Issues with Multi-Channel Data Collection
• Modal Bias
 Question interpretation and response must be the same across
modes – modal difference
• Security
 Internet – Hacking, Denial of Service, etc.
 Paper – Anthrax, Risen, other NBC threats
• Authentication
 Does the respondent represent the household?
• Duplicate Resolution
 More channels, especially electronic, mean more duplicate
responses
• Receipt Control
 Knowing the state of responses from creation to data delivery
• Management Information
 Having the information to manage the Census enterprise

Conclusion
• Census isn’t as simple as it seems
 Capturing all the data, accurately and delivering on time is
hard
• Multi-Channel Census Data Collection must address many issues
 Completeness
 Scalability
 Data quality and consistency
 Security and authentication
 Channel data integration
 Management information
• It takes planning, the right solution and census experience to be
successful!
