Call to Order: The meeting was called to order at 3:40 pm by the chair, Alysia Loshbaugh.

A. University Senate

There was a senate meeting on March 4, 2013. They elected a new secretary of the senate,
Sam Ramer from the History Department, for next year. The parliamentarian will be Martin
Davis from the Law School. Scott gave his report. He had done a live chat on that day with about sixty people. We should be able to read the chat through the Gibson portal. Most of the questions were related to the sequestration.
Faculty asked about how Moody ’s and S&P downgraded our bond rating. Our bond rating stayed at its level, but they downgraded the outlook to negative. We were downgraded a few weeks before the entire higher education industry was downgraded. It hasn’t impacted our ability to sell bonds related to the construction of the new dorm or stadium.
There are two senate meetings scheduled for April.

Brian asked Alysia to let us know that they have been talking about a revision and updating of the Tulane mobile app. The programmers are working on changes. The upgrade should take place around the end of March for I-phones. They have been working on an upgrade for android phones as well, but that is not ready yet. They are trying to improve the performance and the appearance. It features things like Tulane news, calendar of events, links, maps with building information, Tulane YouTube channel, Tulane directory and emergency numbers. It is the beginning of what will be called Gibson mobile. Currently it only has features for students, but it should include others eventually. They plan two or three upgrades per year.

Chris Cheramie asked Alysia to let us know that they met last week. They are considering changes to the Tulane handbook concerning sex and gender based harassment. They want to include gender identity and gender expression as a protected class. They would also like to change the words he and she to read just they. These changes would be in the Equal
Employment Opportunity statement, anti-discrimination statement, harassment policy and the
Americans with Disabilities Act. These sections deal with harassment, discrimination and retaliation. The committee will vote on the proposed changes and will be forwarded to the senate for review.

They are going to be bringing the idea of becoming a tobacco free campus to the next senate meeting. They want to start the program at the beginning of August 2014. They will be looking into our health policy to see if they can get programs to help those that want to stop smoking covered at least in part. The University is really pushing it. There will probably be a lot of problems instituting this policy. They won’t start penalizing people until January 2015. If a police officer catches someone smoking, they can give a $25 fine. It isn’t clear what would happen if someone else catches someone smoking. If it is a staff member, they will be reported
TU Staff Advisory Council Meeting March 14, 2013 Page 4 to their supervisor. If it is a faculty member, they will be reported to the dean. There are a number of smokers on the senate committee, though. They want to keep smoking off of the entire campus. It isn’t much of a problem downtown, because you can walk out onto a public street. The smoker would have to walk to Saint Charles Avenue or Freret Street or Willow
Street or any public street. Nobody has addressed all of the cigarette butts that will accumulate in front of neighborhood homes. A staff member could possibly be written up for smoking, but
Christina from WFMO said that it was not her understanding that we could be written up.
Visitors would not be allowed to smoke either. We asked Christina to get clarification.
VII. SAC Sub-Committees
1. Election Committee

Sheri will have our general elections in the middle of April. We should know who will be serving by the end of April and then we can have the officer elections during the May meeting. We will ask Mike Griffith if he can add more questions on the ballot. We could ask how long they have been with Tulane and what their current department is to give people a better idea of who is running. A member suggested giving the nominee the option to include a bio if they want to.
Alysia said that we should limit the bio to three sentences.
2. Electronic Technology and Information

President Cowen is going to be out of town, so he won’t be able to attend the Staff Appreciation
Family Fun Day. Home Depot will do a workshop with the children, Psychology will do arts and crafts with the children and they will ask people to participate in a study, fingerprinting with a polaroid picture, inflatables, face painting, hand pictures, bingo, two shade tents, Environmental
Health and Safety will have a table, TU Wellness will show us how to make our own granola, a masseuse will come out to give free massages, the Fire Department will have a fire truck from
10:30 to 12:30 , Hansen’s snow balls will be there, Sodexo will be there grilling hamburgers and hot dogs, chips, Mr. Mudbugs will donate duck and andouille gumbo, a limbo contest for
Subway gift cards, Boudreaux will arrive at 11:00 to race with the kids, a water balloon toss at
11:30, water balloon hot potato game, door prizes.
We have two Raising Canes gift baskets, two children’s passes to Global Wildlife along with a picture frame, two passes to Gulf Island Water Park, two coke cookbooks, two coke flash drives,
$25 gift card for Reginellis, two passes for Natchez Cruise, two passes for the Cemetery
Voodoo tour, Zapps chips that we will put into gift baskets, Community Coffee is donating two gift boxes, WFMO is donating toothbrushes and pens, Zatarains is donating two gift boxes and
Honeydeaux is donating discount coupons.
We will have the staff members sign in and give us their email address so Gwen can get feedback after the event.

We will have five dollar Subway gift cards for the Bingo game. TEMS was going to have an ambulance, but since it is spring break, they may not have enough people to do it. Gwen asked if they could make veggie burgers, but hadn’t heard back from them.
Anne gave approval to open McAlister Drive for the fire truck to pull up, but we have to coordinate it with TUPD.

We will be collecting non-perishable food items for Second Harvesters Food bank at the Family

7. Ad Hoc Student Relations Committee

Jeanny hasn’t been able to meet with anyone yet. Alysia asked if the students are having problems with staff or with contract employees like Sodexo. Jeanny’s student workers seem to be frustrated with the attitudes and willingness to help them. Kathy Branley said that she has seen it happen in departments like Accounts Receivable and Financial Aid. We asked Jeanny to see if she can ask for specific problems that the students have encountered. Miriam noted that the Library has a box for suggestions or complaints, which has helped out a lot. A suggestion was made to call the Student Government Office and speak to Jane Rushing to see if she can meet with the students. Miriam said that they are getting ready to set up a Library
Student Relations Committee, so she will get back with Jeanny to let her know what they are doing.
8. Ad Hoc Constitution Committee

Jered made some changes to the constitution. We will have at least seven meetings instead of ten, the chair will control the calendar, modify the attendance policy and to clarify the rolls of proxies. See a scanned copy below. Alysia asked Jered to add some language to say that a membe r doesn’t have to resign from SAC if they go out on FMLA. Jered will make the changes that were discussed so we can distribute them with the agenda for the following meeting. We will look at running on a ticket at a later date.

VIII. Old Business
Christina will look into the student loan forgiveness. We were invited to come to the Staff
Recognition event and help WFMO greet people and hand awards out if we would like to on
April 4 th uptown, April 5 th at the Primate and April 8 th downtown.
IX. New Business
Our next meeting will be on April 11 th uptown. President Cowen will be our guest speaker, so we would like to make sure we have a packed room. Alysia would like for us to think of some questions we would like to ask him.
