BED’s Q2 2007 Report
Dear Michael,
We are pleased to submit the following report covering the period of April 1, 2007 thru June 30,
2007. The report includes highlights over the June period and the attached table covers costs and
savings for the Q2 2007 period.
As we have discussed, this report now uses the revised format which includes cp-kW results and
goals.

BED Energy Efficiency Highlights
Large Commercial Services
 EVT Brown Bag Presentation / Delighting Devices – Attended an interesting seminar on
"Solatubes", with can provide adjustable and predictable day lighting to internal areas of
commercial buildings at a reasonable cost. This is essentially free lighting without
electricity, using a proven technology.
 Fortieth Burlington LLC – The installation of several occupancy motion sensors to control all
the lighting through most of Building #21 is still in-progress and is approximately 80%
complete. The three electric heat duct coils serving 9,000 square feet of office space
proposed to be removed with steam heat coils piped from the main boiler is 90% complete.
 Fletcher Allen Health Care (UHC Campus) – Phase three lighting upgrade for retrofitting T8
lamps and ballasts to Super T8’s is now in-progress. The energy savings analysis has been
completed and updated in the TRM database. In addition all exit signs will be changed out
from either incandescent or CFL to new LED signs as part of a retrofit project that was
recommended by BED.
 UVM, PFG Sports Center (Gutterson Ice Rink) - The new T5 high bay lighting fixtures
serving the seating area are now installed. The project was completed and the rebate has
been processed.
 UVM Central Chiller Plant at Cage – This project has been commissioned and the plant is up
and running, although only at about 10% of its total capacity. Based on variable speed drive
savings in pumps and fan operation, a rebate will be delivered to UVM for over $36,000. It
is planned to deliver this check as part of the ribbon-cutting ceremony scheduled for late in
July. This is said to be the only steam turbine-driven chiller plant installed in the state.
 UVM / Jeanne Mance – Worked with BED’s engineering to visit this UVM dormitory to
investigate the cost of converting their electrical service from the "PS" rate class to "LG".
Due to recent changes in the PS rate structure, the university could save $10,000 per year by
completing this conversion.
 UVM Load Forecast – Assisted Power Planning by analyzing the UVM campus kWh usage
and predicting the growth of that usage five to ten years into the future.
 Verizon – Completed a lighting audit walk-through at the request of the customer. They
have a large number of T12 lamps in their equipment rooms, and standard T8 lamps
throughout the rest of the facility. There are some good opportunities for occupancy sensors
in certain areas of the building. We will shortly be completing the analysis, and writing up a
report.
 Burlington School District – Toured Hunt and Wheeler schools to view a new induction
fluorescent lighting upgrade to the auditorium, as well as proposed and completed gym
lighting improvements (metal-halide to T5HO). Occupancy sensor additions are also being
considered for the new lighting systems in both gyms.
 Burlington Free Press – Working with the customer to analyze potential savings/ rebates by
replacing their 20 year old Liebert server room HVAC system with newer equipment.
 Gilbane/General Dynamics – Assisted the building manager in analyzing their summer kW
consumption to date, and determining causes for higher usage than the previous year.
 Mater Christi Elementary School – A model using Market Manager Software was completed
to analyze the electric heating load. A natural gas-fired heating system is being proposed by
VGS along with improved ventilation equipment.




Champlain College – Continue to work to implement the chiller plant piping rearrangement
project which will limit operation of primary chilled water pump during chiller operating
hours only. BED has offered a financial incentive for this project. This project is expected to
be completed this summer.
UVM – Continue to work with this customer on several ongoing projects and to gather
outstanding information for projects where financial efficiency incentives may be available
from BED.
General Growth Properties, Burlington Town Center – Continue to work with customer on
energy efficiency measures in the area of lighting and HVAC systems. Halogen infrared
lamps were recommended and have begun to be installed throughout the facility as the
standard halogen lamps expire. A VFD energy efficiency measure was recommended with a
payback of less than a year when the BED rebate offer is considered. This project is expected
to be completed this year.
BED/ISO New England Demand Response Program – EnerNOC, our partner in delivering
the ISO NE Demand Response Program to our customers, visited Burlington near the end of
the month to complete data collection installations at eight customers. This will hopefully
allow approximately 2.3 MW of 30 minute demand response to be signed up for July 1st
activation. A second group of demand response customers, including FAHC, will be
connected in July, to be activated for Aug. 1st bringing the total close to 5 MW.
Smaller Commercial Services
 Ohavi Zedec Synagogue – Conducted a final inspection for the new lighting upgrade and
HVAC equipment. The project is competed and the rebate is in-progress.
 Arentzen Glass – The Ideal power analyzer meter was retrieved and the electrical data
recorded by the meter was downloaded to the software. The energy savings analysis for
installing either a two speed motor or a VFD to the blower fan serving as over fire air to the
three process ovens was completed. Still waiting for a proposed cost for the work to evaluate
if the project will screen as an EEM.
 Smith Building / Citizens Bank (148-156 College Street Property) – A letter was mailed to
the property manager that stated possible lighting upgrades and recommendation that a
mechanical contractor be selected to redesign and install new HVAC systems to better handle
the heating and cooling demand under a Design/Build contract. BED and VGS will be kept
informed of what’s to follow.
 Select Design – Accompanied BED’s Engineering to view the power distribution system and
give them advice to assist in clearing up some internal power quality problems. Several PC
failures have been experienced, and it is suspected that internal equipment on their 208v bus
may be subjecting sensitive electronics to excessive amounts of harmonics.
 128 North Street fit-up – Continue to work with this customer on various lighting and
commercial refrigeration energy efficiency measures in an upcoming fit-up project.
 St Joseph’s Parish – Continue to work with this customer on recommended lighting
efficiency measures that would significantly reduce their annual electric cost. Several 100
and 500-watt incandescent lamps are expected to be replaced with energy efficient compact
fluorescent lamps. A test run is underway which will help this customer to decide which
proposed energy efficient lighting will work best for them.




O'Neill, Kellner & Green – Continue to work with this customer where compact fluorescent
lamps are expected to be installed in the coming months replacing 100-watt incandescent
lamps. This project is expected to be completed late this summer.
J. Lamay – Continue to work with this customer on the replacement of dozens of standard
halogen lamps with energy efficient halogen infrared lamps.
City of Burlington, Contois Auditorium – continue to work with this customer on the
replacement of 40 and 60-watt incandescent lamps in chandeliers with energy efficient cold
cathode compact fluorescent lamps. Some dimming control hurdles still remain, however a
proposal is expected to arrive outlining the best steps to remedy the problem. An energy
efficient lamp has been selected. The dimming system will need to be fixed before it can
operate work properly.
The Society Property Committee discussed various options to reduce electricity cost
including demand monitoring / limiting, adding solar on back building flat roof and changing
to an SG or TOU rate. Discussions are ongoing about how and when to proceed. Best option
is to go slow and do the conservation first. This summer, the electric hot water heater will be
replaced with a gas on-demand unit. All Sanctuary lighting will be converted to CFLs. The
dish washer will be used during lower peak hours. After this is done, a new load study will be
done to reassess the most desirable rate and what is feasible with solar PV systems.
New Construction/Equipment Replacement Services
 Hinds Building – Continue to work with the project team to develop the conceptual
efficiency and conservation features of this block development project. A ground source heat
pump system has been considered but most likely will not be incorporated due to uncertainty
of the geology at the project sight.
 Dealer.COM, 444 Pine St North – Supplied engineers with estimated savings and rebate
information for the high-efficiency lighting that will be installed in the building. Also
discussed energy code issues around cost savings associated with keeping certain existing
external wall structures vs. upgrading them.
 Hope Lodge – Continue to work with this customer on this LEED-NC project. This project is
currently under construction and is expected to be completed this summer.
 Continued to work with the project team for the 31-unit co-housing project located at 166
East Ave. Construction is well underway and the insulation and air sealing work is being
well done.
 Continued working with the project team on the 35-unit condo development at 183 St. Paul
Street.
 Completed a walk-through of the complete gut rehab of a duplex located at 468 North Ave., a
Habitat for Humanity and YouthBuild joint project.
 Processed the final rebate for the 28-unit Callahan Housing renovation project owned by the
Champlain Housing Trust.
 The following projects remain in the Planning & Zoning approval process and we have been
in contact with each regarding energy code compliance and BED\VGS efficiency services:
1162 North Ave 5-units; 237 North Ave 25 units and 40 seat café; 207 Riverside 2-units,
ICV’s 50 unit project at 114 College Street, 8 units at 361 Pearl Street, 12 units 131 Battery
St. Cornell, 7 units at 160 Pine St. and 20 units at 88 King St.

 Since Jan 1, 2007, 7 electric space heat conversions have been completed.

 Since Jan 1, 2007, 5 high efficiency\ECM motor ENERGY STAR furnaces have been
installed.
 Since Jan 1, 2007, 0 ENERGY STAR Central AC systems have been installed.
 Since Jan 1, 2007, CVWS has submitted invoices for 37 completed projects and has
requested billing history data on 9 additional accounts.
 Since Jan 1, 2007, 2 electric to natural gas clothes dryer replacements have been completed.
 BED continues to promote the LISF program to customers to increase participation.
 General high consumption audits with follow-up visits for 18 customers.
 Working with six customers that are planning to switch to natural gas domestic hot water
systems.
 Working with three customers that are planning to install natural gas fired heating systems to
replace electric heat.
 Continued working with four rental property owners (about 60 apartments combined) on the
new Multifamily Apartments: Lighting, Refrigerator and Ventilation System service.
Communications & Public Relations
 AFE Meeting – ES staff attended the June monthly meeting – which took place at the new
UVM Central Chiller plant. This is said to be the only steam turbine-driven chiller plant
installed in the state.
 ASHRAE – Ron attend the ASHRAE annual meeting attending several days of technical
workshops, training sessions and collaborated on issues such as demand reducing
technologies, strategies and techniques. Ron is on the board of the locale ASHRAE chapter
