Question 1: Our organization – The Regional Public Foundation for Eldercare Dobroe Delo (Good Cause) – takes part in MIPAA performance and monitoring since 2007. At that time we were taking part in the regional conference of OUN for Europe in the city of Leon (Spain), then, in 2012, in Vienna, Austria. In 2012 our foundation obtained a special consultative status at OUN. Question 2: Yes, such approach starts forming step by step: nowadays the project of National strategy for interests of elderly citizens is being discussed; in conformity with suggestions of representatives of the civil society the project will cover suggestions concerning the protection of rights of elderly people, prevention of age discrimination, ageism and prophylactics of violence against elderly people. Question 3: For the project of the National strategy on ageing, discussed in our country, are suggested offers, referred to rights of handicapped persons, elderly people from villages and homeless ones. Question 4: In 2007 our foundation (for the first time in Russia) has edited 4000 copies of MIPAA text and distributed it free of charge among elderly people and their organizations, both in Moscow and in regions. Generally, we yet mark out the low level of knowledge of elderly people about MIPAA, as well as their participation in the decision making concerning the performance. Question 5: Till now we can say that MIPAA information concerning the equity and non-allowance of the age discrimination promotes the setting of such problems in the public field of the national ageing. Question 6: At the start of the public discussion concerning the project of the National strategy of ageing, the representative of the Federal Ministry of Labor and Social Protected informed that this strategy is to be based on MIPAA. Question 7: 1 Due to efforts of the civil society (mainly by activities of our Coalition - the Non-Profit Organization “Right of Elderly People”), made during last years, such issues as the observance of rights of elderly people in Russia have shifted step by step to the public field. Question 8: The opinion of our Good Cause Foundation is that the main problem, referred to the management of sophisticated processes of ageing, hindering to make the protection and implementation of rights of elderly people more effectively, is the absence in our country of any structures, at all levels, which would be responsible for the ageing policy; there are no national plans on ageing, no budgets for ageing implementation are being published, there are no personal names of peoples in charge for the ageing implementation. Offers of representatives of the civil society referred to the creation of the position of the ombudsman for rights of elderly people have been rejected many times.
