servers and Personal Computing – A
presentation on another cutting edge technology, which is sure to create a market for itself in
the next few years.
John Lincoln co-presented with Vermont Gas Systems an “Energy Saving” workshop at
Northgate Apartments Community Center.
John Lincoln presented a “Brown Bag Lunch “Energy Saving” workshop at the Seventh
Generation office. About 18 employees attended. The company is very environmentally
conscious and rewards its staff for being “green” by giving “loans” and grants toward high
efficiency home heating and hybrid vehicles etc. The group was very receptive to
information about CFLs, “phantom loads” and tracking energy consumption.
We participated in the Step It Up event to combat global warming at Battery Park on Nov.
3. We had a BED table.
As an outgrowth of E2C2, we have been working with a group including Jen Green of
Legacy to change behavior through the Low-Carbon Diet to reduce greenhouse gas
emissions. We are hoping to get lots of Eco Teams formed in Burlington for people to
evaluate the emissions and make plans for reducing them.
Attended the PSB workshop on allocating carbon credits (RGGI).
The Energy Efficiency Calendar will be delivered on Dec. 5. The students will receive them
that evening at the pizza party/awards ceremony.
A legislative breakfast will be held on Dec. 5. Several legislators have RSVP’d that they
will be attending.
Load Response Program
 Enernoc / Edlund Meeting – Attended a meeting between EnerNOC and this local
Commercial Kitchen appliance manufacturer. Edlund is very interested in pursuing
enrollment in the Demand Response program, and suggested that they would respond in a
timely manner to EnerNoc’s contract proposal. Gardeners Supply and the new Hilton Hotel
have also shown an interest in taking part in the program, and we are working with EnerNOC
to evaluate and pursue contracts with these customers.
