Missouri Bills of Potential Interest to MO-CAN Members January 15, 2013 Policy Workgroup Conference Call Participants: Jace Smith, Mahree Skala, Deb Markenson, Dave Zellmer The Policy Workgroup identified the following bills for tracking purposes, and will continue to search for relevant bills. The MU Center for Health Policy and MoALPHA also agreed to share our weekly bill summaries with anyone who is interested in receiving them. HB 42 Rowland, Lyle Prohibits the state and all political subdivisions from adopting or implementing United Nations or international environmental and developmental policies that infringe or restrict private property rights without due process NOTE: Would prohibit the state and all political subdivisions from entering into any agreement with, expending any sum of money for, receiving funds from, contracting services from, or giving financial aid to nongovernmental and intergovernmental organizations as defined in UN Agenda 21 (resolution on sustainable development). Not clear which NGOs and IGOs would be included. HB 131 Stream, Rick Requires all health insurance carriers and health benefit plans to provide coverage for the diagnosis and treatment of eating disorders NOTE: this could pave the way for coverage for weight management services. HB 132 Stream, Rick Changes the laws regarding health insurance coverage and contracts NOTE: requires cost analysis of requiring coverage for eating disorders HB 137 Hinson, Dave Requires all state agencies to obtain approval from the General Assembly prior to administering, implementing, or expanding any federal program SB 14 Schaaf Raises Medicaid eligibility for the aged, blind and disabled population by modifying the eligibility for pregnant women and children if tax credits are available in a federal exchange. NOTE: This would decrease the eligibility level to 133% of poverty for pregnant women and children under 6, and 100% of poverty for children 6-18 years old, and increase the eligibility threshold for the blind. SB 87 Schaaf Modifies provisions relating to breast-feeding (NOTE: extends protections to mothers who pump breast milk) SB 131 Nasheed Provides for the expansion of MO HealthNet services beginning on January 1, 2014 We will continue to monitor for bills related to physical activity and nutrition, as well as tobacco taxation, pre-emption of local clean air ordinances, waivers of required school physical education time, weakening of food safety laws, and any other topic related to MO-CAN’s mission. The AHA’s top legislative priority this year will be passage of a bill requiring pulse oximetry testing to be performed on all newborns, to detect certain heart defects. Discussion of previously passed bills. Physical education requirements are in the MSIP 5 standards but will not be included in the school accreditation review process. The Farm to School bill (passed previously) required the establishment of a board that was to meet at least twice and develop a report, due to the Governor by 8/13/13.
