The meeting began at 9:10 a.m. I. NEW BUSINESS A. Training and Education Programs. The union again expressed its determination to support their members through the coming changes in benefits and union membership and mentioned the recent meeting with Chancellor Lovell and Vice Chancellor Brown on the issues of communication and support. The Employer has had some difficulty arranging for education programs to address the union’s issues as soon as they could have liked them, but the Division of Finance and Administrative Affairs (FAA) and the Department of Human Resources are making arrangements for some programming. Managing Stress and Change, to be presented in the first weeks of August by the Director of the Psychology Clinic; Planning for Retirement, a three session program, to be presented in August under the auspices of the Department of Human Resources; Managing Stress in Times of Change, presented by EAP provider Symmetry and sponsored by the Division of Finance and Administrative Affairs (June 24 and July 1). The latter program is open to the campus, although the union was invited to do their own marketing campaign to alert their membership. This Symmetry program can be scheduled for additional dates in July, also. The union would like to see the Employer use "extraordinary measures” to ensure attendance by employees who do not regularly sign up for programs, like simply sending employees to the programs. The parties then discussed the possibility of presenting a program on “financial literacy” as they have found that many of their members have no relationship with any bank or credit union. A Local 82 officer has already approached the UW Credit Union to do such a program. The employer will get the trainers a room as soon as we find out what day or days are best for them. Finally, the Division of Finance and Administrative Affairs has been working with UITS to present some very basic computer skills programs. The union will follow up with the name of a suggested presenter. II. B. Associate Vice Chancellor for Facilities Planning and Management. The union would like to invite the new Associate Vice Chancellor for Facilities Planning and Management, Geoffrey Hurtado, to the next meeting. C. Tuition Reimbursement. The union inquired to how well utilized the tuition reimbursement program is. FAA Personnel Representative Linda Woods indicated that the figures on usage are included in the Affirmative Action plan, available online, http://www4.uwm.edu/diversity/upload/AAPlan1011.pdf . The union would like to see the program promoted as a benefit of State service. OLD BUSINESS A. Health & Safety 1. Director of University Safety and Assurances (US&A) John Kresoski will be retiring at the end of June. The union praised him saying that during his tenure at UWM, campus safety went from being a contentious issue to something that was transparent and taken seriously. He likewise noted that he had learned a lot from coming to these L/M Meetings, and that he often learned of situations he was not aware of through other channels. 4. Floods. The heavy rain of June 20 (two inches in an hour) has damaged several buildings, including Engelmann Hall and Bolton Hall. The restoration company was called as soon as the damage was noticed, and before it had even stopped raining. It was extremely fortunate that Buildings & Grounds had purchased new flood clean up equipment and refreshed the training on flood clean up procedures with the employees in the past couple of weeks. 5. Reorganization of University Safety and Assurances. With Dr. Krezoski’s retirement will come some reorganization of the current US&A. The animal care program and the Institutional Review Board will become the province of the Office of Research, but campus safety, which is of primary importance to the union, will remain in FAA. B. Summer Parking. The union asked why the Physical Environment Committee didn’t allow subsidized or lower cost summer parking for employees, since the on-campus parking lots are not fully used over the summer. C. HRS. With the implementation of the new Human Resource System (HRS) for personnel and payroll records, new problems have arisen in pay rolling for staff. The union maintains that there is a Power Plant Operator who has not yet received the pay for overtime worked in May. This needs to be corrected. D. Future Possibilities for Layoff, Subcontracting and Reorganization. The union formally requested to be included in the discussions for any large-scale layoffs, subcontracted work or unit reorganizations. The Employer reiterated that nothing of this nature is within anyone’s contemplation at this time. E. Additional Union Membership Meetings. The union asked to hold a series of union membership meetings around campus to discuss with members the changes to dues, retirement and health insurance, and the upcoming training opportunities. They are concerned that employees are getting their information by rumor and innuendo. The Employer understands this to mean a one-time need for extra meetings in the next month. The union would also like the see the Chancellor host an Open Forum once more is known about how the Governor’s budget will affect the University. The meeting ended at 11:35 a.m. III.
