PHASE II – YEAR 3 IMPLEMENTATION PLANNING PROCESS
2003 - 2004
ARSI’s goals for Phase II are to maximize the impact of the NSF funding as well as to sustain and
expand on the improvements realized during the first seven years of the project. ARSI schools
and school districts continue to make significant progress in student achievement in mathematics
and/or science and we expect to see improvement in 100% of the participating schools by the end
of Phase II.
As you are aware, the emphasis of ARSI in Phase II is on district-wide scale-up which
hopefully, will impact all schools and teachers of mathematics and science in each participating
district by the end of the second five year funding cycle. ARSI will continue to respond to different
needs by allowing different funding strategies. As in the past, ARSI can provide funds for release
of Teacher Partners, provision of Teacher Partner training, workshops for teachers in the district,
professional development resources, and technical assistance with curriculum development and
instructional planning. In addition, the Resource Collaborative will provide a range of technical
support services for your district.
ARSI support for mathematics and science reforms in participating districts during Year 4 will be
based on a district plan for improving science and mathematics instruction and a clearly
identified need for ARSI financial support. We are anticipating that districts participating in ARSI
will:






Have an active district science and mathematics leadership team
Utilize Teacher Partner(s) or other teacher leaders across the district to support
science and mathematics program improvements
Continue to focus on improvement as identified in the District Implementation Plan
Implement instructional and curricular changes which will result in improvement in
student achievement in mathematics and science at all grade levels
Emphasize community involvement in science and mathematics programs
Support science and mathematics training of school leaders (principals) in all
schools in the district
To assist ARSI staff making budget decisions, we are asking that you complete the attached ARSI
PHASE II YEAR 4 PARTICIPATING DISTRICT IMPLEMENTATION PLAN AND BUDGET
REQUEST which provides a brief summary of your district science and mathematics instructional
improvement plan. We also ask that you provide a listing of the resources that your district is able
to commit to this process. Please recognize that ARSI’s funds have been dramatically reduced for
Phase II and that distribution of funds is based on district need as defined in the attached plan. A
format has been developed for your use; however, if you have information that does not ‘fit’ this
format, please feel free to add it.
Each Resource Collaborative will provide planning assistance as districts develop their Phase
II, Year 4 ARSI Implementation Plan. Although the emphasis will be on developing a budget
and plan for Year 4, districts should continue the development of a comprehensive long-range plan
for mathematics and science program improvement based on their current needs and goals
established.
