Welcoming and Opening Remarks – President Janet Dudley-Eshbach
o
Dr. Dudley-Eshbach opened the meeting by welcoming the group and introducing
new member Todd Ensminger, the Interim General Council. Jen Palancia Shipp,
the former University Council, has taken a position at Princeton University. Todd
currently lives in Easton and has experience with regulatory compliance and
contracts review. A search is underway for a new General Council.

There will be a Town Hall meeting addressing campus safety on Thursday, April
18, 2013 from 3:30 to 5:00 p.m. in Perdue Hall 156. This will be an opportunity
for the campus community to hear how the University has enhanced safety
measures and prepares for emergencies. There will be an opportunity to ask
questions and give feedback.
o
The University will likely increase the number of out-of-State students, largely by
growing the number of international students. The English Language Institute
(ELI) is an excellent model of obtaining this goal. The ELI is a self-sustaining
“funnel” for the admission of international students who may not otherwise
consider Salisbury University as their institution of choice for higher education.
With the preparation of the next phase of the Strategic Plan, an emphasis will be
placed on international enrollments. The campus community will be able to offer
input at several workshops that will be offered throughout the coming months.
Strategies to develop and improve graduate studies and diversity will also be
discussed.
University Governance
o
Faculty Senate – Dr. J. Craig Clarke
i. The Faculty Senate is discussing the possibility of videotaping Faculty Senate
Meetings, both live streaming and for later viewing.
ii. Dr. Clarke noted that at the last Faculty Senate meeting there was a discussion
of concerns regarding shared governance, most particularly in budget
discussions. He noted a few examples. Provost Diane Allen addressed these
issues, and agreed to meet with Dr. Clarke to discuss them more specifically.
iii. There are plans in place to mount a plaque in the new Academic Commons
building recognizing those faculty members who have been awarded Board of
Regents Faculty Awards.
iv. There is a request from the Faculty Senate that consideration be given to better
synchronize academic and committee calendars.
o
Staff Senate – John Hickman
i. Employee Appreciation Day is scheduled for Wednesday, June 12, 2013. A
motivational speaker is scheduled to present. The overriding theme for the day is
“Wellness,” but other topics are being explored.
ii. The Staff Senate also has a concern about shared governance, and would like to
begin a discussion on strategies for improvement.

Student Government Association – Joshua Collins
i. The Housing Fair will be held on April 7 with approximately twelve off-campus
rental organizations attending.
ii. “The Big Event,” an SGA sponsored event where students go out into the
neighboring community and perform chores, will be held on April 20, 2013.
iii. Preparations for elections for the next year’s Student Government Association
leadership are underway.

Graduate Student Council – Julia Glanz
i. The Graduate Student Council has met with the Deans Council to discuss making
Commencement more meaningful for graduate students.
ii. Elections for next year’s Graduate Student Council are also underway. Julia
noted that this will be a completely new makeup of the Council since its
inception.

Fulton School Updates – Maarten Pereboom
o
Dean Pereboom noted that the University is renting space on the Downtown Plaza to
showcase artwork. The art gallery in the Guerrieri Center has outgrown their space.
This agreement with the Downtown and City of Salisbury opens up opportunities for
future partnerships.
o
There will be a memorial service for retired professor Polly Stewart in Holloway
Hall’s Great Hall on March 29, 2013.
Maryland General Assembly Session – Robby Sheehan
o
Robby updated the Team on the 2013 Maryland General Assembly Legislative
Session.
i. Governor O’Malley proposed a nearly 10% increase to the USM general
fund appropriation. Out of the $100 million increase, $34 million ($24
million from the State, $10 million from institutional fund balance) was
restricted to provide USM money toward specific enhancements including
Academic Transformation, STEM initiatives, and MPower
(UMCP/UMB). The House of Delegates proposed an approximate $10
million reduction. The Senate proposed additional cuts. The Conference
Committee composed of representatives from the two sides of the General
Assembly will work to reconcile the two different versions of the budget.
ii. In April 2014, State agencies will be able to grant merit increases and in
January 2014, there will be a 3% cost of living adjustment (COLA).
Retaining operationally critical staff language was included as well.

iii. The Academic Commons project is secure in the capital budget.

Delmarva Public Radio Update – Jason Curtin
o
6.
There has been progress on the future of Delmarva Public Radio. The SU
Foundation is going through the process of transferring the FCC licenses and
management to the University. A search for a new manager is underway and in the
meantime, Jason Curtin is serving as the point person for any questions that arise.
The spring fund raising campaign begins on April 11.
Other Business
o
Greg Prince provided an update on the Advancement Team fundraising strategies. A
40th Anniversary of the SU Foundation is being planned.
