"Effective criminalization is an obligation on all States. They have to have a clear law that
criminalizes human trafficking and they have to have punishments for that, and the sanction must be
proportionate, it must be effective, it must be dissuasive. It is not enough for States to say that we
are not the one trafficking; it is for States to put in place effective measures to ensure that people are
not trafficked, including addressing the root causes of human trafficking. We should all join the
campaign to stop the human trafficking. It is a crime that shames all of us and we cannot allow it to
continue."
